Alderman Reilly Reports

Demolition Delay: 161 East Erie Street

Alderman Reilly recently received notice from the Department of Planning and Development (DPD) regarding a demolition application for 161 East Erie Street, a historic four-story commercial building identified as potentially significant in the Chicago Historic Resources Survey. Due to its historic nature, the demolition is subject to the Demolition Delay Ordinance, which allows up to 90 days—until October 28, 2024—to explore preservation options.


The building, known for its Italianate architecture and limestone façade, reflects Chicago's post-Great Fire rebuilding efforts. Alderman Reilly supports landmarking 161 East Erie and has met with Preservation staff to discuss options for protecting the site. 


The Commission on Chicago Landmarks will now review the building's eligibility for landmark status at a public meeting at City Hall on October 3 at 12:45 PM. This meeting will also be available to watch online via livestream.


Should the Commission recommend landmarking the building, the Committee on Zoning, Landmarks and Building Standards will then review it at a subsequent public meeting, before being referred to the City Council for a final vote. 

42nd Ward Flu & Covid-19 Vaccination Clinic

On Friday, October 11, from 10am to 2pm, Alderman Reilly is hosting a Flu and COVID-19 Vaccination Clinic at the Chicago Temple located at 77 West Washington Street.

2024 Bank of Chicago Marathon

More than 50,000 participants will take part in the 46th edition of the Bank of America Chicago Marathon on Sunday, October 13, 2024. 


Towing and Street Closures:

  • No parking is allowed on the marathon course. Towing of vehicles on the course will begin at 1:00 AM on Sunday, October 13, 2024.
  • The Chicago Marathon will involve extensive street closures on Sunday, October 13, 2024. Streets in your neighborhood may be closed to traffic starting at 7:00 AM and continuing to 4:00 PM.

Election Day Judges Needed

The Chicago Board of Elections is hiring Election Judges for the November 5, 2024 Presidential General Election.


Election Judges are paid to manage the precinct polling place and assist voters. Judges share the following responsibilities:

  • Arrive at 5:00 am on Election Day to set up equipment.
  • Open the polls on time at 6:00 am on Election Day.
  • Issue the correct ballots to each voter and help voters with registration and other questions, from 6:00 am through 7:00 pm.
  • Completing all reports after the polls close.

President Biden Approves Illinois Declaration for Severe Weather and Flooding Damage

On Friday, September 20, United States President Joseph R. Biden signed a federal Major Disaster Declaration authorizing the Federal Emergency Management Agency’s (FEMA) Individual Assistance program for seven counties in Illinois that includes Cook County and the City of Chicago.

 

FEMA’s Individual Assistance could include grants for temporary housing and home repairs, low-cost loans to cover uninsured property losses, and other programs to help individuals and business owners recover from the effects of the severe weather the state experienced on July 13 through July 16, 2024.

 

Chicago’s Office of Emergency Management and Communications is working with the Illinois Emergency Management Agency (IEMA) and FEMA/Office of Homeland Security to provide additional information and services to those affected by severe weather. Residents and businesses who sustained damages in the city can begin applying for Disaster Assistance by reaching out to FEMA:

42nd Ward Traffic Closures & Construction Projects

Crane Lift: 15 E Oak Street


On Wednesday, October 2, there will be a crane lift at 15 E Oak Street. During the lift, the following will be closed:

  • Sidewalk on the west side of Rush, from Oak to point 100' north thereof
  • Curb and one traffic lane on the west side of Rush, from Oak to a point 100' north thereof

One lane of northbound traffic will remain open during the lift.

220 W Hubbard


On Tuesday, October 1, there will be a filming at 220 W Hubbard Street. During the production, parking at the following locations will be prohibited:

  • Tuesday, October 1st, from 9AM to 2PM:
  • Both Sides of Hubbard St from Franklin St to Wells St.
  • East Side of Franklin St. from Hubbard St. to Illinois St.

400 N Lake Shore Drive Update


Below is an update on the construction activities at 400 N. Lake Shore Drive.

 

Week of 9/30

  • Continue framing and rebar of basement level 1 slab
  • Mobilize caisson equipment on-site for remaining caissons
  • Note this requires Water Street access due to equipment size
  • Begin final caisson installation
  • Complete People’s Gas utility work in Water Street

Week of 10/7

  • Continue framing, rebar, and pouring of basement level 1 slab
  • Begin framing the level 1 slab
  • De-mobilize caisson equipment and mobilize ERS equipment
  • Note this requires Water Street access due to equipment size
  • Begin ERS installation 

Week of 10/14

  • Continue framing, rebar, and pouring of basement level 1 slab
  • Continue framing and rebar of the level 1 slab
  • Continue ERS installation
  • De-mobilize ERS equipment

CDOT Construction: Pin & Link Plate Assembly and Expansion Joints


The Department of Transportation will begin a project to replace pin and link plate assemblies and expansion joints associated with the bridge structures of upper and intermediate Columbus Dr., Randolph St., and Stetson Ave. Pin and link plate assembly work will be performed from the underside of the bridge decks while expansion joint replacements will occur from above.  The work began in November 2023 and will progress to completion (anticipated Fall 2024).  


Work is to start along upper, intermediate, and lower levels of the following roadways: 

  • N. Columbus Drive between E. Wacker Drive and E. Randolph Street
  • E. Randolph Street between N. Michigan Avenue and N. Field Boulevard
  • N. Stetson Avenue between E. Wacker Drive and E. Lake Street

During construction, portions of these bridge structures will be barricaded off to prohibit vehicles and pedestrians directly over the active work. 

  • Vehicles will be shifted and/or detoured to allow the work to progress. 
  • The sidewalk on at least one side of the roadway and crosswalks at roadway intersections will remain open for pedestrians. 
  • Coordination of temporary access restriction may be required with private properties directly adjacent to the project.  

State & Lake Utility Relocations


Utility companies began relocating utilities in advance of the State and Lake CTA project. Train services will not be disrupted during utility relocations. 

 

At least 1 lane of traffic will remain open (1 lane each direction on State St) at all times, but other driving and parking lanes may be closed. 


Construction equipment and materials will be stored on the street, including during time periods between active work. Work will primarily occur 9:00 AM to 4:00 PM on weekdays and 8:00 AM to 8:00 PM on Saturdays, but there will be limited work during nights. Utility companies are aware of and required to abide by the Chicago noise ordinance, which limits noisy work during overnight hours.


Kennedy Expressway Bridge Rehabilitation


In 2023, IDOT began rehabilitating the Kennedy Expressway (Interstate 90/94), from the Edens Expressway (I-94) junction to Ohio Street.


The estimated $150 million project consists of rehabilitating 36 bridges and the Reversible Lane Access Control system, replacing overhead sign structures, installing new signage and modernized LED lights, pavement patching, and structural painting. Additionally, Hubbard’s Cave, from Grand Avenue to Wayman Street, will be painted and new LED lighting installed.


The work will take place over three consecutive construction seasons, broken down into the following stages:

The Kennedy Expressway officially opened in November 1960, with the last major rehabilitation completed in 1994. The project will improve safety, traffic flow and reliability for the more than 275,000 motorists who use the expressway each day.
