UDC Amendment Process Starts Jan. 1, 2020
The Unified Development Code (UDC) amendment process takes place every 5 years, at which point amendments may be submitted for consideration and recommendation through various boards and commissions.
External amendments should be limited to editing, clarifying, or rule interpretation amendments. Amendments which are not editing or clarifying may be sponsored by the Planning Commission at their discretion. All amendments need to be submitted to  by May 1, 2020.
If you are interested in participating in this process, all submittals must include a completed UDC Update Request Application indicating the point of contact name, organization (if applicable), address, phone number, email, signature, date, the basis for update, the reason for update, a brief summary of the proposed amendment, and include the cost impact statement/narrative.
Please submit your proposed amendments using the format specified in IB 558 ; be sure to include the entire code. Keep in mind requests not submitted in the proper format will be returned and considered an incomplete submittal.

Development Services will host two DSD Academy’s for those interested in learning more about the UDC process. Sessions are scheduled for Nov. 16, 2019 and Jan. 18, 2020, at 9 a.m., and will take place at the at the One Stop, located at 1901 S. Alamo, 78204, in the Board Room. Holiday Schedule
The Development Services Department will follow the City holiday schedule; the office will be closed on the following days:

DSD and the Fire Marshal’s Office will be closed Dec. 24, 2019 through Jan. 1, 2020 recognizing the City Winter Holiday. Both offices will re-open on Jan. 2. 2020, as regularly scheduled, from 7:45 a.m. to 4:30 p.m.
Inspections on Dec. 27 and 30 will be available if scheduled and paid for by 10 a.m., Friday, Dec. 20.    The inspection fee over the holiday break is $100 per discipline (Building, Fire, Mechanical, Plumbing and Electrical), per inspection. Note:  Online scheduling for inspections will not be available during the Winter Holiday Break.

New Security Measures at DSD
In an effort to enhance safety at the Cliff Morton Development & Business Services Center for our customers and staff, DSD recently implemented new security measures .

All customers will enter the front main entrance and go through the metal detectors where security personnel with wands will scan all personal belongings. This setup is similar to that found in City Council Chambers and City Hall. Please note the second floor reception area is currently closed; all customers are asked to go to the Meet and Greet counter in the customer service lobby (first floor) to check in for scheduled appointments.

DSD has also implemented a new visitor check-in system, similar to that used by the school districts. With the new system, customers will need to present a photo ID to obtain a visitor sticker, which allows them to access the employee area for customer meetings. All customers will be accompanied to and from back office areas by City staff.

When visiting the office, be sure to account for some additional time as you make plans to visit us for permits, meetings, and board and commission hearings.

Saturday Code Enforcement Hotline Now Open
On Oct. 19, 2019, DSD kicked off a new initiative, the Code Enforcement hotline. The hotline is answered by code enforcement officers and open each Saturday, excluding holidays, from 8 a.m. to 4 p.m. 
Residents are asked to call (210) 207-CODE (2633) to report the most common weekend violations directly to a code officer for quicker resolution; such violations include:

  • Working without proper permits
  • Illegal garage sales
  • Bandit signs
  • Front yard parking
  • Right-of-way obstructions
For violations observed outside the Saturday hot line hours of operation, residents are asked to call 311.
