Recognizing Phil Tate’s Outstanding Advocacy Leadership
BOMA/GLA is thrilled to celebrate Kilroy Realty’s Phil Tate, BOMA/GLA PAC Chair, for winning the CBPA Rex S. Hime Champions of Industry Award! The Rex S. Hime Champions of Industry Award is named in honor of CBPA’s Founding CEO and President Emeritus and presented to individuals or companies who have dedicated themselves to improving California's office, industrial, or retail real estate industry.
This incredible recognition follows Phil's winning BOMA/GLA’s inaugural Advocate of the Year Award. We are incredibly proud to see someone who has had such a significant positive impact on our industry be so greatly recognized in this way.

2025: A Pivotal Year for Building Regulations
The coming year will be crucial for the commercial real estate industry. New regulations, such as the recently adopted SCAQMD Rule 1146.2, which impacts boilers, and the pending Rules 1111 and 1121, which affect the type of central furnace you can buy, will require significant capital investments. Even more impactful policies, like the City of LA's Building Performance Standards program, could follow soon. How we engage in 2025 will shape the capital investments needed over the next 5 to 10 years.
These rules bring challenges. Zero-NOx emission mandates and stricter energy efficiency requirements could mean significant costs for building upgrades. However, there is still an opportunity to shape the degree of these impacts. Now is the time to get engaged.
BOMA/GLA is working hard to advocate for practical timelines, compliance flexibility, and financial support. However, our success will be determined by direct member engagement on these issues.
Please join our Codes and Regulations Committee and Sustainability Committee to engage on these issues. We cannot afford to sit on the sidelines or succumb to cynicism. We have a voice. Let's use it!

Policy Committees in Action
The Safety Matters team presented to our Codes and Regulations Committee about the Safety Matters App—a robust platform designed to streamline safety inspections, incident reporting, and compliance efforts.
Our BOMA Cal Codes consultant presented on recent changes to California's energy regulations. The new rules have limited benefits for building owners, because California is cutting the value of excess solar energy sent to the grid by 75-80%. In response to concerns about cost-effectiveness, the California Energy Commission has rolled back solar requirements for multi-tenant commercial buildings, allowing certain tenant spaces to be excluded from solar capacity calculations starting in 2026.
Our Property Technology “Proptech” Committee spoke on upcoming 2025 topics, which include how Proptech can be used to improve amenity spaces, security & operations, discussions on cyber insurance & AI, how to best manage Proptech once implemented, compliance under the Proptech umbrella, using Proptech to help with hospitality and access controls and ticketing options.
