NOTE FROM THE CHAIRMAN
As we close out 2025, I want to take a moment to reflect on the remarkable progress we've made and share my excitement for what lies ahead. This year has reinforced my belief that when we work collaboratively, much can be accomplished for the people of Winnebago County.
The transformation of the Public Safety Building into the Family Court Center, with space on the upper floors for police training, remains on schedule for completion by summer 2026. This project will provide modern facilities for both our judicial system and law enforcement professionals.
Meanwhile, our rail-served industrial park south of the airport is on track to be energized by 2027—a game-changing asset that will position our region to compete for the advanced manufacturing and distribution projects that create good-paying jobs. The revitalized Winnebago County Rail Authority represents exactly the kind of regional thinking we need. By partnering with Rockford, Loves Park, Machesney Park, and the R1 Planning Council, we've moved beyond competing with each other to working as one unified economic powerhouse. This collaborative approach has already made a difference in attracting attention to Winnebago County among multiple developers looking for large shovel-ready industrial sites.
Recently, I was honored to participate in the first graduation ceremony for the Tad More Sustainability Institute Apprenticeship Program. Funded in part by the County and the City of Rockford, this program allows participants to embark on transformative careers in sustainable fashion—proof that green jobs and economic opportunity go hand in hand.
Our rural transit service, launched this past summer, has exceeded expectations—growing from 26 rides in the first month to over 100 rides monthly, with 363 total rides in the first quarter. We're connecting rural residents to jobs, healthcare, and essential services throughout the county. This is what responsive government looks like.
Our County Highway Department has completed a number of projects this year and will continue its ongoing investments in roads, bridges, and pedestrian and bicycle paths with further federal funding planned for the coming year.
Our lobbying teams continue to strengthen our position on a national and state level to attract funding and reduce barriers in support of our priorities. Their recent efforts secured a $2 million grant for our Land Bank Authority, which is doing vital work returning abandoned properties to the tax rolls and reducing blight in our neighborhoods. Advocacy for infrastructure and energy needs as well as policy reform related to economic development will be ongoing in the coming year.
Looking ahead to 2026 plans are underway to celebrate America's 250th birthday in a manner befitting of this historic milestone. A capable and enthusiastic team has been assembled that will make this the most memorable celebration our region has seen since the Bicentennial in 1976. It is my commitment to ensure that Winnebago County marks this momentous occasion with the dignity and community spirit it deserves. We look forward to celebrating together and will keep you informed as our plans take shape.
The Board has worked tirelessly this year to improve the quality of life in Winnebago County. Their ongoing investments in capital improvements and critical infrastructure are a wonderful reflection on their dedication to our citizens. I'm grateful to my colleagues on the County Board for their trust and partnership. The return of the Chairman's authorities has granted me an expanded ability to negotiate on behalf of the county in order to move projects forward with the speed that today's market demands and the certainty businesses need to invest in our County.
As we enter 2026, I'm optimistic about our trajectory. Our expanding energy infrastructure, combined with our available land, abundant water resources, skilled workforce and, most importantly, our collaborative spirit will attract the high-growth industries of tomorrow. From data centers to clean energy manufacturing to advanced logistics, Winnebago County is uniquely positioned for the future. This projected economic growth will enable continued investments in our employees, public safety, and the general health and well-being of all our citizens and businesses.
