Developer Bulletin 2020-2:
Update on Inspections of Ongoing Construction
Due to the current health concerns related to COVID-19, the vast majority of NJHMFA staff will be working remotely until further notice. Please contact Agency staff via their work email address. NJHMFA encourages all of our business partners and constituents to submit any and all documentation in an electronic format whenever possible as staff will continue to check email and review information submitted electronically.
Attention Developers:

As a reminder:   The New Jersey Housing and Mortgage Finance Agency’s  inspection process remains the same except for the following:

Requisitions for payment  are to be submitted via email to the Project Representative, who, after review, will forward if approved to the Technical Services Division for approval and payment, or, if rejected will return for correction.

Change orders  must be submitted and approved in advance of adding any to a requisition for payment. To expedite approval of change orders, justification and certification from the Architect of Record must be included with the submittal, along with a detailed breakdown of the costs.

In case you missed it:  The  New Jersey Department of Community Affairs  is, on an emergency basis, temporarily relaxing the Uniform Construction Code regulatory provisions concerning Minor work (N.J.A.C. 5:23-2.17A), Inspections (N.J.A.C. 5:23-2.18), and Certificate requirements (N.J.A.C. 5:23-2.23). The Department has also issued new guidance for construction offices on State and local plan review and inspections. Please review the notice of emergency rule adoption and the guidance document at:

Please be assured, NJHMFA staff continues to work diligently to provide you with the information you need. We will continue to provide updates through email bulletin as necessary.

Thank you.
