Jamie Lemus Inducted into California Energy Commission (CEC) Hall of Fame
Jaime Lemus, Director of the Transportation & Climate Change Division at the Sacramento Metropolitan Air Quality Management District has been named as a 2025 inductee into the CEC’s Clean Energy Hall of Fame. He was officially inducted at the CEC’s Hall of Fame ceremony on Thursday, December 4, 2025.

- Open to students in 6th-12th graders in Sacramento County and the City of West Sacramento

HVIP Reopening December 16
CARB’s HVIP program will reopen on December 16 at 9am. A program addendum has been released that has important program changes that impact voucher eligibility and requirements including:
- Eligible fleets can use HVIP vouchers to purchase Class 2b pickups
- Clean Fuel Rewards can now stack with HVIP for Class 8 truck purchases

- Project readiness is prioritized
- Applications in the same readiness tier will be prioritized based on order of submission
- Applications will be reviewed in two batches with the first review on January 6, 2026

The national Electric Vehicle Association has formed a Zero-Emission Assurance Program (ZEAP) of qualified EV repair shops. If you know of a qualified shop please contact Kris Rayner at krayner@foundationccc.org.

White House Auto Emission Standards Announcement
President Trump has announced a roll back of auto emission standards to levels that can be met with conventional fuels. In the roll back announcement, the president stated that the previous standards mandated electric vehicles and rolling back the standards will make automobile ownership more affordable.

Carpool Lane Grace Period Ends
The perk that allowed solo BEVs drivers to use the carpool lanes ended in October but the CHP had a 60 day grace period before enforcement started. The grace period has ended.

Massive Used Leased BEVs Will Disrupt Market
Nearly one million used BEVs will come off-lease in the next two years and the owners can lease a new EV for less than the buyout on the used EV so the used EV market will be flooded, prices will plummet, the product of building an artificial market built on government subsidies.

Norway’s BEV Registrations
Norway registered 19,427 new electric cars in November, nearly 100% of all new cars sold. Norway is able to provide significant incentives for new BEVs because they are one of the world’s largest producers of fossil petroleum.
