All-Electric Building Ordinance in Effect, Ordinance No. 187714
Through City ordinance, the City of Los Angeles has approved that all newly constructed buildings be fitted with all electrical infrastructure. All electric buildings contain no combustion equipment such as fuel or gas piping that provide energy for appliances and/or equipment and such structures are expected to rely solely on electricity. Exceptions apply.

End of Emergency Tolling of Deadlines Related to Expiration of Permits and Related Documents
Effective February 28, 2023, the Public Order under the City of Los Angeles Emergency Authority issued on March 21, 2020 regarding the tolling of deadlines prescribed in the Los Angeles Municipal Code (LAMC) has expired.

Executive Directive (ED 1) and Implementation Guidelines
Los Angeles Mayor Karen Bass, on her first week in office, issued Executive Directive 1 (ED 1) to assist in the "Expedition of Permits and Clearances for Temporary Shelters and 100% Affordable Housing Projects". ED 1 is another step toward the urgent approach to the housing and homelessness crisis in Los Angeles.
ED 1 directs City departments to reduce red tape on construction-related processes, such as in permitting. The ED 1 Implementation Guidelines establish procedures to expedite projects through a ministerial approval process. Expedition includes, but not limited to: reduced timelines at all stages of project review, and concurrent reviews of projects by City departments such as LADBS, Planning, Housing Department and other City agencies.

May is Building Safety Month
Hello L.A.! The month of May is international “Building Safety” month, which serves to celebrate and raise awareness of the milestones in building safety through adoption of modern, regularly-updated building codes to protect homes, schools, businesses including restaurants, offices, manufacturing facilities, stores and entertainment venues. A metropolitan city like Los Angeles has building codes to protect its residents from disasters like fires, weather-related events and structural collapse.
Since 1898, then Building Department, now LADBS, has been working toward ensuring a safe and sustainable city where all can live, work and play. We thank our customers and industry partners for the continuous support and collaboration.

SERVICE ENHANCEMENTS & UPDATES | |

LADBS Tech Updates
To better assist our customers, this past quarter, the following enhancements to services were implemented:

The Plan Check and Inspection System (PCIS) System has been updated to identify applications as ED1 for affordable housing.

Updates in ePermit were completed for Solar Contractors with C46 licenses and can now use ePermit for Solar PV (solar photovoltaic) applications with Energy Storage Systems (ESS) logic.
- LADBS is running a pilot program with iPads in the field. Devices have been issued to Code Enforcement and Inspection Bureau staff. The new feature is for iPads to allow for the viewing of electronic plans in the field. The devices are also used to access other LADBS systems.

LADBS Development Services Centers
The Metro, Van Nuys, San Pedro and West LA Development Service Centers are open! All in-person visits to any of the LADBS' service counters are by appointment only.
Scheduling appointments is quick and easy!
*BuildLA Appointments can be made through the **Angeleno Account, which provides secure and easy access to city services. To make an appointment with BuildLA, first register for an Angeleno Account to log in. For additional assistance with making an appointment with LADBS, call 311. Customers visiting the LADBS service counters are highly encouraged to wear face coverings.
*The City’s BuildLA portal is a one-stop platform for Development Services, including the scheduling appointment system - using the Angeleno Account. **The Angeleno Account is a universal account that enables users to access online services for various City of LA departments. Users only need to create an Angeleno account once to use online services anytime, including setting up in-person appointments.
