Who gave the Security Council the right to rule the world?

Empowering the UN General Assembly with the Earth Constitution

Roger Kotila DWF NEWS

WORLD PUBLIC INTEREST JOURNALISM

The UN Security Council (SC) appears to be a lost cause. Enter the Earth Constitution (EC) showing how the UN General Assembly (UNGA) could take over leadership at the UN, and be part of a "new UN" as the House of Nations. The House of Nations grants real voting rights in global decision-making to all 192 nations. The undemocratic UN Security Council is part of the old UN, no longer legitimate as the final decision maker.

The proposed strategy is for the UN General Assembly to establish a "new UN" by establishing Earth Constitution entities using the existing powers of the UNGA and bypassing the undemocratic UN Security Council with its notorious P-5 veto nations who often break international law, and therefore are world criminals, not fit to be rulers of the UN. Currently for example, the US government is supporting Israeli genocide in Gaza which makes it a world criminal. The UK and US supported an illegal coup of the Ukrainian government which led to war with Russia.

The old UN, hobbled by its outdated Charter, has been unable to stop such criminal acts by Bully nations due to lack of enforceable world law. The Earth Constitution, unlike the UN Charter, provides a well thought out World Judiciary System, desperately needed for enforceable law and order at the global level.

EXCERPTS

As if we didn’t have enough ugliness in the world right now, Trump has deployed warships near Venezuela’s coast, prompting Caracas to ready drone and naval patrols for conflict. In an article titled “Inside Trump’s gunboat diplomacy with Venezuela,” Axios’ Marc Caputo writes that “The U.S. has never been closer to armed conflict with Venezuela, with a fully loaded U.S. flotilla sitting off its coast and dictator Nicolás Maduro living under a $50 million bounty.”

Jones could have stopped at “communist” and “oil reserves”. Venezuela has the largest proven oil reserves of any country on the planet, and is not aligned with the capitalist western empire that is loosely centralized around Washington DC. Any reasons given for US regime change intervention beyond this should be read as excuses.

Whenever the US war machine moves its crosshairs to a different target I always get people telling me “No no Caitlin, THIS time the Evil Bad Guy really DOES need to be regime changed! THIS time our government and media are telling us the TRUTH!”

And it’s always so stupid, because it’s just the same rehashed lies over and over again. The empire takes whatever actions will help it to dominate our planet and its resources to a greater extent than it already does, and then it makes up justifications for those actions.

They’ll say they’re doing it for humanitarian reasons while ignoring the humanitarian abuses of empire-aligned nations. They’ll say they’re doing it to stop drug abuse while ignoring all the evidence regarding the actual causes of drug abuse, even as Maduro sends 15,000 troops to the Colombian border to help fight drug trafficking. They’ll say they’re doing it to stop interference in US affairs while letting US-aligned nations like Israel interfere in US politics at will.

They’re just lying. The US empire lies about all its acts of war. ...READ MORE

Which Democrats qualify as world criminals for supporting genocide?

DNC Votes Down Resolution Calling for Israel Arms Embargo to Halt US Complicity in Gaza Genocide

Brad Reed      Common Dreams

 EXCERPTS

The Democratic National Committee on Tuesday voted down a resolution calling for a suspension of military aid to Israel in the midst of a famine in Gaza that is a direct result of Israel's near-total blockade on humanitarian aidThe resolution in question would have urged elected members to call for an immediate ceasefire in the Gaza conflict, as well as an arms embargo on Israel. It also would have urged the recognition of Palestine as a state, following the examples of countries such as France and Australia, which have announced intentions to formally recognize Palestine next month.

The resolution was rejected in a voice vote, with the "nays" strong enough to see it struck down. Five abstentions were recorded.

But following the declaration of famine in Gaza, and with US support for Israel clearly violating the country's own laws—including Section 620I of the Foreign Assistance Act, which bars the US from providing military aid to countries that are blocking humanitarian aid—the rejection of the resolution incensed its supporters.

"It's another sign of just how out of touch Democratic Party leadership is today that dark money groups like [Democratic Majority for Israel]—that have spent millions in Democratic primaries to unseat progressives who stand for human rights for all people—were consulted ahead of DNC Chair Ken Martin's decision to introduce his bland resolution, while advocates for Palestinian rights who represent most Democrats were once again shut out and ignored," she said. ...

"This party keeps digging its own grave. And it's owned by AIPAC," said Nizami, referring to the pro-Israel American Israel Public Affairs Committee, which donated more than $24 million to Democratic candidates in 2024.

By violating its legal pact with the UN, the U.S. delegitimizes the authority of the UN Security Council's P-5 veto powers

U.S. blocks Palestinian president from attending UN General Assembly

Barak Ravid      Axios

  •  The Trump administration announced Friday that it won't issue visas to senior Palestinian officials who wish to travel to New York to attend the UN General Assembly in September, and will revoke visas that were previously granted.

  • A State Department official confirmed that applied to Palestinian President Mahmoud Abbas and around 80 additional officials.

Why it matters: The U.S. move comes in response to a planned initiative by several Western countries to recognize a Palestinian state during the annual global gathering. It underscores that on policy toward Gaza and the Palestinians more generally, it is the U.S. and Israel vs. nearly all the rest of the world.

  • According to its host country agreement with the UN, the U.S. government is obligated to allow delegations from around the world to visit New York to participate in the General Assembly.

  • The UN recognizes Palestine as an observer state, not a full member. Several countries, including France, the U.K., Canada and Australia, plan to join the nearly 150 countries that already recognize Palestine.

  • The Palestinian presidency said in a statement that it "deeply regrets" the decision, which "stands in clear contradiction to international law and the UN Headquarters Agreement," and called on the U.S. to reconsider.

How the UN Could Act Today to Stop the Genocide in Palestine

Craig Mokhiber    Mondoweiss/ ScheerPost

EXCERPTS

After twenty-two months of unprecedented carnage, three things are clear: (1) the Israeli regime will not end the genocide in Palestine of its own will, (2) the U.S. government, Israel’s principal collaborator, as well as the majority of Israelis, and the regime’s proxies and lobbies in the West, are fully committed to this genocide, and to the destruction and erasure of every remnant of Palestine from the river to the sea, and (3) other Western governments like the UK and Germany as well as far too many complicit Arab states in the region are fully dedicated to the cause of Israeli impunity.

That means that genocide (and apartheid) will only end through resistance against the Israeli regime, the steadfastness of the Palestinian people, the solidarity of the rest of the world, and the isolation, weakening, defeat, and dismantling of the Israeli regime.

Clearly, the Security Council, by design, is no friend to the occupied, the colonized, or the oppressed. As such, the road to protection and justice travels not through the Security Council, but around it.

Thus, meaningful UN Security Council action is effectively impossible in a body dominated by the U.S. veto.

But here is the point: the world need not surrender in the face of that veto.

The UN General Assembly (UNGA), that will meet in September, is empowered under the Uniting for Peace resolution, to act when the Security Council is unable to act owing to the veto. There are historical precedents. And taking such extraordinary action has never been more urgent.

A UNGA resolution adopted under Uniting for Peace could

1.    Call on all states to adopt comprehensive sanctions and a military embargo against the Israeli regime. While it lacks the power to enforce sanctions, it can call them, monitor them, and supplement them as required.

2.    Decide to reject the UNGA credentials of Israel, as the UNGA did in the case of apartheid South Africa.

3.    Mandate an accountability mechanism (like a criminal tribunal) to address Israeli war crimes, crimes against humanity, apartheid, and genocide.

4.    Reactivate the UN’s long-dormant anti-apartheid mechanisms to address Israeli apartheid, and

5. Mandate an armed, multinational, UN protection force to deploy to Gaza (and, ultimately, to the West Bank), acting at the request of the State of Palestine, to protect civilians, open entry points via land and sea, facilitate humanitarian aid, preserve evidence of Israeli crimes, and assist in recovery and reconstruction.

All of these actions could be adopted by the UNGA with a two-thirds majority, thereby circumventing the U.S. veto in the Security Council. As Palestine has requested intervention, no Chapter 7 action by the Security Council is needed to deploy a protection force. Palestine would retain full authority over when and for how long the mission was to be deployed, obviating fears of yet another occupation force. READ MORE

FIFA and IOC Must Ban the US & Israel from International Sporting Events

Black Alliance for Peace     Black Agenda Report

EXCERPTS

Both the U.S. and Israel continue to operate as rogue states with flagrant disregard for international law—attacking sovereign nations and engaging in the barbaric slaughter of the Palestinian people. They should be disqualified from the gatherings of the international community.

With an anticipated tens of thousands of international travelers for the World Cup and the Olympic Games, U.S. immigration policy has made it a dangerous place to visit.

The United States has become dangerous for members of the global community, and specifically for non-white/non-European people. The world is witnessing massive violations of human rights ... as masked agents using unmarked vehicles raid work places, homes, and places of public assembly to incarcerate and disappear Black, Brown, and Indigenous people ...

The State of Israel, with direct assistance from the United States, is committing gross and profound violations of human rights and international law through military adventures, and carrying out an ongoing genocide in addition to other war crimes including, but not limited to collective punishment and starvation. This is on top of Israel’s eight decade pogrom of apartheid against the Palestinian people, ...

Both FIFA and the IOC have previously denied the hosting of, and participation in international events for nations and governments who have acted in ways they deem antithetical to their stated core values of human rights ... both IOC and FIFA banned Germany and Japan from international competition following the second world war. ... IOC banned the Republic of South Africa from participating in the Olympic Games from 1964 to 1992 due to the nation’s racist system ... more recently, the IOC has instituted a standing ban on the Russian Federation from participating in its summer and winter games due to what is deemed an illegal invasion and occupation of Ukraine.

This raises the question as to why FIFA and IOC are affording the United States and the State of Israel with preferential treatment over other nations who have been ... banned from competition and the hosting of international sporting events for violations of the core values of both bodies.  READ MORE

Empowering the UN General Assembly with the Earth Constitution

Roger Kotila, Ph.D. DWF NEWS

The list of violent conflicts and wars is lengthy and seemingly, endless: From the Korean war, then Viet Nam to Iraq to Ukraine to Israel/Palestine to threats of war against Russia, Iran, Taiwan, China and Venezuela, the world holds its breath. Of course, the list could include deadly conflicts ongoing in Africa, Latin America and parts of Asia.

Critics can understandably blame the United Nations whose primary job is to "end the scourge of war." It is no secret that the UN has failed miserably in this, its primary task. For many frustrated critics, the blame rests with the UN Security Council's P-5 veto nations -- U.S., Russia, UK, China and France. But blame goes deeper than those 5 veto nations. The UN Charter has other weak spots which obstruct peaceful resolution of conflict.

The UN Charter can be seen as the equivalent of the U.S. Articles of Confederation for the 13 colonies. The colonies, like modern nations, were experiencing serious conflicts. The American founding fathers decided that amending the Articles would not be adequate, and decided to take the jump to a whole new governing model -- a federal constitution.

The Center for UN Constitutional Research (CUNCR, Brussels) tells us that there is a similarity between the Articles of Confederation and the UN Charter. Aside from the fact that both governing models failed, CUNCR lawyers remind us that both are treaty-based between sovereign entities, not constitution-based.

The whole history of treaties between nations is that they are broken too readily, broken in the name of national self-interest. A constitution is harder to break than a treaty-based model hence affords better protection and stability for a union of law-abiding nations.

UN Charter or a World Federal Constitution?

Under the U.S. Federal Constitution when California and Texas have a conflict they don't go to war, they go to Court, or to Congress. But under the UN Charter when the U.S. and Russia have a conflict there is no Court or Congress with enforcement authority to peacefully resolve the issue. They instead threaten war, or actually go to war.

The UN General Assembly (UNGA) must take a leadership role away from the failed UN Security Council. Under the Earth Constitution (The Earth Constitution – One World Renaissance) the UNGA becomes the House of Nations (similar to the US Senate). Unlike the dictatorship of the P-5 veto powers, the 192 UNGA nations will have democratically-based decision-making authority. The General Assembly as the House of Nations can take independent action and no longer needs permission from the Security Council.

The SC's P-5 veto powers snub democracy and the rule of law. Their recurring criminal behaviors have delegitimized the Security Council which should be reduced to a nonvoting, advisory role in our "new UN."

CUNCR started the UN 109 Charter Review movement. It likes to refer to a "new UN" as "UN 2.0" to note the remarkable advances in technology such as the Internet and Artificial Intelligence which will play a role in the revolutionary changes to the global governing system necessary to save the world.

The strategy for the "new UN" is for the UN General Assembly to join forces with the World Constitution & Parliament Association (WCPA) who drafted the original Earth Constitution, and who is now developing the House of Peoples (similar to the US House of Representatives) to give "we, the people" a voice in decision-making in the formation of the Provisional World Parliament.

How to launch transformation to a "new UN"

The strategy for the Earth Constitution movement is for the UN General Assembly to join forces with the World Constitution & Parliament Association (WCPA). WCPA drafted the original Earth Constitution, and is developing the House of Peoples (similar to the US House of Representatives) to give "we, the people" a real voice in decision-making along with the UNGA's House of Nations -- in short, forming a Provisional World Parliament independent of the delegitimized UNSC.

WCPA's Two Track strategy calls for Sessions of a Provisional World Parliament starting with the House of Peoples while inviting the UN General Assembly to become the House of Nations. The UNGA can use its existing powers along with the authority of the Earth Constitution to birth the House of Nations; it does not need permission from the Security Council to do so.

Starting with a handful of interested countries from within the UNGA, a study group of nations and world community peace activists can start to compare the features of the Earth Constitution compared to the UN Charter. Which is democratic and provides for enforceable world law? Which is better designed to protect individual human rights and earth rights? Which is better designed to end war? to eliminate weapons of mass destruction?

Important: The Earth Constitution UN Study Group must be formed outside 0f the UN's rules and regulations, and remain independent. Otherwise, the transformation to a democratic global peace system will be buried for years and years in so-called "high level," "special," or "open-ended" UN 109 Charter Review Committees, insuring that the urgently needed "new UN" keeps getting postponed.

It is important that the UN General Assembly begins to utilize the authority from the Earth Constitution but keeps a foot in the door of the old UN to maintain its good features. Why? There are useful and important UN agencies that have proved their worth and need to be saved in the transition to a "new UN" and Earth Federation government.
