Dear Brothers and Sisters,
 
To recognize the passing of George H.W. Bush, the 41 st President of the United States, the President issued an executive order proclaiming the closure of federal government offices for the scheduled workday on Wednesday, Dec. 5, 2018. For pay and leave purposes, the Office of Personnel Management has determined that Wednesday shall be treated as a holiday.
 
Article 28, Holidays, in NATCA's Collective Bargaining Agreements (CBA) with the FAA, lists all legal holidays and includes "any other legally declared applicable Federal holiday."
 
Article 28 applies in its entirety to NATCA bargaining unit employees covered by the 2016 Slate Book CBA, 2013 Purple Book CBA, and 2011 Blue Book CBA, respectively.
 
Section 3 in all three CBAs provides, "When an employee works a holiday or day in lieu of a holiday, he/she shall be entitled to pay at the rate of his/her Base Pay, plus holiday premium pay at a rate equal to the rate of his/her Base Pay for that holiday work actually performed, which is not in excess of their regular tour of duty or is not overtime work as defined by 5 USC 5542(a). Holiday premium pay is paid in addition to any other premium pay granted for overtime, night, or Sunday work and in addition to the hazardous duty pay differential."
 
NATCA's CBAs with DOD for those facilities' employees provide for holidays issued by Executive Order to apply to NATCA's bargaining unit employees. Those CBAs also provide for holiday pay for all hours not in excess of eight (8).
