Lexington Celebrates Road Safety Champion Graduate

The Lexington Fayette Urban County Government (LFUCG) recently celebrated Kentucky's first Road Safety Champion Program (RSCP) graduate, Mike Thomas.


Mike commented that "anyone affiliated with road construction or highway road departments [should participate]. Especially for public works in state and local government road departments. The information taught is going to be useful every day."


The Road Safety Champion Program was developed in partnership with the National Center for Rural Road Safety. It launched in Kentucky in 2022.

With three graduations being held across the state, T2 is excited to celebrate this accomplishment with many of you.


This year, 205 graduates received their Roads Scholars certificate while 203 participants graduated from Road Master.

Kentucky Students Paint the Plow

Kentucky high school students around the state painted plow blades to bring awareness to safe winter driving.


Winter weather can create hazardous conditions for all that share the road. Paint the Plow is an opportunity for students to paint KYTC snowplow blades to promote safe driving habits for their communities during inclement winter weather.

More Flexibility for Local Federal-aid Projects

FHWA published guidance regarding provisions contained in the Bipartisan Infrastructure Law (BIL) that provide additional design flexibility to local jurisdictions developing Federal-aid projects on roadways under their ownership.


The guidance outlines the flexibility available for NHS and non-NHS projects and links to a website listing alternate roadway design publications that have been recognized by FHWA.

New FHWA Programmatic Mitigation

Planning Guidebook

A new FHWA Programmatic Mitigation Planning Guidebook has been developed as a proactive planning tool to improve environmental outcomes and transportation project delivery.


The guidebook serves as a resource for transportation and environmental practitioners at State Departments of Transportation (DOTs), Metropolitan Planning Organizations (MPOs), and other transportation entities to assist in the development and implementation of programmatic mitigation plans (PMPs) for impacts of future transportation projects to environmental, cultural, or historic resources.

Stay Prepared with the KLC Disaster Preparedness & Response Handbook

The Kentucky League of Cities released a new publication to help cities and organizations that serve cities respond to and prepare for any disaster.


The past several years have seen deadly flooding, tornadoes, storms, and other public disasters. City officials are better able to respond and help constituents promptly when an action plan is in place.

KTC Research:

Analysis of Traffic Crash Data

in Kentucky

A primary objective of this study was to determine average crash statistics for Kentucky highways. Where used, rates were calculated for various highway types and for counties and cities. Difference criteria were used for exposure. Average and critical numbers, SPFs, and crash rates were calculated for various highway types in rural and urban areas. These metrics rely on crashes identified on highways where Annual Average Daily Traffic (AADT) volumes were available. Data in this report may be used to help identify problem areas. The other primary objective of this study was to provide benchmark data that can be used to prepare the problem identification portion of Kentucky’s Annual Highway Safety Plan (HSP). Crash statistics were analyzed and a summary of results and recommendations in several problem identification areas is presented.
