Assembly Bill 1486 (“AB 1486”), effective January 1, 2020, revised the California Surplus Land Act (Govt. Code Sect.54220) (“Act or Surplus Land Act”) to expand requirements for local agencies. ALL potential sale/lease of public property should be reviewed regarding SLA procedures and authority to sell or lease property. If SLA is not properly followed, it may stallsale/leasing efforts, delay catalytic economic development projects and related job/tax/revenue growth which can aid post-COVID recovery efforts.

SB 780 (signed September 2021) enables EIFD and CRIA governing board members to appoint alternates to their seats, simplifies the amendment process for certain Infrastructure Financing Plan changes, and allows the creation of distinct project areas within EIFDs and CRIAs?

November 2021: A landmark partnership between Kosmont client City of Palmdale and Los Angeles County formed the largest EIFD in the Stateat over 27,000 acres investing critical infrastructure supporting housing, jobs, and services in the Antelope Valley.Shout out to Palmdale and Supervisor Barger for developing a model working partnership to get this done!!
