Updates to Alberta OHS Legislation take effect December 1, 2021
|
Changes to OHS legislation were announced in 2020, with the passing of the Ensuring Safety and Cutting Red Tape Act, as well as more recently announced alignment amendments to the Regulation and Code.
Updates include (but are not limited to): changes to health and safety committee requirements, including sites with multiple employers, calculating workers, technical rules, and training requirements; increased flexibility for health and safety programs; changes to potentially serious incident reporting; changes to the process of dangerous work refusals; and the ability to establish a prime contactor on any multi-employer site.
On November 10, 2021, AMHSA hosted an expert Q&A panel with representatives from OHS Prevention Services, Alberta Labour and Immigration and Bennett Jones LLP. The panelists reviewed and explained many of the revisions and changes to the legislation and responded to questions from our audience of municipal workers, advisors, and representatives. Revised Health & Safety Committee (HSC) and Health & Safety Representative (HSR) Training
|
With the new OH&S legislation is coming into effect on December 1, AMHSA is here to offer you the support you need to navigate these changes. One significant area of change has to do with Health and Safety Committees (HSC) and Health and Safety Representatives (HSR).
Some key changes that may affect your organization include:
- Changes to the training requirements that introduce more flexibility in how you can access training, and that require that all committee members (not just co-chairs) receive training on:
- Roles and responsibilities of co-chairs and members on HSC and HSR
- Obligations of work site parties
- Rights of workers
- Changes to HSC and HSR duties and obligations, with the new HSC/HSR duties and obligations being:
- Receipt, consideration and disposition of concerns respecting the health and safety of workers
- Participation in the employer’s hazard assessment
- Making of recommendations to the employer respecting the health and safety of workers
- Review of the employer’s work site inspection documentation
- Changes to the HSC Terms of Reference

For many organizations, the requirement to train all members of the HSC and the changes to HSC and HSR duties will mean that there is an urgent need to update policies and processes, and to enroll people in courses.

New: The Government of Alberta has released new updates on changes to the Occupational Health and Safety (OHS) Act and revised regulations.
Changes take effect Dec. 1, 2021.

All-Hazards Incident Management Team Academy (AHIMT)
|
|
The Academy will bring together Emergency Management professionals from across Canada representing the public and private sectors to engage in a week-long training event with two distinct aims:
- To build capacity to support Type 3 and larger incident response; and
- To provide opportunities for networking and best-practice sharing
Dates: February 14 to 18, 2022
Location: NAIT campus in Edmonton, Alberta.
Pre-Requisites: ICS 100, ICS 200, ICS 300
AEMA’s Basic Emergency Management is recommended for participants.
Candidates must have endorsement from their DEM, AHJ, and/or supervisor to attend.
You must complete ICS 300 to attend the Academy. There must be six months between your completion of ICS 200 and the start of ICS 300. We have ICS 300 available for registration now, so you can complete it in time for the 2022 Academy:
All CADEM ICS offerings adhere to ICS Canada standards and principles. Where ICS Canada curriculum is not available, FEMA standards are adopted and followed.
