Are you ready to submit your business proposal & plans?


The purpose of a pre-application conference is to create a “one-stop shop” meeting with all department representatives who form the Development Review Committee (DRC). These meetings help introduce the developers to the city’s development regulations and permitting processes. The meeting is generally attended by representatives of the following City departments: Planning Department, City Engineer, Public Works Department, Building DepartmentFire Marshal, and the Fire Department.


These meetings are strongly encouraged for new development projects, and before you purchase or lease any property, as they allow the developer/ owner to discuss their proposal with the DRC.

Richmond, Texas is a ZONED city.


The City of Richmond utilizes a Unified Development Code (UDC) and an official zoning map to divide the city into specific districts, regulating land use, building, and development to maintain community standards.


One-hour long pre-application conferences may be scheduled every Tuesday morning, at 9:00 a.m., 10:00 a.m., and 11:00 a.m., depending on availability.

This summer, the City of Richmond is proud to support Mercy Launch (formally RYPE-Richmond Youth Program for Entrepreneurs), a youth entrepreneurship camp powered by CenterPoint Energy and presented by Mercy Goods, located on Morton Street in Historic Richmond. Mercy Launch gives students in grades 7 through 12 the tools to start, plan, and pitch a real business. The camp offers two tracks: an Intro Track for students new to entrepreneurship (July 6–10) and an Advanced Track for students who are ready to go deeper, access mentorship, and compete for grant funding (July 20–24). Both tracks run Monday through Friday, 10am to 2pm. This is a FREE opportunity for young people in our community to build real skills, real confidence, and real plans. Registration is now open and spots are limited.

Part 4 of our journey through Historic Downtown Richmond takes us even deeper into the stories hidden along Main Street, also known as Morton Street. Mayor Becky Haas shares historic photos of muddy streets, early storefronts, wagons pulled by oxen, and the buildings that once shaped everyday life in Richmond. This episode explores an often-forgotten piece of local history: how residents, travelers, wagons, and even railroad passengers crossed the Brazos River before modern bridges existed. From ferries carrying passengers across the river to trains attempting steep climbs along the riverbanks, Richmond’s history is full of innovation, resilience, and fascinating stories waiting to be rediscovered. Sometimes the most interesting discoveries come from looking at an old photograph one more time.
