AB: New Expedited Decisions Manual |
On November 1, 2021, the AER announced that the AER Rules of Practice was updated under section 5.2(2)(b) pointing to a new AER manual, Manual 022: Expedited Decisions. The information about applications eligible for expedited decisions has been moved from the Enhanced Approval Process (EAP) Manual to Manual 022. No changes have been made to the list of Public Lands Act applications that may be expedited.

AB: Invitation for Feedback on Revisions to Directive 050 |
The AER is seeking feedback on updates to Directive 050: Drilling Waste Management.
To provide feedback on the proposed revisions to Directive 050, complete the comment form on the AER website and email it to Directive050@aer.ca or mail it to Alberta Energy Regulator
Feedback will be accepted until January 7, 2022.

AB: New Requirements and Guidance Related to Liability Management |
Directive 088 contains a general overview and some details describing the Life Cycle Management assessment and process. Manual 023 specifies details on how the process will be applied and evaluated for individual licensees.
Information session:
A general overview of Directive 088 will be given on January 25 for industry and February 3 for other stakeholders and Indigenous communities.
Sessions that outline the specific details of new processes and requirements for licensees will be held on February 8 for the licensee capability assessment, February 10 for the transfer process and security, and February 16 for the inventory reduction program.

AB: Directive 040 Outstanding Testing Reminder |
Be sure to check the Directive 40 Annual and Initial Testing Requirements lists to determine whether you have any outstanding testing requirements for 2021.
If so, be sure to collect the required information, in accordance with Directive 040 by December 31, 2021 and submit the information on the AER’s well test capture system by March 31, 2022. Failure to do so will result in a summary noncompliance penalty of $1000 for each pool, plus the requirement to collect and submit the data.

SK: COVID-19 pandemic relief measures |
On December 3, 2021, the Ministry of Energy and Resources (ER) announced that in response to COVID-19 pandemic the expiry date of authorizations with a 1-year expiry (and are not yet expired) and any new authorizations granted prior to December 31, 2020, is extended to a common expiry date of December 31, 2021. The IRIS system will generate Expiry and Expired Notifications for authorizations expiring December 31, 2021.

SK: Ability to Submit Permit Expenditure Amounts Through IRIS |
As of December 2, 2021, the ER announced that Permittees and Confidential Designated Representatives (CDR) of a permit will now be able to submit their Annual Estimate and Actual Permit Expenditure Amounts, along with supporting Work Expenditure documentation through IRIS.

SK: Accelerated Site Closure Program New Funding Allocation |
On November 24, 2021, the Government of Saskatchewan announced the allocation of an additional $55 million in funding to eligible oil and gas licensees under Phase 3 of the Accelerated Site Closure Program (ASCP).

As the ASCP concludes on February 28, 2023, all licensees will be required to have all funding allocations from Phases 1, 2, and 3 committed to work packages in conjunction with the Saskatchewan Research Council (SRC) by February 28, 2022.

BC: Changes to Management of Non-Compliance Notices |
The BCOGC announced development of new portal for managing industry compliance called the Compliance Management Information System (CM-IS). The first release of CM-IS for external users is planned for February 2022 and will include functionality for managing notices of alleged non-compliance with operational submission requirements.
While CM-IS will be used to communicate and manage non-compliance notices, the implementation of CM-IS will not affect the process for making operational submissions (eSubmission, KERMIT, Petrinex, email, etc.).

BC: New Well Decommissioning Guidance |
The BCOGC has published new guidance for permit holders decommissioning (abandoning) wells authorized under the Oil and Gas Activities Act. The B.C. Well Decommissioning Guidelines, effective January 1, 2022, replace the previously referenced guidance issued by the Alberta Energy Regulator, Directive 20.
