AB: New Edition of Directive 017 and Directive 042

On December 11, 2024, the AER released a new edition of Directive 017: Measurement Requirements for Oil and Gas Operations and Directive 042: Measurement, Accounting, and Reporting Plan (MARP) Requirements for Thermal Bitumen Schemes.

AB: Release of Manual 030: Rock-Hosted Mineral Exploration

On January 7, 2025, the AER released Manual 030: Rock-Hosted Mineral Exploration, which outlines processes and expected timelines for rock-hosted mineral exploration applications, including guidance for planning exploration programs and clarifying regulatory requirements under the Public Lands Act, the Environmental Protection and Enhancement Act, and the Mines and Minerals Act.

AB: New Editions of Directive 007 and Manual 011 – Brine-Hosted Mineral Amendments

On January 9, 2025, the AER released a new edition of Directive 007: Volumetric and Infrastructure Requirements and Manual 011: How to Submit Volumetric Data  

The directive and manual have been updated to include volumetric and infrastructure reporting requirements for brine-hosted mineral operations in accordance with the Brine-Hosted Mineral Resource Development Rules and Directive 090: Brine-Hosted Mineral Resource Development.

SK: Removal of Federal Methane Regulations

The Government of Canada has withdrawn Federal Methane Regulations in Saskatchewan as of January 1, 2025. Saskatchewan will continue its own emissions management under The Oil and Gas Emissions Management Regulations, supported by a renewed agreement with the federal government for the next five years.

Regulations effective in 2025 include:

• Lower venting limits for oil wells and facilities.

• Expanded leak detection and repair requirements for larger facilities.

• Phased elimination of emissions from natural gas-driven pneumatic devices at older

facilities.

• New facilities must use non-emitting alternatives for pneumatic devices.

BC: New Consolidated Reporting for Glycol Dehydrator Emissions

On December 10, 2024, the BCER announced a consolidated electronic submission process to streamline the annual reporting of glycol dehydrator methane and benzene emissions. This process is now available on the BCER’s eSubmission page.

Submissions under this new protocol are due March 31 of each year, covering emissions data for the previous calendar year (e.g., the March 31, 2025, submission will cover 2024 data).
