Property Tax Bill Information

Property tax bills will be mailed out to Wind Point residents this week. If you need another copy of your bill, please contact the Village Office at 639-3524 or retrieve it from the Racine County website. Tax payments will show up in the Racine County system as soon as they are receipted (note there may be a delay for payments made at Johnson Bank).
Tax payment options are the same as prior years the first installment or full payment is due to Village of Wind Point by January 31, 2021. There are five options to pay your property taxes:

In-Person: Payments can be taken at the Village Office, 215 E. Four Mile Road. We are strongly encouraging residents to use contactless options for payment, including using the drop box and mail. When paying in person, only one individual is allowed in the office and masks are required. Please note the Village Office will be closed on December 24, 25, & 31 and January 1.

Drop Box at Village Office: A secure drop box is located on the circle drive outside the office next to the tennis courts. If you would like a copy of your receipt please include a self addressed stamped envelope with your payment.

Mail: Send your payment to the the Village of Wind Point, 215 E. Four Mile Rd. Racine, WI 53402. If you would like a copy of your receipt please include a self addressed stamped envelope with your payment.

Johnson Bank: Located at 4401 N. Main Street. The bank's lobby is closed but drive through service is still available.

Online: You can pay online at the Village's website. Please note that convenience fees apply.
Payments after January 31 must be made to the Racine County Treasurer.
Lottery and Gaming Credit
If your home in Wind Point was your primary residence as of January 1, 2020, make sure you are receiving the Lottery and Gaming credit on your tax bill. You can check by reviewing your tax bill or by checking the Lottery Credit Finder. The credit amount for the 2020 tax bill is $165.18, which is set by the State based on revenue from the Wisconsin lottery, pari-mutuel on-track betting and bingo during the year. The credit can only be claimed for one property and cannot be claimed by renters or on business property, rental units, vacant land, garages or other property that is not the primary residence of the owner. You can still add or remove the credit from the 2020 tax bill before January 31 by contacting the Village Office at 262-639-3524.
Property Taxes Support Local Services. Although the Village of Wind Point collects tax payments, most of your tax dollars are distributed to other jurisdictions to fund a variety of important services and institutions. The following is a breakdown of where each tax dollar goes:

The Wind Point Village Board of Trustees currently has one (1) seat open due to the resignation of Emily Lawrence. In an effort to move forward with a full seven-member Board, it has been determined that the vacant seat will be filled by appointment of the Village Board in accordance with Wisconsin State Statutes.
The term of the appointment will expire in April 2022. Any interested Village resident, who is a minimum of 18-years old and a legal citizen of the United States, is hereby welcome to submit a letter of interest and statement of qualifications.
Please submit your letter and qualification statement no later than 4:00 p.m. on Friday, December 4, 2020. Applications may be sent to the attention of the Village Administrator/Clerk-Treasurer, Casey Griffiths, at 215 E. Four Mile Rd., Racine, WI 53402 or c.griffiths@windpoint.org.

2021 Dog Licenses Now Available

|
Dog owners can now obtain their 2021 dog licenses. A dog license application, along with the fee and copy of the dog's current rabies certification, should be submitted to the Village Office, in person, via mail or in the drop box located in the circle driveway near the office. If submitting by mail or drop box, please remember to include a self-addressed stamped envelope for the dog tag and receipt to be returned to you.
Dog license applications are provided on the tax bill inserts and are also available online. State law requires that dog owners obtain an annual license for any dog more than 5 months of age or within 30 days of acquiring ownership.
The license fee is $15 for altered dogs and $35 for unaltered dogs. A $10 late fee is applied to any applications received after April 1, 2021. Failure to obtain a license may result in a municipal citation and fine of $187 for an unlicensed dog.

Nomination Forms Available for Village Offices

Village residents who are interested in running for Village President, Village Trustee or Municipal Judge can obtain nomination paperwork at the Village Office and Village website.
Prospective candidates can begin collecting signatures on December 1. At least 20 signatures from Wind Point electors are required. All nomination forms must be submitted to the Village Office no later than 5:00 p.m. Tuesday, January 5, 2021.
The incumbents for the Village Trustee positions that are up for election are Donald Gloo, Marty Meissner and Janet Bernberg. The incumbent for Village President is Susan Sanabria. Additionally, a special election for the Municipal Judge for the Joint Wind Point and North Bay Municipal Court will be held. The incumbent is Georgia Herrera.
The spring election will be held on Tuesday, April 6, 2021 and the primary election will be held Tuesday, February 18, 2021, if necessary.

Village Receives Distinguished Budget Award

The Village of Wind Point has received the Distinguished Budget Presentation Award from the Government Finance Officers Association of the United States and Canada (GFOA) for its 2020 budget document. The award reflects the Village’s commitment to meeting the highest principles of governmental budgeting and organizational transparency. This is the fifth consecutive year that the Village has received an award for its budget.
In order to receive the award, the Village had to satisfy nationally recognized guidelines for effective budget presentation. These guidelines are designed to assess how well an entity’s budget serves as:
1) a policy document,
2) a financial plan,
3) an operations guide and
4) a communications device.
Budget documents must be rated “proficient” in all four categories, and the fourteen mandatory criteria within those categories, to receive the award.
The GFOA is a nonprofit professional association serving 18,300 government finance professionals throughout North America. The GFOA’s Distinguished Budget Presentation Awards Program is the only national awards program in governmental budgeting.

Help Emergency Services Find You
|

Have you checked to make sure your street address is plainly visible and legible from the street? Wind Point's emergency services need every second when responding to calls and having plainly visible house numbers could mean the difference between life a death.
Wind Point's Village Code requires that all properties with homes display a distinctive street number. The street numbers can be affixed to the home, a mailbox or post at the entrance to the driveway. Below are guidelines to ensure the proper display of your street address.
- Street numbers should always be displayed with numerical values and not in script or text.
- When affixed to the home, numbers should be visible with proper lighting.
- The color of the numbers should clearly contrast with the background they are placed on and be at least three inches tall.
- Numbers should be visible when traveling in both directions along the road.
- Numbers that are displayed on posts or mailboxes should be reflective.
- Make sure that brushes, hedges, trees or other vegetation are properly trimmed so that they do not obscure the numbers.
Remember seconds count and having your home clearly identified will save valuable time in an emergency.

The Village Board of Trustees met for a regular meeting on November 12, 2020. The following actions took place at the meeting:
- Approved the 2021 Budget, tax levy, reserves resolution, wage resolution and fee schedule.
- Approved a new agreement with John's Disposal for garbage and recycling services from 2021- 2025.
- Approved insurance renewals with R&R Insurance for 2021.
- Recommended moving forward with applications and interviews for the vacant Village Board seat.
