DSD's Finest at Work for You

Rod Sanchez and Mike Shannon
Congratulations to Roderick Sanchez, AICP, CBO, and Michael Shannon, PE, CBO, for their promotions, earlier this month, by City Manager Sheryl Sculley.

Rod Sanchez was appointed Assistant City Manager. As a member of the Executive Leadership Team, he oversees the Development Services Department, Solid Waste Management Department, Building and Equipment Services Department, Office of Historic Preservation and the Office of Sustainability.  During his 20-year tenure with the city, Rod served as Director of Development Services since 2006, and held two  Assistant Director positions, one in the Planning Department and the other in Development Services. Rod also worked in the Budget Office as an analyst.

In line with Rod's promotion, Mike Shannon was named interim Director of the Development Services Department. Mike has been with the department for 15 years where he started as the  Fire Protection and Development Services Engineer, and since 2012 has served as Assistant Director of the Field Services division. As Assistant Director, Mike was the Deputy Building Official for the City of San Antonio and supported daily inspections and code investigations, over 70 inspectors and more than 130 code enforcement staff work to ensure that building construction codes and standards are followed during construction and that the City's property maintenance codes are enforced throughout the City.

Our community is in great hands with both Rod and Mike's leadership; and should feel confident knowing that working together to keep San Antonio safe remains their number one priority for Development Services.
Amin Tohmaz, PE, Interim Assistant Director, Field Services

The Development Services Department is happy to announce that Amin Tohmaz, PE, was appointed as Interim Assistant Director over the Field Services Division on Feb. 10, 2017. In this role, Amin will assist with planning, directing, managing and overseeing the activities and operations for the division. He will also have oversight of the department's Building Inspections and Code Enforcement sections which help protect the health and safety of buildings, properties and neighborhoods within our community.

Amin started his career at Development Services in the Plan Review Section as a Senior Engineer in 2013, and was promoted two years later to Development Services Engineer where he oversaw the day-to-day Plan Review operations.

Over the last four years, Amin has done great things for the department and will be an excellent fit to our Development Services Executive Team. He can be reached at 207-0114, or emailed.

Permit Activity

Information Bulletins and Other Resources

The latest Information Bulletins (IB) are provided below:

IB 552 provides clarification on the application process for activities that include geotechnical investigations. The IB also clarifies, depending on the scope of work, when a tree affidavit or tree permit is required.

This IB was modified due to customer request for standard forms to fill out and submit for energy compliance letters to clear energy inspections prior to obtaining a certificate of occupancy.

The DSD Resources web site also offers more information, including Document Search, Forms and Applications, and Latest News.

Low Impact Development Training Coming Soon

Low Impact Development (LID) permanent stormwater best management practices (BMPs) are gaining ground as a method to manage runoff volumes and to meet water quality goals in the community. These practices often provide benefits beyond flood mitigation and water quality improvements including social, environmental and economic benefits. It is critical that these practices are constructed, inspected and maintained correctly in order to function as designed.

The San Antonio River Authority (SARA) and Bexar County developed a training program comprised of two courses for the construction inspection and post-construction inspection and maintenance of LID BMPs. The program supports Bexar County and City of San Antonio LID policies. The training program benefits planners, designers, contractors, inspectors, maintenance personnel, and BMP owners. The BMPs addressed by the courses include bioretention (e.g. rain gardens, bioswales), permeable pavement, sand filters, rainwater collection (e.g. cisterns), vegetated swales, filter strips, green roofs, and stormwater wetlands.

Training Dates for the next round of courses are:

- March 27 & 28: LID Design and Construction Inspection Registration
- May 1 & 2: Annual Inspection and Maintenance Certification

Each 1.5-day course will be held at the Urban Ecology Center at Phil Hardberger Park and provides the opportunity to take an exam for the applicable Registration or Certification credential. Credentials are posted on the SARA web site.

More details and registration information can be found on the SARA web site at www.sara-tx.org. For questions regarding the courses, please contact Lee Marlowe at (210) 302-3624.
