Vaccine Video Series Partner Toolkit

The U.S. Department of Health & Human Services National Vaccine Program Office (NVPO) partnered with the Office of Disease Prevention and Health Promotion to create a series of videos highlighting the importance of vaccines. Each video focuses on a particular disease - whooping cough, shingles or pneumococcal disease - and helps people understand why they need to get vaccinated.

Use this vaccine video series to raise awareness.  Help prevent disease and keep our communities healthy!

ALL THINGS VBP - VALUE BASED PAYMENT RESOURCES

VBP-U Semester Two Launch
NYS Department of Health, in partnership with the Office of Mental Health (OMH) and the Office of Alcohol and Substance Abuse Services (OASAS), has  launched Value Based Payment-U (VBP-U), Sophomore Year, Semester Two.  

VBP-U is an online, educational resource created to raise awareness, knowledge and expertise in the move to Value Based Payment (VBP). VBP-U combines informational videos and supplemental materials that stakeholders interested in VBP can use to advance their understanding of this healthcare transformation effort.

VBP-U Sophomore Year, Semester Two, is dedicated to educating providers and professionals about the importance of addressing Behavioral Health and Substance Use Disorder through VBP. This semester's curriculum consists of an overview of VBP and Behavioral Health/Substance Use Disorder, including VBP Integrated Primary Care (IPC) and Health and Recovery Plan (HARP) arrangements and key principles of VBP and Behavioral Health.
 
In the coming months, additional semesters of VBP-U will be released followed by a VBP bootcamp this Fall. The tentative schedule of release is as follows:

Semester 1 July 2018 - RELEASED
Semester 2 August 2018 - RELEASED
Semester 3 September 2018
Semester 4** September 2018

**Semester 4 of VBP-U Sophomore year will be a Value Based Payment Bootcamp.  More information including a date and location will be distributed in the future.

Semesters 1-3 of VBP-U Sophomore Year will conclude with a quiz on the topics covered. Those who pass all three quizzes with a grade of 80% or higher, will receive a certificate of completion. You may take the quiz multiple times until you pass. Certificates will be e-mailed to those who compete all three quizzes on a quarterly basis.   As a reminder, VBP-U Freshman Year is still available to view and complete.

NYS DOH ANNOUNCEMENTS
   
PHYSICIAN GROUP REACHES NEW VALUE BASED PAYMENT CONTRACTING DESIGNATION
The NYS State Department of Health announced that Somos Independent Practice Association has been designated as an Innovator under Medicaid's Value Based Payment (VBP) Roadmap, a key component to the Delivery System Reform Incentive Payment (DSRIP) Program. Somos-IPA is the first physician-led group in the State to reach VBP Innovator status. 

"Congratulations to Somos IPA on their designation as a Value Based Payment Innovator," said New York State Health Commissioner Dr. Howard Zucker. "As Performing Provider Systems continue to achieve Innovator designations and streamline the way in which they deliver care, we are building a stronger, more effective health care delivery system in New York."  Read the full press release here.  

CHILDREN'S MEDICAID TRANSFORMATION UPDATE
NYS has been working with Centers for Medicare and Medicaid Services (CMS) to implement the Children's Medicaid System Transformation.  On June 21, 2018, CMS advised the State that 1915 waiver vehicles, rather than the sole use of the 1115 Waiver Amendment, must be used to implement the Children's Medicaid System Transformation.  As a result, the State is now proposing the Children's Medicaid System Transformation be implemented under concurrent 1915(c) Waiver and 1115 Waiver amendments. 
 
The State has prepared a draft 1915(c) Children's Waiver that is available for stakeholder comment and can be viewed hereComments on the draft can be submitted to BH.transition@health.ny.gov by indicating  "1915(c) Children's Waiver Comments" in the subject of the email by September 23, 2018.   

No programmatic changes (only the authorities requested to implement the Children's Transformation) are being proposed to the 1115 Waiver amendments.  Prior versions of the waiver submitted on May 9, 2017 and April 24, 2018 are available here.   

The draft Transition Plan has also been updated to reflect the use of a concurrent 1915(c) Children's Waiver and 1115 Waiver Amendment to implement the Children's Medicaid Transformation and can be viewed here.

On August 27, 2018, 2:00 pm, the State will hold a webinar to provide an overview of the draft 1915(c) Children's Waiver and to provide other updates regarding the Children's Medicaid System Transformation.  To  register click here.  

SOCIAL DETERMINANTS OF HEALTH (SDH) ASSESSMENT TOOLS
The NYS Department of Health has released a survey on the creation and use of Social Determinants of Health (SDH) assessment tools. The purpose of this survey is to get a sense of the variations of SDH assessment tools currently being used across the State.   Stakeholders are requested to complete this brief survey by September 27, 2018Click here for the  SDH Assessment Tool Survey.

DOH SEEKING INPUT FOR LICENSED HOME CARE SERVICES DEVELOPMENT
The NYS Department of Health is seeking input for the development of a public need methodology for the licensure of Licensed Home Care Services Agencies (LHCSAs).  Details and the Request for Information (RFI) can be found here.
