Dear Democrats,


Last Wednesday, Sam Schropp was sworn in as the Commissioner representing District 3 on the Torrance County Commission to replace the recently deceased LeRoy Candelaria. Although Sam was appointed by Governor Michelle Lujan Grisham, and not elected by the voters, his appointment is an important first step in the quest to bring greater transparency and accountability to the Commission. As the first Democrat to serve on the Commission in many years, Sam is positioned to be the eyes, ears and voice for voters in Torrance County where many decisions are actually made in the Commission’s “Executive Sessions”, where the public is excluded.


Sam’s term will only run until the 2024 elections, so it’s important that Democrats retain that seat a year and a half from now. It’s also vital that we win the race for County Clerk in that same election. The office of the County Clerk has been fraught with scandal over the past year, with elected Clerk Yvonne Otero being accused of several official improprieties resulting in the Commission replacing her, a situation that is now before the State Supreme Court for adjudication. Once again, we need to have a good Democrat elected to that important office, since the Clerk’s office administers the election process, and it’s important to have honesty and transparency in that crucial position.


The 2024 elections may seem to be a long way off, but this month is when we start the 2024 election work with our elections for precinct, ward and county officers. The team that we elect on March 25th will be the bedrock of our efforts in 2024. Let’s get every Democrat that we know to turn out and get involved. Going forward, Torrance County will get exactly the government that it votes for next year.

Party Organization 101

This is the eleventh in a series of articles we’re running, focusing on the roles that people interested in helping the county party might consider stepping into. If you missed any of the previous articles you can access back issues of the Blue Beacon by going to the Blue Beacon link on our website, https://www.dptc-nm.org.


All of the positions that we’ve discussed up to this point are elected positions, filled during the ward, precinct and county elections that are held in the spring of odd-numbered years. The positions of Treasurer and Secretary are different. They are appointed by the County Chair as soon as possible after the elections and serve at the pleasure of the County Chair.


The County Secretary’s primary responsibilities are to record and preserve the minutes of meetings of the County Central Committee and Executive Committee, of which they are automatic members, and to file required non-financial reports with the state party and County Clerk. They also lead the team that arranges those meetings and just about anything else the County Chair delegates to them.


The County Treasurer is the Chief Financial Officer of the party, submitting Treasurer’s Reports to the County Central Committee, delegates to the biennial County Convention and to the Secretary of State’s office. Like the County Secretary, the Treasurer is an automatic member of the County Central Committee and Executive Committee.


Next week we’ll focus on several un-official positions where volunteers can help the party.
