Transitioning from Children's to Adult Developmental Services with DSO

When a student turns 18, children’s services such as Special Services at Home, Assistance for Children with Severe Disabilities, or services through the Ontario Autism Program end. Developmental Services Ontario (DSO) is the access point for adult developmental services funded by the Ministry of Children, Community and Social Services (MCCSS) in Ontario. They must apply to DSO to see if they are eligible for adult developmental services. 


While welcoming adulthood is challenging for all children, families and caregivers of youth with developmental disabilities are understandably nervous about their future. To reduce the service gap between children and adult services, students should start the application process at age 16. With all the correct documents, they can be confirmed eligible for adult developmental services at age 16; however, services would not start until after age 18.

DSO and other MCCSS-funded

Programs & Services


DSO is the access point for MCCSS-funded adult developmental services and supports. Some of the services that may be available in their community include housing supports, caregiver respite, supports to help people take part in the community, specialized and clinical supports, the Adult Protective Service Worker Program, and the Passport Program. 


It would be helpful for families to understand that DSO does not provide the services and supports but it connects you to Ministry-funded services and supports that are available to you after the age of 18.  

 

There are often questions about DSO and other MCCSS-funded programs and services. We are happy to share some information that can help families understand the best resources for their needs.


Passport Program:

Eligible at 18


The Passport Program is funded by MCCSS but is separate from DSO. However, you must apply for Passport funding through DSO. After you receive your eligibility letter from DSO and are at least 18, you will hear from your local Passport agency. DSO cannot answer any questions related to funding or invoicing. 


Social Assistance through MCCSS:

Ontario Disability Support Program - Apply at 17 ½ 

Ontario Works - Apply at 16



If you need financial assistance for food or housing, MCCSS can help you figure out which social assistance might be right for you – Ontario Disability Support Program (ODSP) or Ontario Works. Both are independent programs supported by MCCSS. 

If you are eligible for developmental services, you meet the disability requirement for ODSP. But you need to meet other criteria for ODSP funding (i.e. financial eligibility) and apply separately. 

DSO can only assess eligibility and level of supports required and connect you to available developmental services.
