As shared during our Open Minds, Open Spaces October conference, comprehensive afterschool and summer learning are key to supporting positive youth outcomes for Oregon youth continuing to recover from more than 18 months of interrupted education and enrichment opportunities. Dr. Terry Peterson shared the Evidence Base for Summer Enrichment and Comprehensive Afterschool.
This Planning for Impactful Summer Learning report names several key indicators and models that have proven strategies for supporting underserved and higher-need communities with high impact summer opportunities. We can see from the research, comprehensive afterschool and summer learning are an effective, proven strategy to accelerate student achievement, especially when provided systematically to underserved youth.

Afterschool STEM: Transformative Opportunities for Youth

Out-of-school-time opportunities that provide science, technology, engineering, and math (STEM) provide transformative opportunities for youth. High-quality afterschool STEM programs boost students’ proficiency in math and science, increase their likelihood of graduation, help students connect STEM to their lives and future, and put them on the path to pursuing a career in the STEM fields.

Summer Survey 2021 Highlights

The Power of Summer: Reimagining Education
|
|
Dr. Miguel Cardona, U.S. Secretary of Education, discusses the magic of summer learning programming and how it can contribute to a new vision of learning. He notes the importance of developing key infrastructure in schools to make it possible. “We’re changing the narrative of what it could be to learn, through American Rescue Plan funds. That’s what we need to keep our eyes on; what we’re doing to create better opportunities for our students, not only academically, but also socially and emotionally.” Watch his reference to amazing Oregon programs here.

Oregon's Federal Funds Update
The Oregon Department of Education held 2 refinement roundtables to share out 'proposed' allocations for the $112 million of state set aside ESSER III funds. Within the named investments with specific purposes to address strategic statewide impact:
- $11 million for Summer would be used for 2 weeks of pre-Kindergarten programs for Title I schools.
- $11 million for Afterschool would be split, $9 million for culturally specific organizations and $2.2 for STEM Hubs.
- The $56 million for Unfinished Learning would be split into 8 buckets, with varying degrees of opportunity for expanded learning through career-connection, mental health, and literacy, among others.
ODE will publicly post the plans on December 8th. If you have questions or concerns, we urge you to reach out directly to cynthia.stinson@ode.oregon.gov. We will continue to inform state agency partners of the missed opportunity to integrate innovative summer strategy as they have a responsibility (as stated in Federal guidance) to meet the needs of all Oregon's youth and families, especially those most displaced by COVID-19.

Inclusion Base Camp Cohort, January 26th
Inclusion Base Camp Cohort will provide an opportunity for expanded learning program staff to build confidence and capacity to successfully and meaningfully include children and youth with disabilities or additional needs. This series will explore inclusion, building a sense of belonging, powerful partnerships, respectful accommodations, and understanding the why of behavior. Plan to join this 6-week series for 2 hour weekly sessions from 10am to 12pm starting January 26th. The series will cost $160 and scholarships are available for licensed program staff through OCCD. *Do you know what Computer Science (CS) Education Week is? This week is held in recognition of the birthday of Admiral Grace Murray Hopper (December 9, 1906), who invented the first compiler and coined the term “bug” (an error in a program) after removing an actual moth from a computer in 1947. This is an opportunity to continue advocating for equity in computer science education, and celebrate the contributions of students, teachers, and partners to the field.

Afterschool Wellness Awards Application Open Now
The Oregon Department of Education, the Nutrition Council of Oregon, the Oregon Dairy and Nutrition Council, and OregonASK are teaming up to reward exemplary School & Afterschool Programs for creating and sustaining a culture of wellness for youth and staff.
With consideration to the current circumstances, this years’ wellness award committee has chosen to simplify the application. The gathering of the required information and completing the application is expected to take 1-3 hours. Application materials and resources are HERE on the ODE Wellness Awards webpage. Make sure to complete the application before January 31, 2022. Thanks to Oregon Dairy and Nutrition Council who provides the cash award and a recognition banner for each winner!
Afterschool Programs selected will receive statewide recognition, a personalized plaque, and a custom banner, as well as a $1,000 award to be used to further nutrition, physical activity and/or other wellness efforts within their program.

We have continued to see and feel the impact of COVID-19 on afterschool and summer programs this fall. As we make small steps towards recovery, it’s essential for funders, policymakers, education leaders, and the public to understand the supports that programs are providing in addition to the challenges being faced.
