Budget 'season' for Texas municipalities generally runs from late spring through September, as cities develop, present and ultimately adopt their annual budget. With Richmond's elected officials being presented the proposed 2026–27 budget this time of year, we thought it was a good opportunity to take a look at where Richmond's tax dollars are currently being allocated.
The FY2026 General Fund budget totals $25.37 million, supporting the services and programs that keep our community safe, maintained and moving forward. It comes as no surprise that Richmond's two public safety departments—Police and Fire—represent the largest portions of the budget, reflecting the City's commitment to protecting our residents and responding when they need us most.
But public safety is just one part of the picture. From public works and infrastructure to parks, general government and other essential services, every dollar plays a role in investing in our community.

Are you ready to submit your business proposal & plans?
The purpose of a pre-application conference is to create a “one-stop shop” meeting with all department representatives who form the Development Review Committee (DRC). These meetings help introduce the developers to the city’s development regulations and permitting processes. The meeting is generally attended by representatives of the following City departments: Planning Department, City Engineer, Public Works Department, Building Department, Fire Marshal, and the Fire Department.
These meetings are strongly encouraged for new development projects, and before you purchase or lease any property, as they allow the developer/ owner to discuss their proposal with the DRC.
Richmond, Texas is a ZONED city.
The City of Richmond utilizes a Unified Development Code (UDC) and an official zoning map to divide the city into specific districts, regulating land use, building, and development to maintain community standards.
One-hour long pre-application conferences may be scheduled every Tuesday morning, at 9:00 a.m., 10:00 a.m., and 11:00 a.m., depending on availability.

✨ BUSINESS SPOTLIGHT: Sandy McGee's Restaurant + Bar
Forty years ago, before there was ever a restaurant, there was a tiny snack bar and a brand new baby girl.
Long before Sandy McGee's opened its doors, Sandy was running the snack bar at the T.W. Davis Fieldhouse in Richmond with little money and even less restaurant experience. Then her daughter Ashley came along, and a planned six-week maternity leave turned into a decision that changed everything. She brought the cooking home, and a catering business was born out of her own kitchen.
Before either of them ever worked a shift, they were just kids tagging along at closing time.
Payton and Ashley grew up inside Sandy McGee's, back when it was still a house in Rosenberg and everyone just called it The Shop. Somewhere between the dish pit and the catering kitchen, both of them found their own place in the family business, and the work ethic that's kept it going for 40 years.
Forty years is not a finish line. It is something you hand to somebody.
The final chapter belongs to the next generation. Payton and Ashley are in their 40s now, both of them raised in this kitchen, and the conversation turns to what gets to change, what never will, and why carrying a name people already trust makes a hard business a whole lot easier to run.

Mayor Becky Haas looks at what's next. As the city kicks off its downtown sidewalk improvement project, plans are in motion to place historical plaques in front of Main Street buildings, marking what once stood there through the decades.
To build that picture, Mayor Haas has been digging through old maps and photographs, uncovering pieces of Richmond's past that even longtime residents may not know. She also shares her favorite resources for anyone wanting to research their own piece of Richmond history.

Benefiting Youth, Promoting Agriculture and Supporting Education
The first Fort Bend County Fair was held in October, 1933. The original Fairgrounds were located between Rosenberg and Richmond on Avenue H. The only interruption in the county fair was during the years of World War II. In 1974, the Fairgrounds were moved to the existing location on State Highway 36 just south of U.S. Highway 59.
The youth of Fort Bend County have been the driving force of this organization for over 80 years. Youth education has always been a primary focus of fair activities. The development of a scholarship program in 1979 has provided deserving Fort Bend County students with scholarships to Texas colleges and universities. To date, over 1,000 scholarships have been awarded to deserving students.
Through the years, the Fort Bend County Fair and Rodeo has grown into one of the largest and most successful Fairs in the State. Residents of the county eagerly anticipate visiting with friends and neighbors at some of the many activities the Fair and Rodeo has to offer during its 10-day run.
The Fort Bend County Fair Association is a 501 (c) 3 non-profit organization.
