Deadline Today! Quarter 3 Member Expense Report and Fund Expiration
|
|
The Quarter 3 Member Expense Report is to be certified by the consortium in NOVA today, June 30, 2021. Some things to consider as you are preparing to certify your fiscal report:
- Verify expenditures entered are year-to-date (cumulative) and greater than the previous quarters’ expenditures.
- If cumulative expenditures are in fact less than the previous quarter, revise Q1 and/or Q2.
- Consider completing a budget revision if over budget in any object code.
- Include specific, clear, and concise activities in the “Summary of Activities” section.
- If expenditures, by any object code, fall below target and you are prompted to complete a corrective action plan, include clear, concise, and actionable steps to meet the spending targets next quarter.
- The target spend down date for 2019-20 funds is June 30, 2021. With a corrective action plan, funds can be spent through December 31, 2021. However, the corrective action plan must include clear, concise, and actionable steps to spend down by December 31, 2021.

CAEP New Member Effectiveness Process Effective July 1, 2021
|
|
The CAEP Office is releasing its new member effective process memo and resources. The State CAEP Office’s intent by releasing this guidance is to ensure the timely submission of CAEP deliverables, set a minimum threshold for member effectiveness, and continue the discussion of member effectiveness at the regional consortium level. Effective July 1, 2021, CAEP regional consortia will be notified by the State CAEP Office through CAEP TAP or CASAS of members that have not met specific reporting requirements. After series of interventions determined by the consortium, if the member continues to not meet the assurance(s), then the member will be deemed an ineffective member, which may result in a loss or reduction of CAEP funding. Additionally, review the resources, including helpful infographics to assist consortia leads with evaluating CAEP deliverables for accuracy, completeness and timely submissions.
Resources will continuously be added. Be on the lookout for updates as we move start the 2021-22 program year.

“Virtual” Brown Act Meetings Will Expire September 30th
|
|
On June 11, 2021, Governor Gavin Newsom issued Executive Order N-08-21, which among other things rescinds his prior Executive Order N-29-20 and sets a date of October 1, 2021 for public agencies to transition back to public meetings held in full compliance with the Brown Act. PPIC: Federal Stimulus Funds Bolstered California Colleges and Universities
|
|
In PPIC’s latest blog post, information about the state’s higher education budget in 2020 and 2021 is presented. Around this time last year, California was projecting a pandemic-induced budget shortfall of $54 billion, with public higher education facing a budget cut of $558 million. In 2021, the state is projecting a $75 billion budget surplus. The most recent budget proposal from the legislature and the governor reverses last year’s cuts, providing nearly $1 billion in ongoing and one-time funds for UC, $1.4 billion for CSU, and $3.6 billion to the community colleges. The reversal in fortunes can largely be attributed to the nature of the pandemic, the state’s progressive tax system, and better-than-expected tax revenues from capital gains. The new Advancing CA Adult Education website launched on June 9th! The new website is a repository of innovative, emerging, and model adult education programs throughout California that have demonstrated positive outcomes for students, agencies, and/or consortia.

WestEd’s Understanding and Using the Adult Education Pipeline (AEP) Dashboard for Continuous Improvement Train-the-Trainer Session

Interested in leading your consortium, region, or a group of adult educators in better understanding the Adult Education Pipeline dashboard. Join us for a 1.5 hour train-the-trainer session on the Adult Education Pipeline. We will walk you through and answer your questions about the ready-made PPT and the accompanying Facilitator Guide so that you can easily present Understanding and Using the Adult Education Pipeline (AEP) Dashboard for Continuous Improvement to a group of adult education professionals. PreKnowledge Required: This session is for people who are already familiar with the Adult Education Dashboard; it is not a training for novice users. Participants need to be familiar with the metrics on the AEP dashboard, know how to navigate the AEP dashboard, be familiar with the data sources (MIS, EDD UI wage files, CASAS TOPSpro) that inform the metrics on the AEP dashboard, know the basic vocabulary associated with data (e.g., denominator) and understand the purpose of the AEP dashboard. Prework Required: Participants will be required to review the PowerPoint and Facilitator Guide prior to the session (estimated 60 minutes of prework).

CAEP Program Area Report Results for 2019-20

The State CAEP Office again contracted with Workforce Enterprise Services, Inc. (WES) to analyze the results of the 2019-2020 Hours and Expenditures report submission. This webinar will review the results of our analysis, and will provide an opportunity for CAEP providers to ask questions about the results and recommended changes to reporting requirements. Tim Harmon, President of WES, will lead this discussion.
