The Ohio Housing Finance Agency (OHFA) and the Ohio Department of Development (Development) are hosting a virtual PY2024 Housing Development Assistance Program (HDAP) Program Advisory Committee meeting on Friday, December 15th at 10:00 a.m. Eastern Standard Time (EST).
The Program Advisory Committee offers stakeholders an opportunity to provide feedback on OHFA’s implementation of HDAP gap financing resources through the 9% LIHTC, 4% LIHTC, and non-LIHTC Housing Development Gap Financing (HDGF) programs which will help shape the Agency’s guidelines in 2024.
As the Participating Jurisdiction (PJ) for the state of Ohio, Development administers direct allocations of federal block grant resources for housing and community development from the U.S. Department of Housing and Urban Development (HUD) including, but not limited to, HOME Investment Partnerships Program (HOME), national Housing Trust Fund (NHTF), and Community Development Block Grant (CDBG) resources, among others. These resources are allocated based on a three to five-year Consolidated Plan (ConPlan) with Annual Action Plans, both of which are subject to standardized methods and points for public input outlined in 24 C.F.R. Part 91. OHFA receives a portion of HOME and NHTF resources to serve as gap financing in affordable rental housing proposals throughout the state. Additionally, Development serves as the administrator of Ohio Housing Trust Fund (OHTF) resources, which is not subject to the ConPlan, but also serves a congruent purpose through the HDAP program.
