Welcome the New Face to the Place
My name is David Do, and
I am honored to join the Department of For-Hire Vehicles as Interim Director.
I previously served as the Director of the DC Mayor's Office on Asian and Pacific Islander Affairs. Before that, I served in the Executive Office of the Mayor and the Office of the Deputy Mayor for Planning and Economic Development.
As Interim Director of the DFHV, I am committed to a thriving local for-hire market that supports Mayor Bowser's plan for public safety and consumer choice. DFHV will continue to administer the initiatives of Vision Zero. I
want to find ways to incentivize adoption of "green" infrastructure to support the reduction of emissions. I also intend to use big data to develop innovative solutions to respond to the evolution of the for-hire industry.
DFHV will play a crucial role in managing the transportation landscape where multiple types of services exist, including microtransit, dockless options, and autonomous vehicles. The objective is to overcome barriers to obtaining a ride regardless of age, disability, income, or location.
I am looking forward to working together with operators, drivers, stakeholders, passengers, and the public to achieve our shared goal of ensuring residents and visitors have safe, affordable, and accessible transportation options.

Public Hearing: Title 31 Revision
The Notice of Proposed Rulemaking
to revise Title 31 was published in the
DC Register
on November 16, 2018, and the public comment period has been extended to January 31, 2019. The rulemaking revisions are intended
to eliminate unnecessary legacy rules and redundancy, incorporate best practices from other jurisdictions, and produce a more user-friendly document.
DFHV is conducting two Public Hearings and encourages public input and participation. Both hearings will be held at DFHV, 2235 Shannon Place, SE, in the Second Floor Hearing Room. The first is one is scheduled for Tuesday, January 15, 2019 at 6:30 pm, and the second one will be the next day, Wednesday, January 16, 2019 at 10:00 am.

Administrative Issuance: Vehicle Retirement
Administrative Issuance AI-2018-08 was issued on December 19, 2018 to provide taxicab companies and operators with a 90-day grace period to come into compliance with the requirement to retire vehicles after eight model years of for-hire service. District taxicab companies and operators applying for or renewing their operating authority have until March 31, 2019 to comply with the requirements of
Chapter 609 of Title 31.

Don't Drink and Drive
DFHV Vehicle Inspector Officers (VIOs) will be out in full force during the holiday season to protect passengers and drivers. More importantly, the public is encouraged not to drink and drive...rather, choose for-hire transportation as your preferred option.
Family gatherings, holiday parties, and social visits should not been marred by the tragic circumstances of fatal car accidents due to drunk driving. Other consequences of drinking and driving can include losing your license, losing your job, or causing the loss of life. Avoid these heavy-duty penalties by calling a cab or by ordering a ride through Lyft, Uber, or Via.
DFHV wants to make sure you to enjoy a safe, happy, and healthy holiday season.
