This newsletter showcases the progress, initiatives, and improvements that have been implemented to strengthen our operations and better serve the public. From enhancing internal processes to expanding community outreach, our focus remains on building a more effective and responsive office.

A Message from Sheriff Kamara
Dear Delaware County Residents,
As I reflect on my first 100 days serving as your Sheriff, I do so with a deep sense of gratitude and humility. It is truly an honor to serve the people of Delaware County, and I am proud of the work we have accomplished together in such a short period of time.
These past few months have been defined by long days, meaningful conversations, and a steadfast commitment to building a Sheriff’s Office that reflects the values of our community integrity, professionalism, fairness, and respect for all. From day one, our focus has been clear: to protect the rights of every individual, ensure the safety of our courts, and serve the public with dignity.
In these first 100 days, we have strengthened partnerships across Delaware County, working closely with local law enforcement, community leaders, labor organizations, schools, civic groups, and most importantly, residents. These relationships are the foundation of effective public safety, and I am committed to continuing to build and nurture them.
Behind the scenes, our deputies and civilian staff have worked tirelessly to enhance protocols to execute our court system duties safety and efficiency. Every day, the team manages complex operations from courtroom security and inmate transport to serving legal documents. I am incredibly proud of their dedication and the respect they show to every person they encounter.
We have also taken important steps toward modernizing our operations, improving internal processes, and creating a more responsive and efficient office. At the same time, we are investing in the future recruiting the next generation of deputies, encouraging more women and young people to consider careers in law enforcement, and reinforcing our mission that this profession is one of service, honor, and purpose.
Most importantly, we have worked to be present in the community not just as law enforcement, but as partners. Listening, learning, and showing up has been central to our approach, and it will continue to guide us moving forward.
While I am proud of what we have accomplished, this is just the beginning. There is much more work ahead, and I remain committed to building a Sheriff’s Office that is modern, transparent, and trusted by all. Thank you for your support, your engagement, and the opportunity to serve. I am humbled to be your Sheriff, and I look forward to all that we will achieve together.

A Message from Chief Weber
As we mark the first 100 days of this administration, I want to take a moment to reflect on the meaningful progress we’ve made together in strengthening the Delaware County Sheriff’s Office.
Guided by the priorities outlined by Sheriff Kamara, we focused on building a stronger, more professional, and more accountable agency from the inside out. That plan emphasized staffing, training, operational readiness, and fiscal responsibility—and I’m proud to say we have delivered real results in each of those areas in our first 100-days.
We have made significant strides in staffing by hiring five new deputies, helping us move closer to appropriate coverage across all divisions. In addition, we are proud to welcome a new K-9 Deputy Sheriff and his K-9 Mocha, who is currently in training and will soon be sworn-in to serve alongside our team as an explosives K-9. Professionalism and excellence in the courtroom remain at the core of our mission. We have elevated courtroom management standards by expanding deputy training and reinforcing expectations to ensure the safety and dignity of all court proceedings. As the sole agency responsible for courtroom security, we take this duty with the utmost seriousness.
Operational improvements have also been a major focus. We conducted a full assessment of our prisoner transport procedures and implemented changes that are already improving safety, coordination, and efficiency. These enhancements ensure better protection not only for those in custody, but for deputies, court staff, and the public.
We have strengthened our hiring standards by launching the first-ever physical fitness test for recruits. This ensures candidates are prepared to meet academy requirements before they are hired, saving time and resources while upholding the high standards expected of this profession.
Training and development have been expanded across the board. From courtroom operations to real-world readiness, we are investing in our deputies to ensure they are equipped, confident, and capable in every aspect of their duties.
Finally, this month marked an important milestone in accountability and public safety. After years of safe storage and legal review, our command staff and deputies carried out the destruction of confiscated weapons. In total, over 100 firearms and weapons were safely destroyed and melted down removing them permanently from circulation.
These first 100 days have been about laying a strong foundation for the future focused on discipline, professionalism, and service.
I am proud of the men and women of this office and grateful for the trust placed in us by the people of Delaware County. Together, we will continue to build an agency that reflects the highest standards of law enforcement and public service.

Civilian & Administrative Operations: Modernization, Efficiency and Service
Over the first 100 days, one of our top priorities has been strengthening civilian and administrative operations through modernization, efficiency, and transparency.
Behind every deputy in the field is a dedicated civilian team ensuring that our systems, records, and services function seamlessly. This administration has made significant investments in upgrading those systems to better serve both our staff and the residents of Delaware County.
We have taken meaningful steps to modernize technology and improve access to services. License to Carry (LTC) applications and renewals can now be accessed from the convenience of a smartphone through the introduction of a QR code—making the process faster and more user-friendly. In addition, permit holders now receive notices electronically via email, supporting the Delaware County Green Initiative while improving communication and efficiency.
In accordance with state law and records retention requirements, Sheriff Kamara is working to electronically memorialize records. This effort will allow for instantaneous access to archived documents, significantly improving retrieval times while reducing physical storage needs.
Our Civil Process Unit has also worked to streamline civil filings by moving toward electronic processing and eliminating outdated carbon service forms. This is a major step forward in improving workflow, accuracy, and turnaround times.
We have also prioritized clear communication and public education. Our real estate brochure has been fully updated, a new scam awareness brochure has been created, and our social media platforms are now consistently maintained with timely and relevant information. These efforts reflect our commitment to transparency and ensuring residents understand both the services we provide and the volume of work handled by this office across county, out-of-county, and even out-of-state jurisdictions. As the third busiest county in Pennsylvania, that responsibility is significant—and we are meeting it with professionalism and innovation.
At the same time, we remain grounded in the history and traditions of this office. Sheriff Kamara has made it a priority to honor those who built this agency. Retirees have been recognized with commemorative plaques, and those recently departing were honored for their service with the presence of our Honor Guard ensuring their contributions are never forgotten.
These improvements reflect a broader commitment to building a modern, efficient, and responsive Sheriff’s Office one that respects its past while embracing the future.
There is more work ahead, but we are proud of the progress made and remain focused on delivering excellence in service to the people of Delaware County.

Community Engagement, Education & Partner Building

Since taking office, Sheriff Kamara has made community engagement, education, and outreach a central pillar of the Delaware County Sheriff’s Office. Recognizing that trust and transparency are essential to public safety, the Office has taken a proactive, people-first approach to connecting with residents and partners across the county.
Over the first 100 days, outreach efforts have significantly expanded through community events, strategic partnerships and consistent public engagement. The Office has connected with neighborhood groups, schools, and local organizations to better understand community needs while reinforcing a visible and approachable law enforcement presence.
A major focus has been on public education. Updated and widely distributed materials—covering topics such as real estate processes and scam awareness—have helped equip residents with the knowledge to protect themselves and navigate important systems. At the same time, the Sheriff’s Office has worked to promote a clearer understanding of its legal responsibilities as a law enforcement agency, ensuring the public is informed about the role it plays in serving Delaware County.
Transparency has also been elevated through a more strategic and consistent communications approach. Daily social media messaging, increased video content, and real-time updates have expanded the Office’s digital presence—making it easier for residents to stay informed and engaged. These efforts have not only increased visibility but have also humanized the work of the Sheriff’s Office by showing the people, professionalism, and purpose behind the badge.
In a historic step forward, the Office launched its first-ever E-Newsletter, reaching more than 10,000 residents and county colleagues. This new communication tool reflects a commitment to keeping the public informed, connected and involved.
Internally and across county leadership, Sheriff Kamara has prioritized open communication and collaboration. Walk-through visits were conducted for all County Council members, offering a firsthand look at daily operations and strengthening understanding of the Office’s responsibilities. In addition, the Sheriff’s Office has maintained clear and consistent communication with council, row officers, and department heads—ensuring that operational needs and public safety concerns are shared and addressed collaboratively.
Beyond the county, the Office has actively engaged with local, state, and federal law enforcement partners to build trust, strengthen coordination, and support shared public safety goals. Participation in statewide conferences has further elevated the Office’s presence, allowing for the exchange of best practices and gaining recognition for its commitment to engagement and innovation.
Through these combined efforts, the Delaware County Sheriff’s Office is not only increasing its visibility, but also building lasting relationships, empowering residents through education, and setting a new standard for transparency and community-focused policing.

Legislative & Law Enforcement Partnerships

During the first 100 days, Sheriff Siddiq Kamara has placed a strong emphasis on building and strengthening partnerships across both the law enforcement community and all levels of government. These relationships are essential to advancing a unified, strategic approach to public safety in Delaware County.
The Sheriff’s Office has worked closely with municipalities, local police departments, fire services, schools, and social service agencies to enhance coordination and improve outcomes for residents. In addition, Sheriff Kamara has met directly with neighboring county sheriffs—including Chester, Bucks, and Montgomery Counties—to strengthen regional collaboration and ensure a coordinated approach to shared public safety challenges.
The Office has also participated in statewide conferences alongside fellow sheriffs, creating opportunities to exchange ideas, learn best practices, and bring innovative strategies back to Delaware County. These engagements have reinforced a commitment to continuous improvement and professional excellence.
At the same time, Sheriff Kamara has prioritized meaningful engagement with legislative leaders at the local, state, and federal levels. Through a series of discussions with elected officials and their teams, the
Office has not only shared its priorities but also listened carefully to the concerns and perspectives of its partners. These conversations have helped shape a collaborative path forward focused on aligning resources, strengthening coordination, and delivering effective public safety solutions.
By fostering open communication and collaboration across all sectors, these partnerships have allowed for the sharing of resources, expertise, and best practices—leading to more effective responses to public safety challenges and a more proactive approach to community well-being.
Together, these efforts are building a stronger, more connected network of support.

K-9 Zladco Receives New Protective Vest
We are proud to share that K-9 Zladco has received a new protective vest—an important addition that will help safeguard him as he continues to serve alongside our deputies in protecting the community.
This vest was generously donated in loving memory of Julia Rocco, honoring the spirit of “Protecting Those Who Serve.” We extend our heartfelt gratitude to her family for this meaningful contribution—her daughters, Clare Maloney and Suzanne Fahey, and her husband, Ed Rocco.
Their generosity directly supports the safety and effectiveness of our K-9 unit, ensuring that those who serve on the front lines have the protection they need. We are deeply thankful to the Rocco family for this lasting tribute and for their commitment to public safety in Delaware County.

Strength in Partnership: Labor, Law Enforcement & Public Safety Coordination
The Delaware County Sheriff’s Office has taken a proactive step in strengthening collaboration between labor organizations and law enforcement—resulting in the creation of a specialized unit focused on protests, pickets, and strikes.
This initiative, led by Sheriff Kamara, brought together key stakeholders including Laborers’ Local 413, the Delaware County Chiefs of Police Association, and regional Building Trades partners. Through a coordinated breakfast meeting, leaders engaged in meaningful dialogue to align expectations, share perspectives, and establish a unified approach to managing public demonstrations safely and effectively.
As a result of these efforts, the Sheriff’s Office developed an operating procedure and focused a dedicated unit designed to ensure that all First Amendment activities are handled with professionalism, respect, and a strong emphasis on coordination. This work reflects a balanced commitment to protecting constitutional rights while maintaining order and coordination across jurisdictions.
We extend our sincere appreciation to the leadership of Laborers’ Local 413 and our law enforcement partners, including the Delaware County Chiefs of Police Association, for their collaboration and shared commitment. These partnerships are critical to building trust, improving communication, and ensuring preparedness in moments that require coordination and clarity.
By bringing labor and law enforcement together, our office has helped establish a stronger, more unified framework for response—one that will serve Delaware County well into the future.

Honoring Diversity in Service and Faith
A meaningful milestone for Delaware County was reached as Imam Mohammed Jumandi, the first Imam to serve within the County Chaplain Service, delivered the opening prayer at a recent Chester City Council meeting.
This moment reflects our continued commitment to building a chaplaincy that represents and respects the diverse communities we serve grounded in inclusion, unity, and mutual respect.
We extend our sincere appreciation to Imam Jumandi for his leadership and for strengthening the connection between faith, service, and public safety. We are also grateful to Chester City Council for the opportunity and for their ongoing dedication to inclusivity.

First-Ever Physical Agility Test Marks New Era in Recruitment
For the first time in its history, the Sheriff’s Office held a Physical Agility Entrance Exam for prospective recruits. Candidates put themselves to the test through rigorous physical benchmarks, demonstrating their readiness for the demands of the academy and a career in law enforcement.
Excellence begins with preparation, and our deputies are committed to serving Delaware County with strength, discipline, and pride. Moving forward, Physical Agility Tests and recruitment efforts will be held routinely throughout the year, ensuring a steady pipeline of well-prepared, capable deputies ready to protect and serve our community.

Looking Ahead: The Way Forward
The first 100 days have reinforced a simple truth: progress in public safety is built on trust, consistency, and collaboration. Every call answered, every report completed, and every community interaction contributes to a stronger foundation. As the third busiest Sheriff’s Office in the Commonwealth, we recognize both the responsibility we carry and the urgency to continue evolving to meet the needs of our community.
We are taking important steps forward by developing new specialized units, including a Senior Protection Unit to better serve and safeguard our aging population, and a Drone Unit to enhance safety and awareness during primarily warrant service—protecting both our deputies and the public while strengthening transparency in our operations. We are also actively working to secure body-worn cameras for our deputies to ensure accountability, and build even greater public trust.
While some challenges remain, they also present opportunity. Top among them is our commitment to fully staffing the agency after years of understaffing, ensuring we have the personnel needed to operate effectively, safely, and responsively. At the same time, we continue to strengthen partnerships, refine processes, and invest in training and professional development.
The way forward is grounded in accountability and a shared commitment to excellence. By supporting one another and maintaining open communication with the community, we move ahead with clarity and purpose. Together, we will continue building a safer, more responsive future—one step, one decision, and one day at a time.
