Cholla District Weekly Update

Dear Cholla Residents,


The City Council unanimously approved a new Ordinance (No. 025-50) at the most recent City Council Meeting that becomes effective thirty (30) days from the meeting date of Dec. 9. The purpose of this Ordinance is to amend the Glendale City Code Chapter 8 (Motorized Skateboards) to include the use of electric bicycles (E-Bikes) and electric miniature and standup scooters (E-Scooters) as they have grown in increasing popularity and presented new challenges for public safety concerns.

Many residents in the district have reached out to me expressing concern with safety around E-Bikes and E-Scooters, particularly expressing fears of hitting a child riding in a reckless manner. As I previously mentioned in the Aug. 8 newsletter, I have been pressing the City Attorney and Public Safety Director for an E-Bike Ordinance for months. The City Manager's office provided presentations with robust discussion amongst the Council at both the Aug. 12 and Sep. 9 Council Workshops that included defining the different types of E-Bikes, E-Scooters, descriptions of ordinances already in place in other cities, as well as feedback from residents, council, and city managers. While the approved ordinance is not everything I hoped for, I absolutely believe this is going to save lives and is a great start in the right direction.


It is important to understand the distinctions between the three classes of E-Bikes:


  • Class 1 E-Bikes are pedal-assist only and do not come with a throttle. They are limited to a top speed of 20 mph using pedal assist.
  • Class 2 E-Bikes have a throttle without the need or use of pedals to operate with the same top speed of 20 mph.
  • Class 3 E-Bikes are the fastest of all the E-Bike classes and are pedal-assist with a top speed of up to 28 mph.


It is also important to note that Arizona state law requires E-Bikes to have a permanently affixed label containing the classification number, top assisted speed and motor wattage, and shall be printed in at least nine-point type (Arizona Revised Statutes § 28-819).


While it's imperative to read the City Ordinance in its entirety especially if you or your family members are operating E-Bikes or E-Scooters, there are a few points from the Ordinance that I wanted to highlight below:


Age Requirements


Helmets

  • All riders under the age of 18 must wear a properly fitted and fastened helmet.


Multiple Riders

  • Operators of E-Bikes or E-Scooters cannot carry passengers on E-Bikes or E-Scooters that are not designed for multiple riders.


Other Examples of Riding in an Unsafe Manner

  • Riding on a Sidewalk without due caution for pedestrians.
  • Intentionally lifting one or more wheels into the air while riding.
  • Operating an E-Bike or E-Scooter that has been tampered with or modified to increase the speed capability of the device.


E-Bike and E-Scooter operators are required to obey all traffic and bicycle laws as well as minimum and maximum speed limits when applicable as outlined in the Ordinance. Read the full Ordinance for all examples of riding in an unsafe manner, applicable traffic and bicycle laws, and speed information.


Civil sanctions include a $50, $250, and $500 penalty for a first, second, and third violation respectively. The City is currently preparing a campaign to educate the public on the provisions of the new Ordinance. Cholla Traffic Restrictions Due to City Landscape Restoration Activities in Medians

  • Traffic will be restricted to the outside lane in the westbound direction of Union Hills Drive from 67th Avenue to 70th Avenue through Jan. 2, 2026, from 8:30 AM to 3:30 PM.
  • Traffic will be restricted to the outside lane in the eastbound direction of Union Hills Drive from 70th Avenue to 67th Avenue through Jan. 2, 2026, from 8:30 AM to 3:30 PM.


Foothills Recreation & Aquatics Center Park-and-Ride Structure Construction

The City of Glendale has contracted with GCON to construct a park-and-ride parking structure in the west half of the Foothills Recreation and Aquatics Center parking lot. Construction has begun and to accommodate this work, the west half of the parking lot will be closed to vehicles through Jan. 30, 2026. Thank you for your patience during this work. Loop 101 Current and Upcoming Closures & Restrictions

The Arizona Department of Transportation advises drivers to plan for the following closures as part of the Loop 101 widening project:


Upcoming Traffic Control Scheduled:

  • North and southbound 31st Avenue will be closed at Loop 101 from 10 PM Monday, Dec. 22 to 5 AM, Tuesday, Dec. 23.
  • DETOUR: Drivers may use the east and westbound frontage road (Beardsley) to 35th or 43rd Avenues to get around the closure.


Long-Term Ramp Closures:

  • The eastbound Loop 101 on-ramp at 75th Avenue will close at 11:30 PM on Sunday, Jan. 4 for approximately 60 days.
  • DETOUR: Drivers may consider using the frontage road (Beardsley) or Union Hills Drive to 59th Avenue to access eastbound Loop 101.
  • The westbound Loop 101 on-ramp at 51st Avenue will be closed until early January.
  • DETOUR: Drivers may consider using Union Hills Drive to 59th Avenue to access westbound Loop 101 on-ramp or traveling on the westbound frontage road (Beardsley) then travel south to eastbound Union Hills Drive to reach 51st Avenue.
  • The westbound Loop 101 off-ramp at 59th Avenue will be closed until early January.
  • DETOUR: Drivers may use either 51st Avenue or 67th Avenue off-ramps to exit westbound Loop 101.
  • The westbound Loop 101 on-ramp at 67th Avenue will be closed until early January.
  • DETOUR: Drivers may use the eastbound frontage road (Beardsley) to 59th Ave. to reach eastbound Loop 101.


Current Frontage Road Closures & Ongoing Lane Restrictions:

  • The westbound frontage road (Beardsley) will continue to be reduced to one lane between 35th and 51st Avenues through 5 AM, Sat. Feb. 15.
  • Lane restrictions are ongoing at the following locations for bridge work and frontage road improvements:
  • At the 51st & 35th Avenue interchanges: All on and off ramps will be narrowed to one lane. The left-turn lane for both east and westbound on-ramps will be narrowed to one lane. 51st and 35th Avenues will be narrowed to one lane under Loop 101.
  • At the 31st Avenue interchange: The 31st Avenue shoulders will be closed under Loop 101. Pedestrian access is still available.


Drivers should use caution and be prepared to slow down and merge safely when approaching and traveling through any work zones.
