Memorandum of Understanding - Military Notification 
In 2008, City Council adopted an ordinance that identified several initiatives to preserve and protect the Military's Mission.  One of the initiatives was to create a Military Influence Area around military bases that requires notification to the bases when a proposed development is submitted to the Development Services Department (DSD). As such, DSD worked with Joint Base San Antonio (JBSA), and executed a Memorandum of Understanding (MOU) in December 2008 for Camp Bullis and a second MOU in May 2012 for Lackland Air Force Base.  
 
Currently, there is not an agreed upon notification process established for development occurring around the Fort Sam Houston and Randolph Military installations.  Rather than create an individual MOU for each of the respective bases, DSD worked with JBSA, Office of Military Affairs and the City Attorney's Office to propose a global MOU that establishes the notification boundaries for Camp Bullis and Lackland, and creates boundaries for Randolph and Fort Sam. The proposed notification boundaries include:
  • Camp Bullis: revised to 5 miles from the perimeter of the base (will now include property south of Loop 1604 and removes the greater than 10 acre requirement)
  • Lackland Training Annex: revised to 5 miles from the perimeter of the base and 3 miles from the perimeter of Lackland (changes from street specific boundary to a set radius distance)
  • Randolph: 5 miles from the perimeter of the base
  • Fort Sam: 1.5 miles from the perimeter of the base    
The improved notification process will continue to be an integral tool that the military will use for awareness of future developments. Upon agreement from both the City and Military, the new MOU is anticipated to be effective by early 2018.

Development Services is excited to share our latest initiative, DSD Academy. This program w as created to increase and enhance our partnership with the community and to give residents an opportunity to understand the various aspects of the development process. Each month, we will host a training session where DSD subject matter experts will offer their insight and knowledge on the topic at hand including zoning, platting, permits, inspections, code enforcement and graffiti.  
 
DSD held its first Saturday session, Zoning 101, in September, and Zoning 102 in October. Each training provided an overview of the zoning and plan amendment process.
 
Our next session, Code Enforcement Basics, will be held Saturday, Dec. 2, at 9 a.m. at the Cliff Morton Development & Business Services Center, located at 1901 S. Alamo, in the Board Room.
Join us to learn about common code violations, and get answers to the most frequently asked code questions. Seating is limited, so register today.

DSD Holiday Schedule
The Development Services Department and the Fire Marshal's office will be closed Dec. 25, 2017 through Jan. 1, 2018 in observance of the City Winter Holiday.  The office will re-open on Jan. 2, 2018, with the regular schedule of 7:45 a.m. to 4:30 p.m.
 
Inspections on Dec. 28 and 29 will be available if scheduled and paid for by 10 a.m., Friday, Dec. 22. The inspection fee over the holiday break is $100 per discipline (Building, Fire, Mechanical, Plumbing and Electrical), per inspection.

There is still time to register for the fall 2017 session. 


Registration for the December classes will be accepted through the day of each event on a space-available basis; however, we cannot guarantee a workbook or handout material for anyone who registers after the Nov. 22 deadline. Space is limited to the first 70 registrants for each session.
 
The registration fee is $150 per course. On-line registration is open. An e-mail acknowledgement will be sent once payment is made through the on-line registration system, if you pay by credit card. If you need an invoice for your records, please request one at [email protected] .
  
PLEASE NOTE OUR CANCELLATION POLICY 
Cancellation requests received after Nov. 22 are subject to a $50 cancellation fee.

Green Shade Tree Rebate
Our City Arborist reminds you to take advantage of CPS Energy's "Green Shade Tree Rebate" Program.

Trees planted in the correct locations around your house can save you up to 25% of the energy your home uses, increase property values and contribute toward a healthier environment.  And thanks to the CPS rebate program, can now put some cash back in your wallet.  To qualify for the $50 rebate:
  • Trees must be five gallons or larger and from the qualified species list on the application form.
  • Rebates of $50 for each eligible tree are awarded on a first come, first serve basis - until program funds are exhausted.
  • There is a lifetime limit of five rebates per address.
  • Application must include a photocopy of the original sales receipt for trees purchased, as well as a photocopy of a recent CPS Energy bill and be postmarked by 5/15/18.
  • Trees must be purchased between 10/1/17 and 4/30/18.
  • Tree rebate applications for 2017 - 2018 are available now.

Tony Frye, Plumbing Inspector, Building Inspections, Field Services
Plumbing Inspector Frye agreed to a Saturday inspection for a multifamily gas lock out in order to get hot water restored to the residents of the community. He responded on Friday to do the inspection, notated what needed to be corrected, and obtained permission to re-inspect on Saturday, Sept. 30, for a final inspection. He coordinated through CPS to ensure they would respond upon the inspection passing to restore the gas, and scheduled with us for a return on Saturday. We finished the corrections earlier than planned and upon calling him, he responded immediately. Inspector Frye went above and beyond to ensure the residents had their hot water returned and his professionalism and respect for the people was outstanding. Thank you for supplying such a level of Plumbing Inspectors to serve our needs.
