Are you ready to submit your business proposal & plans?
The purpose of a pre-application conference is to create a “one-stop shop” meeting with all department representatives who form the Development Review Committee (DRC). These meetings help introduce the developers to the city’s development regulations and permitting processes. The meeting is generally attended by representatives of the following City departments: Planning Department, City Engineer, Public Works Department, Building Department, Fire Marshal, and the Fire Department.
These meetings are strongly encouraged for new development projects, and before you purchase or lease any property, as they allow the developer/ owner to discuss their proposal with the DRC.
Richmond, Texas is a ZONED city.
The City of Richmond utilizes a Unified Development Code (UDC) and an official zoning map to divide the city into specific districts, regulating land use, building, and development to maintain community standards.
One-hour long pre-application conferences may be scheduled every Tuesday morning, at 9:00 a.m., 10:00 a.m., and 11:00 a.m., depending on availability.

La Cocina Mexican Restaurant & Catering, Andres Novoa
Nominated by Kristie Phillips, Director of Development, Fort Bend Seniors Meals on Wheels, "For 19 years (would be 21 if not for covid), Owner Andres Novoa has hosted a fundraiser for our organization."

Andres Novoa fled his native country of Nicaragua in the late seventies, seeking refuge in the United States. He got his start in the restaurant business as a server and worked his way up to general manager.
Andres moved to Fort Bend County 35 years and opened his own business, La Cocina Mexican Restaurant & Catering in Richmond, TX in 2000. Five years later, he discovered Fort Bend Seniors. Novoa says “I believe that hard work and dedication will bring success in whatever you do. I have learned to be grateful and to give back to the community and I have a special place in my heart for Fort Bend Seniors Meals on Wheels.”
Upon learning of local elders’ struggle to afford or prepare meals, Andres launched one the longest running fundraisers in Fort Bend Seniors (FBS) history. For 19 years, he and his restaurant have hosted the Cinco de Mayo Fundraiser in Richmond, TX and show no signs of slowing down. Andres’ Cinco de Mayo Fundraiser has made the largest individual impact on FBS, raising over $700,000.
He supports countless fundraisers by donating food and gift certificates and is always promoting Fort Bend Seniors. In 2022, he was honored by the Houston Texans & Modelo as a Campeon De La Communidad (Champion of the Community). Andres supports, in addition to Fort Bend Seniors, Fort Bend Women’s Shelter, Saving Our Companion Animals - Fort Bend County (SOCA-FBC) West Fort Bend Women’s Charity, The LEAF Foundation, and the Wounded Warriors Project. He truly is a local champion.

Kevin Patton proudly represents our community, by being an active member of the Fort Bend Chamber of Commerce and the Central Fort Bend Chamber of Commerce. His State Farm agency has proudly presented our annual State of the City Richmond event for the City of Richmond. He has provided insurance services, with State Farm, since 1993. He truly believes in Caring For Customers. In addition, he is a member of Ever Ready Masonic Lodge #506, Rotary International, and the Houston Livestock Show & Rodeo, where he teaches Country Dance to Houston area students. He is also a member of State Farm's Chairman Circle. Mr. Patton enjoys volunteering with Habitat for Humanity, Fort Bend County Seniors " Meals On Wheels", and our local Fort Bend County school districts (Lamar CISD, Katy ISD, Stafford MISD, and Fort Bend ISD). His goal is to, "Earn your business, Daily. We Thankfully SERVE."

Texas Regional Bank is a Texas based community bank that was built on the foundation of developing a regional banking franchise committed to the success of the community. Lisa Ta joined Texas Regional Bank, Rosenberg/Richmond as Market President in 2023 and was primarily drawn to the bank’s mission of Be ‘The people you know’ in the communities we serve.
Having started her banking career in 1997 after graduating from the University of Houston with a business degree in Marketing/Sales, she has worked with retail banking, premier banking and investments and most recently with business banking, managing a robust portfolio of clients. She has always had a passion for working with clients in being able to provide personalized banking services and solutions. The Market President role combined both of her passions of building strong relationships and making an impact in the community through engagement, involvement and leadership.
“Meeting and getting to know clients to fully understand their business dynamic and provide comprehensive solutions to not only help their business grow but deepen the relationship has always been a driver for my success over the past 29 years,” she notes. “This truly aligns with TRB’s vision of Banking Texas, one relationship at a time.”
Lisa is fully committed to making an impact in Fort Bend County through her service with various local organizations. She serves on the board for Central Fort Bend Chamber and is a board member for Behind the Badge Charities that supports Fort Bend County first responders with financial assistance and scholarships. Averaging over 150 volunteer hours annually, her involvement includes serving as the vice chair for Central Fort Bend Chamber’s RISE Total Resource campaign for the past two years and is the 2026 campaign Chairperson. Additionally, she is a Class of 2026 Leadership Fort Bend participant, actively supports Lamar Consolidated ISD, and in its 2025 inaugural year, volunteered in Richmond Youth Program for Entrepreneurs’ RYPE program to assist students develop business plan financial projections. A strong community advocate, Lisa proves through her actions what it means to be committed to serving our community.
