The Texas Department of Licensing & Regulation (TDLR) has issued an alert announcing changes to the way it inspects fuel dispensers for credit card skimmers. These updates apply only to skimmer inspections.
Beginning December 1, 2025, TDLR will move to a risk-based inspection model designed to improve fraud detection, strengthen compliance, and increase outreach to businesses.
Why This Matters
During recent skimmer-related complaint investigations, TDLR found that more than 20% of inspected devices were unregistered. To address this trend, the agency is expanding inspection coverage and emphasizing an education-first approach that helps businesses stay in compliance and avoid penalties or licensing delays.
Risk-Based Inspection Triggers
· Receipt of a Request for Information (RFI) letter within the past year
· Multiple skimmer incidents or repeated activity at the location
· Discovery of unregistered devices
· Operating without a current Device Performance Review (DPR)
· Reports of skimmer or organized criminal activity in the area
Inspectors may also review other high-risk locations within the same ZIP code or along their travel routes.
What to Expect
· Program specialists will perform at least one risk-based inspection per week in each region.
· Inspections will be conducted consistently statewide using published risk criteria.
· You may be contacted to provide documentation—such as your most recent Device Performance Review (DPR)—or receive a visit based on your inspection history.
