As you enter the summer, I hope you have some time to relax and maybe take some time to reflect on the places you have or might be able to provide the slightest push – in just the right place. Perhaps, it is through your individual work or through your work as a DEC member. Individually and as a whole we can and do contribute towards tipping the world toward the good! In the coming months there will be many opportunities to jump into the work of DEC. Please watch for calls for participation and know that you are a welcome member of the DEC team! Sharing your expertise and time will help us tip just a bit more and a bit faster towards strong outcomes for young children with disabilities and their families. We need you!

Standards
The CEC Board of Directors, during its meeting on May 9, passed a motion to approve the joint recommendation by Professional Standards and Practice Committee (PSPC) and the Division for Early Childhood (DEC), to explore, with oversight from CEC staff, the value and necessity of developing Professional Practice Based Early Childhood Special Education (ECSE) Standards in accordance with CAEP standards development guidelines. A Standards Development Task Force will be created to move forward on this initiative. DEC, through our partnership with the Early Childhood Personnel Center (ECPC), will host a series of activities as we move forward on next steps in the coming months.
Education Matters: Investing in America’s Future
Dr. Linda Palenchar, a member of the Council for Exceptional Children and Division for Early Childhood, participated as a panelist at a Capitol Hill briefing launching the Committee on Education Funding’s (CEF) annual analysis of the President’s budget. Dr. Palenchar shared the impact of early childhood investments and with her senator, Senator Joe Manchin (W. Va., D). During this meeting, she thanked Senator Manchin for his leadership nationally and in West Virginia to combat the opioid crisis as well as shared a copy of CEF’s annual budget analysis.

Response to Separation of Children from Their Parents at the U.S. Border
DEC has signed on to
a letter being circulated by the Young Center for Immigrant Children’s Rights, CLASP, the American Academy of Pediatrics, Children’s Defense Fund and others protesting the separation of children from their parents at the U.S. border.

DEC Comment on Department of Education Delay in Implementing Disproportionality Regulations
DEC strongly opposes the delay proposed by the Department of Education for implementing the significant disproportionality regulations by two years, from July 1, 2018, to July 1, 2020. DEC also opposes the proposed delay in the date children ages 3 through 5 must be included in the analysis of significant disproportionality, from July 1, 2020, to July 1, 2022.
DEC strongly opposes the proposed delay of the implementation dates for the IDEA’s disproportionality regulations. Existing disproportionality is a critical issue that needs to be remedied to ensure equity in the opportunities for all children to benefit from a high quality educational experience.
