Good Afternoon Folks,

We hope that the nearly 90 attendees of Desert Valleys Builders Association’s 16th Anniversary and Member Appreciation Party had a wonderful time. We found out that there are only a few people capable of building housing from 3 x 5-inch index cards and Scotch Tape. We saw a couple of good Lego structures. We had 14 contestants for our paper airplane distance contest. We had prizes for 1st, 2nd, 3rd longest traveled, and a pretty cool military-style jacket patch for the shortest flight. And finally, we had guest appearances by a husband and wife team presenting themselves as Tom Cruise and Kelly McGillis. Prizes were presented to contest winners; something we haven’t done in several years.

The County of Riverside:

Has adopted new land-use, service, and regulatory fees. They go into effect in July. Instead of being based on the Mitigation Fee Act, which provides a strict fee for each process, the County has gone to a predominately Deposit Based Fee Rate per service. The deposit is based on the average time studied to provide the service. The processes have been updated over the past 9 years, and hourly rates reflect department average salaries, which have increased over 9 years as well. In this process of billing, builders and contractors must be provided a Time/Materials cost invoice identifying the staff member and position in order to be supportable under case law; these invoices must be reviewable per the above requirements.

City of Palm Springs:

We have been working with members over the last couple of weeks on the process for filing permits for re-roofing condo-style properties that share common walls and rooflines. The City has been very understanding of the industry complaints. While these fees, as listed in the Master Fee Schedule, would be appropriate in a single-family re-roof, the problems are with individual APN numbers. The City, the group of roofing companies, HOAs, and the Desert Valleys Builders Association are committed to finding solutions to these issues of providing a simple fee structure. We thank everyone involved for their patience.
