SAVE THE DATE - District 5 Town Hall
On Thursday, January 16, 2020 at 7:00 pm, l will hold my third District 5 Town Hall. This meeting will take place in the cafeteria at Manor Woods Elementary School (11575 Frederick Road, Ellicott City).   This Town Hall will focus on issues important to our constituents in this eastern part of District 5. I hope to see you on January 16th!

Council Elects New Officers
At the end of our Legislative Session on December 2, 2019, the County Council elected new officers. I will serve as Chair of the Board of Licensed Commissioners and Vice Chair of the Zoning Board in 2020.

The Council voted unanimously to raise the age restriction to purchase tobacco products to 21 and include electronic smoking devices in the scope of those restrictions. These changes were generally consistent with revisions in state law.
The Council also approved significant changes to the existing Forest Conservation and Scenic Roads regulations. I voted against both bills. While I have no objection to preserving forest and protecting scenic areas, both bills are excessive and have unacceptable negative impacts on private property values and rights. Regarding Forest Conservation specifically, the bill abandons our county’s General Plan which is built on a smart growth model of concentrating density in transportation accessible areas while lowering density in other areas. 
Most waivers have historically been reviewed by the Department of Planning and Zoning. This bill creates evaluation criteria that must be met to qualify for a waiver as well as a committee of three department directors to review the requests. It also creates a public reporting of requests and the action taken. We approved this bill unanimously.
The County Council passed a 5-cent fee on many unpackaged plastic bags by a 4-1 margin. I was the lone vote against this fee. I also voted against an amendment to replace the fee with a ban because I oppose restricting consumer choice.
Congratulations, Marriotts Ridge!
Please join me in congratulating Marriotts Ridge field hockey team for winning the Class 2A State Championship! The Mustangs defeated the Oakdale 1-0 last month, to win the Mustangs' first-ever field hockey state title.
Last month, the Marriotts Ridge cheerleading team won their first state title in program history. The Mustangs also won the County Cheer Title for the third consecutive year. Congratulations on a great season, Mustangs!
Neighbor Rides' 15th Anniversary
Neighbor Ride , a nonprofit that utilizes a team of 250+ volunteer drivers to provide transportation for Howard County seniors, celebrated its 15th Anniversary last month.

Neighbor Ride is critical to older members of our community, enabling them to continue to remain active and connected to the community. Neighbor Ride has offered 175,000 trips since their launch in 2004.

250th Anniversary of historic Ellicott City!
In 2022, Ellicott City will turn 250 and community members are already beginning to celebrate! Last month a core group of stakeholders unveiled the EC250 logo and launched the EC250 website. Planning is underway to celebrate and rediscover the history of historic Ellicott City - and you do not want to miss it. Merry Mulch Program - December 26 - January 19
Through the Merry Mulch program, trees are taken to a compost facility where they are recycled into compost and mulch. Participation in this program keeps thousands of trees out of the landfill.

Road Enhancements
Route 32 Project
The Triadelphia Road bridge replacement work is on schedule. The State Highway Administration (SHA) anticipates switching traffic by the end of December to begin work on the eastbound side.

SHA began overnight patching work on the northbound and southbound lanes of MD 32 near Fox Chase Road. Contractors also installed a temporary concrete barrier on the right shoulder of southbound MD 32, just south of the MDOT SHA Dayton Shop.

The project now has a permanent filed office location: 3505 Andrea Drive, West Friendship, MD 21794.

Lime Kiln Road Improvement
Public Meeting
Howard County's Department of Public Works (DPW) will hold a public meeting on Wednesday, December 18th from 6:00 to 7:30 pm in the media center at Fulton Elementary School (11600 Scaggsville Road) to discuss the first phase of planned improvements to Lime Kiln Road. Phase I will include realignment of a 650-foot section of roadway, relocation of utilities and improvements to existing culvert between 11957 and 12185 Lime Kiln Road. This project is expected to begin in summer 2021.

Best of Howard 2019 Winners!
Congratulations to Dave Burton, principal of Glenelg High School, for being voted Best Principal in Best of Howard County 2019! As a recent Glenelg Dad, I've witnessed Dave's engagement with the students, families, staff and community. He's handled adversity with class and strong leadership. The Glenelg community and HCPSS are lucky to have such a good man running this school.

Midnight Madness
The 41st Annual Midnight Madness in Old Ellicott City will take place on Friday, December 6th from 6:00 pm to 11:59 pm. Enjoy shopping and dining in Old Ellicott City along with a visit from Santa, Little Elves Workshop, Tree Lighting Ceremony, and an Outdoor Holiday Market! There will be free parking and running shuttles at the George Howard Building, Circuit Courthouse, and the Firehouse Museum. For more information click here!
Symphony of Lights
The larger than life animated and stationary holiday light creations in historic Merriweather Post Pavilion will take place November 27th through January 1st. Lisbon Volunteer Fire Company's Breakfast and Dinner
This month's famous Pancake Breakfast will be held on December 8th from 7:30 am to 11:30 am. The Spaghetti Dinner will be held on December 18th from 4:30 pm to 7:30 pm. Proceeds go towards the new Lisbon Building!\.

Don't forget - the Lisbon Fire Company will host a Chicken and Ham Dinner immediately following the Lisbon Christmas Parade.

Living Farm Heritage Museum Christmas Tree Lighting
On December 7th from 4:00 to 7:00 pm join the Howard County Living Farm Heritage Museum for the annual lighting of the Museum Christmas Tree, the second annual Cookie Walk, and to visit the Train Garden! Tickets are required for the Cookie Walk. To learn more click here.
Ice and Fire Festival: A Winter Wonderland
Ice and Fire Festival is a new Downtown Columbia winter tradition, running on Saturday and Sunday evenings from November 30th to December 22nd. This event is a community fundraiser for Howard County not-for-profits. 10% of sales will benefit the Community Action Council of Howard County.

This walking event is great for the whole family! The whole family will take part in an enchanted stroll as the Ice Fairy transforms Symphony Woods into an illuminated Winter Wonderland. For more information click here.
47th Annual Holiday Mart
Save the Date: The 47th annual Holiday Mart at the Gary J. Arthur Community Center will be on Saturday, December 7th from 10:00 am to 5:00 pm. This is a great opportunity to find seasonal gifts! Click here for more information.
The Great Lisbon Christmas Parade
The Great Lisbon Farmers Feed the Hungry Christmas Parade hosted by the Howard County Farm Bureau will be on Saturday, December 14th at noon.

This parade benefits the Howard County Food Bank, Carroll County Food Sunday, Farmers & Hunters Feeding the Hungry, and the Lisbon Volunteer Fire Company. Immediately following the parade will be a chicken and ham dinner at the Lisbon Volunteer Fire House. I hope to see you there!
Train Garden at the B&O in Ellicott City
The model trains are returning to the Baltimore & Ohio Ellicott City Station Museum starting November 29th. LEGO trains, N gauge, and O gauge models will be on display through January 5th. For more information and for the B&O hours, click here.
