FUNDING OPPORTUNITIES

AARP COMMUNITY CHALLENGE GRANTS
AARP launched the AARP Community Challenge in 2017 to fund projects that build momentum for change in communities to help improve livability for all local residents.   Applications for AARP Community Challenge grants will be accepted through 11:59 pm, April 1, 2020.  All applications must be submitted through AARP's website   and all projects must be completed by November 9, 2020.  The program is open to 501(c)(3), 501(c)(4), 501(c)(6) nonprofits and government entities.  Other types of organizations will be considered on a case-by-case basis.  Click here for flyer to get for more details.

INNOVATIVE LOCAL MODELS TO PROVIDE NON-MEDICAL ASSISTANCE TO OLDER AMERICANS, PERSONS WITH DISABILITIES AND FAMILY CAREGIVERS
The Community Care Corps at the Administration for Community Living have issued a request for proposals entitled:  Innovative Local Models to Provide Non-Medical Assistance to Older Americans, Persons with Disabilities and Family Caregivers.  Competitive grants between $30,000 and $250,000 will be awarded to establish, enhance or grow volunteer programs.  A wide range of nonprofit entities, such as faith and community based organizations, institutions of higher education and service organizations, as well as state, county and local governments are encouraged to apply.  Application deadline is April 3, 2020Click here to apply.

NEW ROUND OF MEDICAID ACCELERATED EXCHANGE (MAX) WORKSHOPS 

The NYS Department of Health announced a new round of Medicaid Accelerated eXchange (MAX) workshops for up to 24 Action Teams to support provider Value Based Payment (VBP) efforts.  

Developed under the Delivery System Reform Incentive Payment program, MAX engages and empowers frontline teams of clinical and social service providers to make changes that are locally relevant and feasible, leveraging available resources.

Safety net providers and previous MAX participants are invited to register for an informational webinar to be held on February 28, 2020, to learn about the new round of workshops.

NATIONAL DIABETES PREVENTION PROGRAM

The NYS Department of Health will be holding a webinar for organizations and individuals  recognized by the Centers for Disease Control and Prevention (CDC) who would like to obtain additional information and details about the process of becoming a Medicaid-enrolled National Diabetes Prevention Program (NDPP) service provider.

The NDPP Medicaid Enrollment webinar is intended to familiarize providers and their staff with the Medicaid FFS enrollment process and review the resources available to accomplish enrollment successfully. The webinar will be an overview of the different enrollment processes for Individual Providers, Community Based Organizations (CBOs), Group Practices and Hospital / Clinic providers interested in enrolling in the NDPP.

NYS DOH ANNOUNCEMENTS

MEDICAID REDESIGN TEAM II PUBLIC MEETING HELD
The New York State Medicaid Redesign Team II convened its first meeting of all members on February 11, 2020, at the Albany Capital Center. This public meeting was recorded and can be viewed here.   The PowerPoint slides from the meeting can be  found here.
 
The MRT II has been tasked with developing a comprehensive set of recommendations to build on the successful strategy of the original MRT, while identifying changes to the State's Medicaid program within the upcoming FY 2021 State Budget.

NYS Department of Health is accepting Medicaid Program cost-saving proposals from the public, which can be submitted here.   More information on MRTII can be found on the MRT II homepage, which will be updated regularly as project updates become available.

2020 VBP REPORTING REQUIREMENTS TECHNICAL SPECIFICATIONS MANUAL
The 2020 VBP Reporting Requirements Technical Specifications Manual for Measurement Year (MY) 2019 is now available on the Value Based Payment (VBP) Resource Library website.

The purpose of this document is to make stakeholders aware of the quality measure reporting requirements for Medicaid Managed Care Organizations (MCOs) participating in the NYS Medicaid VBP program. The contents of this document include an overview of the specific reporting requirements for Category 1 measures for each VBP arrangement, a description of the changes to the measure sets from MY 2018 to MY 2019, and detailed instructions regarding additional file specifications required for the VBP program.

Please read in full the updated VBP Reporting Requirements Technical Specifications Manual as reporting requirements have changed significantly from years prior.   The manual can be found on the VBP Resource Library website here .  For questions regarding the 2020 VBP Reporting Requirements Technical Specifications Manual for MY 2018 email: [email protected].

I/DD MANAGED CARE PLAN QUALIFICATIONS POSTED FOR COMMENT
A revised draft of New York State Medicaid Managed Care Organization Intellectual and/or Developmental Disability (I/DD) System Transformation Requirements and Standards to Serve Individuals with Intellectual and/or Developmental Disabilities in Specialized I/DD Plans - Provider Led (SIPs-PL) is now posted online for comment.

A link to the revised draft is available on the Department of Health  website here. Comments can be submitted electronically to [email protected] no later than March 27, 2020.

2020 VBP QUALITY MEASURE SETS POSTED
The 2020 VBP Quality Measure Sets are now available on the Value Based Payment (VBP) Resource Library website.

The 2020 VBP Quality Measure Sets were reviewed and approved by the VBP Workgroup in 2019 as part of the Annual Measure Review Cycle.   Measure sets were compiled in collaboration with State agency partners, including the Office of Mental Health (OMH) and the Office of Addiction Services and Supports (OASAS).  The following 2020 measure sets are now available:  
  • Children´s Quality Measure Set
  • Health and Recovery Plan (HARP) Measure Set (special needs population type arrangement)
  • HIV /AIDS Measure Set (special needs population type arrangement)
  • Integrated Primary Care (IPC) Measure Set
  • Maternity Measure Set
  • Total Care for the General Population (TCGP) Measure Set
