CARB Report on E15 versus E10
CARB has released a report on the use of E15 (gasoline with 15% ethanol) compared to the current use of E10 (gasoline with 10% ethanol). “Based on the E15 multimedia evaluation and the information provided in the Final Tier I, Tier II and Tier III reports, the Multi-Media Working Group (MMWG) determined that the use of E15, as evaluated in this multimedia evaluation, does not pose a significant adverse impact on public health or the environment compared to E10.”

HVIP Reopened December 16
CARB’s HVIP program reopened on December 16 at 9am. A program addendum has been released that has important program changes that impact voucher eligibility and requirements including:
- Eligible fleets can use HVIP vouchers to purchase Class 2b pickups
- Clean Fuel Rewards can now stack with HVIP for Class 8 truck purchases

EnergIIZE Megawatt Charging System (MCS) Funding Lane Open
- Project readiness is prioritized
- Applications in the same readiness tier will be prioritized based on order of submission
- Applications will be reviewed in two batches with the first review on January 6, 2026
- Per charging port incentive amount: $450,000
- Maximum award per project: $2,500,000

Communities in Charge Application Window Is Now Open
CALSTART announces the launch of Communities in Charge providing $30M in incentives for schools, health care centers, local businesses and communities.

- Application window for Level 1 EV charging rebates will open on October 7th, 2025
- Last day to apply for either a Level 1 or Level 2 EV charging rebate is January 9th, 2026

Ford Stops Purpose-built Lightning BEV
Ford has announced it will not build a fully-electric EV to replace the current Lightning that is built on an F150 platform. They have announced that they will build a full-sized pickup hybrid-EV with an on-board generator as a range-extender and a smaller purpose-built all-electric EV pickup truck. Ford president Andrew Frick has also announced that Ford will focus their EV production on “Affordable EVs and...energy storage.” As part of Ford’s realignment of priorities, they will take a $19.5B charge to their balance sheet.

PG&E Terminates Ivanpah Solar Contracts
PG&E is terminating its contracts with the Ivanpah concentrating-solar site 13 years early. The $2.2B plant received $1.6B in federal loans but never operated at more than 75% capacity, never produced energy at competitive prices and caused ongoing environmental damage to wildlife.

Placer County Adds BEVs to Fleet
The Placer County Board of Supervisors approved the purchase of four Battery Electric Buses (BEV) for the Tahoe Area Rapid Transit fleet. This purchase was funded by grants from federal grants, Senate Bill 1 (State of Good Repair), the local transportation fund, Senate Bill 125 (Transit Program), the Congestion Mitigation and Air Quality Improvement Program, as well as an affordable housing grant from the creation of the Meadow View Affordable Housing project in Martis Valley.

Waymo Autonomous Rides Double
Waymo has nearly doubled the number of autonomous rides per month going from 250,000 to 450,000 in the last six months. Waymo currently served Atlanta, Austin, Los Angeles, Phoenix, and the San Francisco Bay Area and is adding 12 more cities including Dallas, Denver, Houston, Nashville, and San Diego.

Rivian Adopting LIDAR and Moving to Autonomous
In a bid to compete head-to-head with Tesla, Ford, GM and European and Chinese EV OEMs, Rivian plans to have driver-assistance software for over 3.5 million miles in the USA and Canada available for a $2,500 upgrade or a $49.99/month fee on the 2026 R1 and S1.

EU Backs Away from EV Mandate
The European Union has proposed softening the emission standards that would have mandated EVs in a move to allow combustion engines to continue to be used in PHEVs and as range extenders.
