2025 Supportive Housing Summit!!

Government Affairs


Since the release of the CoC NOFO, SHPA has been meeting with all of our Advocacy Partners (state and federal) to coordinate advocacy efforts to prevent the implementation of these changes and minimize any potential harms.

The most immediate advocacy action for SHPA members is to call on congress to act now to prevent the implementation of the CoC NOFO. Congress has the power to delay the implementation of the changes being made to the CoC program to allow providers the time to plan for proposed policy changes. AABD Cash

State Cash Assistance for the Elderly and People with Disabilities

The Illinois Assistance for Aged, Blind, and Disabled (AABD) Cash assistance program is designed to help people over 65 and those with disabilities pay for their basic needs - housing, clothes, utilities, etc. Data shows this program is highly underutilized. For example, we recently asked the Illinois Department of Human Services how many single-person SNAP households receiving SSI also receive AABD Cash. For reasons we'll discuss in this training, the overwhelming majority of these individuals should qualify for AABD Cash. However, only 12% actually received it.

In this training, we'll discuss:

  • What is AABD Cash?
  • Who qualifies?
  • How to maximize benefits from these programs?
  • Common problems we encounter and how to address them
