REAL ID Full Enforcement
Date Extended to
May 3, 2023

On April 27, 2021, the Department of Homeland Security has announced that the REAL ID full enforcement date will be extended by 19 months, from October 1, 2021 to May 3, 2023. This extension is due to the ongoing COVID-19 pandemic. As stated in this article, "the pandemic has significantly impacted states’ ability to issue REAL ID-compliant driver’s licenses and identification cards, with many driver’s licensing agencies still operating at limited capacity.” Therefore, beginning May 3, 2023, the National Institutes of Health (NIH) will no longer accept identification that fails to meet the minimum requirements and issuance standards for federal recognition per the REAL ID Act. Please note that the REAL ID Extension does not apply to Commercial Vehicle Operators entering the NIH Main Campus. Commissioned Corps Position Classification and Designation in NED
|
|
When updating or entering new Commissioned Corps officers in NED, please be aware of the requirements below to ensure Commissioned Corps officers are correctly designated in NED and DPSAC systems to ensure the correct background investigation is selected for their position.
All Commissioned Corps officers must be classified as “NIH FTE - Commissioned Corps (CC),” and not as “NIH FTE – Including GS, SES, Title 42,” etc. In addition to the Employee Classification being listed as “NIH FTE Commissioned Corps,” a position title should also be selected (Nurse, Physician, Health Professional, etc.). Their position designation (position sensitivity/background investigation tier) will need to be listed as Tier 3. Additionally, all Commissioned Corps officers are required to have childcare checks. Therefore, NED should also indicate that they work with children by selecting the ‘Works with Children’ box, even if they do not work with children for their position at the NIH.
Please see below for examples of what the NED position information screens should look like when populating the FTE Commissioned Corps record. We’ve also included examples of what the record should not look like.

Q. If an employee, contractor or affiliate moves to another Institute or Center, does s/he need to be issued a new HHS ID Badge?
A. No. Moving from one Institute/Center to another does not require badge reissuance, unless that person is also changing from an Employee (no stripe) to a Contractor or Affiliate (green stripe) or from a Contractor or Affiliate (green stripe) to FTE (no stripe). Please note, however, that with the release of NED v 2.9, "an individual's badge will no longer be revoked when changing classification to an FTE. The revocation will still occur when changing classification from an FTE."
Note: switching ICs may require updating your certificate and contacting Facilities Access Control (301-451-4766 or facilityaccesscontrol@mail.nih.gov) for physical access to the new IC's duty station.

For the FEB/MAR/APR time frame, the average processing time for issuing an ID badge is 20.7 calendar days.
|

|
Avoiding Additional
Delays in Processing
New Hires
Processing times are often delayed due to reasons outside of DPSAC control, which include, but are not limited to:
- Incomplete or not submitted OF-306
- Candidate response time
- Issues requiring clarification by the candidate
- Untimely submission of initial e-QIP or corrected e-QIP
How the AO and HR communities can assist:
- By ensuring all required documents have been uploaded into HR's 'Onboarding Manager' prior to establishing a NED account
- By entering candidates as early as possible but no later than 8 weeks prior to their Entry on Duty (EOD) date
- By working with DPSAC to ensure candidates respond in a timely manner to inquiries

Administrative Officers (AOs) who wish to obtain sponsor authority must complete the sponsor training. To access the training module, click on: Sponsor.
Upon completion, the AO should sign and email a copy of the certificate found at the end of the training module to Alex Salah at: salaha@ors.od.nih.gov.
Upon receipt of the certificate, Mr. Salah will authorize the AO as a Sponsor.
Note: ONLY individuals with an Administrative Officer role in NED are eligible to be HHS ID Badge/PIV Card Sponsors.
