We are very pleased to provide this newsletter to the residents and businesses of our community. It is our goal to keep you informed of how your township government is serving you and provide information about the Decatur Township community. The township newsletter will be released quarterly to provide information to you on a regular basis.


In this issue, 2022-Q4-Issue 1, you will find descriptions of the services that are provided by your Decatur Township trustee, such as the Township Assistance Program, and information about fire protection and emergency medical services (EMS). We have invited our township’s state and city legislative representatives to provide information in future newsletters. If you have topics that you would like for us to cover or highlight, please us know. Additionally, if you have questions, suggestions, or the trustee’s office can be of service to you, please do not hesitate to contact us at decaturtrustee@decaturtwp.org or 317-856-6600.

MEET THE DECATUR TOWNSHIP BOARD MEMBERS

District 1


Lucinda Taylor Freund

Lucinda has consecutively served on the township board since 2013. In addition, she serves as the treasurer of the Decatur Township Republican Club and a precinct committee woman. Lucinda has been married to her husband, Richard for more than 28-years and she is a 15-year employee of the state of Indiana.

Josh Masquelier

Josh began serving the township board in 2021. He is married to Sarah for over 22-years, is a father of five children, and attends Valley Mills Christian Church. Currently, he serves as the President of the Decatur Township Republican Club, the Decatur Township GOP Chair, a Precinct Committeeman, and a board member of the Decatur Township Community Development Corporation.

Neil Mack

Neil began serving on the township board in 2021. He is married to Sonia for over 21-years and is the father of two daughters. Neil served as an F-16 crew chief in the Air National Guard and is the founding pastor of Camby Tabernacle. He authored, The Time Management Toolbox and is a coach, speaker, and trainer for the John Maxwell Team.

Luke Schmitt

Luke began serving on the township board in 2021. He is a father of two daughters and has been married to his wife, Grace for over 27-years. Luke has served his community for 30-years in law enforcement and public safety. He is currently a member of the Fraternal Order of Police (F.O.P) and a member of Gideon's International.

Dave Knight

Dave began serving on the township board in 2001 and has been a resident of Decatur Township for 41-years. He and his wife, Barb have been married for over 31-years and they have two sons and seven grandchildren. Dave serves in leadership at Valley Mills Christian Church and as the Chaplain for Decatur Township Fire Department.

Fire Protection

Township Trustees are, by Indiana law (IC-36-8-13), charged with the responsibility of providing fire protection and ambulance service for the areas of the township not incorporated into a city or town. The protection can be provided by operating a township fire department (IC36-8). Currently, Decatur Township operates its own fire department that includes fire protection and emergency medical services.

MESSAGE FROM THE FIRE CHIEF

We are excited to be part of the first township newsletter! The Decatur Township Fire Department consists of 90 dedicated men and women that serve our community. These firefighters, EMT’s, and paramedics respond to 9 -1-1 calls, 365 days-a-year, 24-hours a day. In 2021, our crews responded to approximately 8,500 emergency incidents from the three fire stations located in our township: Valley Mills, Camby, and Mars Hill. Fire protection and Emergency Medical Services (EMS) is our main priority, however our department offers additional programs for the community, such as Community Risk Reduction, Project Lifesaver, Safe Sitter, and Firesetting Intervention. We will highlight the programs that we offer and the divisions within the fire department in upcoming newsletters. Our personnel are very active within our community but also with other state and federal agencies such as Indiana Task Force 1 (INTF-1) and Indiana State Incident Management Teams. These teams respond to disasters around the country and several DTFD personnel have taken the initiative to train, represent our department, and answer the call for other communities too. It is an honor to have the opportunity to serve you.  If you have any questions, suggestions, or if we can assist you in any way, please contact us at info@decaturfire.org or 317-856-5400.

OTHER SERVICES AND INFORMATION

Township Assistance

Administering and distributing township assistance, to township residents is a primary duty of the township trustee (IC-12-20-5-1). The trustee is charged to care for individuals by the most economical means available and at the same time ensure that the necessary needs of an individual or family are met. The applicant must show that they are unable to provide those needs through personal effort and that they have exhausted all other means. The types of assistance provided by the township trustee include rent, utilities, medical, food, and clothing.

Cremation or Burial

Burial assistance is available from the Township Trustee when no other means of payment are available. The trustee, according to IC Title 12, is to oversee the burial of the indigent.

Assessing

In townships with a population under 10,000 the trustee is also the Township Assessor and is responsible for assessing the real and personal property within the township. Personal property is assessed yearly and consists of mobile homes and tangible personal property of an individual, business, or farm. Real property is assessed during a reassessment period with new buildings being added yearly.

FINANCIALS

Each year, the trustee prepares and submits a budget for the incoming year to the township Board for approval. As the Chief Financial Officer of the township, the trustee pays and records all claims for the township expenses and salaries as well as being responsible to keep accurate records and follow all the financial guidelines set out in Indiana Code.


In January of each year, the trustee presents to the board an annual report which shows all receipts, expenditures, investments and debts. The approved report is then published in local papers for public inspection.
