Joseph M. Englot, PE. Joe received both his B.S. and M.S in Civil Engineering from the Polytechnic Institute of Brooklyn in 1972. He joined HNTB in 2005 and as National Director of Infrastructure Security he oversees projects that reduce the vulnerability of bridges, tunnels, terminals and other types of transportation facilities to malevolent acts through the use of protective and physical hardening measures, as well as, projects to

rehabilitate and retrofit bridges against the effects of natural hazards and general structural deterioration. He also has extensive experience in damage assessment and disaster recovery of transportation facilities due to ship collision, truck collision, storms, and acts of terrorism. Prior to joining HNTB Joe spent 33 years with the Port Authority of NY & NJ, where for 10 years he directed all structural design as Chief Structural Engineer, followed by three years as Assistant Chief Engineer in charge of a multidiscipline design staff of Architects and Engineers. During that time Joe played a key leadership role in the damage assessment and disaster recovery programs from the 1993 Bombing and the 9/11 Terror Attack on the World Trade Center.
Joe retired from HNTB as a full time employee in August of 2024 but continues to work part-time at HNTB to ensure a smooth transition of ongoing projects and to provide valuable expertise to the team.

NJDEP Seeks Nominations for Inaugural Natural Resource Restoration Advisory Council
TRENTON – As authorized by Commissioner Shawn M. LaTourette’s Administrative Order No. 2023-08, the New Jersey Department of Environmental Protection is seeking nominations of qualified candidates for consideration as members of the department’s inaugural Natural Resource Restoration Advisory Council. Nominations are due by December 31, 2024. Interested applicants may self-nominate or be nominated by another individual or organization.
The Advisory Council will provide insight and feedback concerning the DEP’s identification, planning, and implementation of restoration projects in response to natural resource damage settlements. The Advisory Council will also assist the department in communicating restoration project objectives and outcomes to the public.

Advisory Council Composition
The Natural Resource Restoration Advisory Council will be composed of nine members:
- Two permanent members from the DEP – the Assistant Commissioner for Community Investment and Economic Revitalization (CIER), who will serve as the Chair; and a representative from the DEP’s Office of Natural Resource Restoration (ONRR), appointed by the Chair.
Additionally, one member will be appointed by the Commissioner for a two-year term from each of the following sectors:
- A statewide organization dedicated to conservation, restoration, or preservation of natural resources.
- A statewide environmental justice organization.
- A regulated entity involved in remediation or restoration or a representative of such entities.
- An academic or research organization focused on natural resources.
- A local government unit concerned with environmental issues or stewardship of public lands, or a representative organization.
In addition, two public members will be appointed by the Commissioner for two-year terms.
Advisory Council Responsibilities
The Advisory Council is scheduled to convene in February 2025, with meetings lasting two hours each. The initial series of meetings will take place monthly from February through July. Following this inaugural schedule, the council will meet quarterly. Individuals appointed to the Advisory Council will serve a 24-month term.
During their tenure, council members will focus on the following:
- Developing recommendations for a public mechanism to identify and catalog potential restoration project opportunities.
- Supporting public engagement and communication efforts related to these projects.
- Recommending principles and priorities for the identification, planning, and implementation of restoration projects.
- Preparing an outline for an annual report that will identify potential restoration project opportunities.
Administrative Order 2023-08 and DEP’s NRD Responsibilities
Article VIII, Section II, paragraph 9 of the New Jersey Constitution, effective December 7, 2017, mandates that revenue from settlements and awards related to natural resource damages, collected due to environmental contamination, be credited annually to a special account in the General Fund. These funds are specifically dedicated to repairing, restoring, or replacing damaged natural resources, as well as covering legal expenses and costs associated with pursuing such claims.
The use of these funds is prioritized to first address damages in the area where they occurred. If no local project is available, the funds are then directed within the same water region, and finally, statewide if necessary. Additionally, up to 10% of the funds can be allocated for administrative costs.
In alignment with this constitutional mandate, Administrative Order No. 2023-08, issued by Commissioner LaTourette on March 14, 2023, outlines the state's natural resource restoration policy and the DEP's responsibilities in protecting and restoring natural resources in New Jersey.
A key component of this order is the establishment of the Natural Resource Restoration Advisory Council, designed to engage with the public regarding the DEP’s restoration projects. While the Advisory Council’s work and recommendations are strictly advisory, the selection and implementation of restoration projects remain at the sole discretion of the Commissioner. The Advisory Council does not participate in collaborative processes with responsible parties but may advise on project implementation after settlements are reached.For more information on DEP’s natural resource restoration work, visit https://dep.nj.gov/nrr/.

Kris Kolluri will head N.J. Transit for remainder of Murphy’s term
Ex-Transportation Commissioner, Gateway CEO will replace Kevin Corbett

Former New Jersey Transportation Commissioner Kris Kolluri will serve as president and CEO of New Jersey Transit to succeed Kevin Corbett, the New Jersey Globe has confirmed.
Corbett announced today that he was stepping down after nearly seven years at the helm of the state’s long-suffering public transportation agency.
Kolluri, a former New Jersey Transit board chairman and hugely respected transportation expert, has agreed to run the agency until Gov. Phil Murphy’s administration turns off the lights in January 2026.
Most recently, Kolluri headed the Gateway Program Development Corporation, which completed the construction of a new tunnel under the Hudson River between New Jersey and New York in its first stage. He resigned in July after securing a $6.9 billion grant from the Federal Transit Administration for the $16 billion tunnel project.
Polly Trottenberg, the Deputy U.S. Secretary of Transportation and a former New York City transportation commissioner, is considered a possible candidate to run the Gateway program.
Kolluri served as transportation commissioner during the first three years of Gov. Jon Corzine’s administration. He was the president and CEO of the Camden Community Partnership and a former CEO of the Rowan University-Rutgers Camden Board of Governors.
In 2006 and 2007, Kolluri served brief stints as acting Governor of New Jersey while Corzine was out of state. The Commissioner of Transportation was fourth in the line of gubernatorial succession at the time; since the office of lieutenant governor was created, the transportation commissioner is now fifth. Kolluri, a former aide to Reps. Richard Gephardt and Rob Andrews, was the first Asian American to serve as acting governor.

FPA Welcomes Key Additions to Advance Water & Wastewater Expertise
WALL TOWNSHIP, NJ – French & Parrello Associates (FPA) is excited to welcome two key professionals to its Water & Wastewater Group, further enhancing its capabilities in the sector. Brian T. Dougherty, PE, BCEE and Andres Otero, PE joined the company this Fall and will be operating out of its Wall, New Jersey Headquarters. These talented new team members exemplify FPA’s commitment to expanding its expertise and enhancing its capabilities to better serve its clients and drive future growth in the sector.
Brian T. Dougherty, PE, BCEE will be Manager of Water & Wastewater, responsible for developing and managing the Water & Wastewater Team and helping to expand its services throughout the region to clients in the public and private sectors. He will be instrumental in mentoring staff, providing technical support to clients, and helping to deliver challenging projects in a safe, technically sound, timely and innovative manner. Mr. Dougherty, a licensed Professional Engineer and Nationally Board Certified Environmental Engineer, has over 28 years of engineering experience in the sector, and has a proven track record of success across a wide variety of complex, multidisciplinary projects.
Andres Otero, PE will be a Project Manager, responsible for managing multidisciplinary teams to successfully deliver challenging infrastructure projects for clients across the region. Mr. Otero, a licensed Professional Engineer, has over 13 years of experience with a focus on designing, permitting, bidding, and assisting clients construct water supply, distribution, storage and treatment projects, as well as other types of utility projects.
FPA’s Water & Wastewater Department offers clients a breadth of experience and knowledge in the planning, evaluation, design, and construction of water and wastewater utility infrastructure projects; this includes water supply, treatment, storage, and distribution, as well as collection, conveyance, and treatment of wastewater. The department has experienced exponential growth under the leadership of Director Eric C. Betz, PE, BCEE CME, who has developed a team of ambitious, technically savvy, and responsive engineers to assist clients in delivering on challenging projects. Mr. Betz formerly served as a Senior VP and Development Manager for the US Northeast Region at Mott MacDonald and has more than 33 years in engineering, management, and business development experience within the water, transportation, building, and energy sectors.
“Since I joined the company, our main goal has been to consistently strengthen our capabilities in the sector and become an industry leader, and I believe we’re doing just that,” explained Mr. Betz. “With Brian and Andres coming onboard, we will be able to accelerate our growth and provide our clients with responsive, technically excellent, and innovative engineering support in a timely and cost-effective manner. NSPE is seeking nominations for the
2025-26 Vice President and 2025-27 Treasurer
The Vice President serves four consecutive years as 2025-26 Vice President, 2026-27 President-Elect, 2027-28 President, and 2028-29 Immediate Past President.
The Treasurer serves a two-year term, 2025-2027, with eligibility to run for a consecutive two-year term.
To learn more about qualifications, time and financial commitments, and the nominations process, please read the attached call for nominations packet. Interested members may also consider reaching out to current or former NSPE board members to learn more about the positions.
Nomination submissions require some advance work, so please do not leave this to the last minute. Submission requirements are listed below and in the attached packet. All submissions will be forwarded to NSPE's Candidate Screening Committee for review. Qualified candidates will be elected by the NSPE House of Delegates at their General Assembly meeting in June 2025.
Nomination packets must be submitted to the NSPE Secretary, Monika Schulz, CAE, at executive@nspe.org by January 6, 2025. Nominations received after January 6 will not be eligible for consideration.
Nomination Submission Requirements
1) Nominations for Vice President and Treasurer must be accompanied by one of the following endorsements to be considered:
(a) A letter of nomination from the Board of Directors of their State Society, submitted in writing and signed by the President or Secretary of the State Society; or,
(b) A petition of nomination signed by fifty (50) or more NSPE members in good standing; or,
(c) A letter of nomination from the duly elected House of Delegates Representative in a state served by a Non-Integrated Affiliated State Society or for which there is no Affiliated State Society that reserves decision-making and governance authority solely to NSPE members within such states.
2) Nominations for Vice President and Treasurer must also be accompanied by three (3) letters of recommendation that attest to the effectiveness of the candidate's leadership abilities.
3) A brochure on the nominee or a document providing a history of the nominee's NSPE service, work history and community involvement is recommended.
4) A letter of support from the nominee's employer is recommended.
5) Nomination packets are to be submitted electronically to executive@nspe.org and are not to exceed 15 pages.
6) All nominations will be acknowledged upon receipt.
7) Applications submitted after January 6, 2025, cannot be considered.
