AB: Water Shortage Advisories in Alberta
|
On December 12, 2023, the AER announced water shortage advisory. There is a strong likelihood of low flows and low water levels persisting into the 2024 calendar year. Industry should be aware of active water shortage advisories and plan accordingly when applying for a temporary water licence under the Water Act.
For the South Saskatchewan River Basin, where the situation is more severe, the AER will reach out to industry licence holders this winter to seek estimates of their 2024 future water demand. Licensees at risk of not being able to divert water in 2024 should prepare contingency plans.

AB: Administration of Geothermal Resource Tenure
|
On December 4, 2023, Alberta Energy released the revised Information Bulletin that outlines the business requirements and best practices for acquiring and maintaining a geothermal resource lease.

SK: Surface Rights Legislative and Regulatory Amendments
|
On January 1, 2024, amendments to The Surface Rights Acquisition and Compensation Act (SRACA) and The Oil and Gas Conservation Act and a new version of The Surface Rights Acquisition and Compensation Regulations (SRACR) came into force.
These legislative and regulatory changes aim to enhance the ability of the Saskatchewan Surface Rights Board of Arbitration and the Ministry of Energy and Resources to enforce the payment of delinquent surface rights compensation owed to landowners.

BC: Fluid Analysis Database Update
|
On December 7, 2023, the BCER announced project completion to match existing gas, hydrocarbon liquids, oil and water analyses to BCER-recognized formations.
To access this data, go to the Data Centre, search for “Drilling Data for All Wells in BC” and choose the files for gas, oil and water analysis. Note many samples, which previously showed a null area, formation and pool, will now have a non-null formation but will continue to have null area and pool.

BC: A Pilot Water Management Policy
|
A pilot water management policy and decision support tool has been developed by the Province in partnership with the Blueberry River First Nations (BRFN), the British Columbia Energy Regulator (BCER) and Ministry of Water, Land and Resource Stewardship. This follows the commitment outlined in the Blueberry River First Nations Implementation Agreement (Agreement – Schedule P) to jointly develop an “Environmental Flow Needs (EFN) Framework for Water Management.”

The BCER is clarifying the process for submitting venting information, whereby companies must maintain a record of venting volumes and other pertinent venting information.
For the calendar year 2023, submission of venting data is only required when requested by the BCER during compliance audits. Permit holders that are selected for audit will be notified in Spring 2024, including the sites for which submission of venting information will be required.
