The military Junta holds the ideology of nationalism and uses some of its reservists as ultra-nationalist groups to spread hate speech online and offline. BHRN documented hate speech cases from Aug 1^st to Aug 31^st to do a study on analyzing hate speech. The objectives of this report are to know the spreading of hate speech, the social network of hate speech spreader and the effects of hate speech. This report expects to raise awareness by analyzing hate speech, to be able to discuss current hate speeches and to be helpful to the awareness-raising processes that aim to reduce the consequences of hate speech.

This report was compiled by monitoring selected Facebook Pages, Groups and Telegram Channels that systematically spread hate speeches. In this report, hate speech can be widely seen in terms of numerals, data, examples, cases and term usage. 

For the monthly reports of BHRN’s hate speech monitoring, 3 Facebook Pages, 16 Facebook Groups, 59 Facebook Accounts, 16 Telegram Channels and 4 Printed Media were daily monitored. The hate speeches spreading on social media and printed media were monitored and documented by standardizing with international definitions of hate speech. The different types of hate speech were analyzed to understand the hate speeches better and the targets of hate speech were also documented. The documented information was concluded in line with research methodology.

      A total of 65 hate speech cases were found during our monitoring process. The findings of this month included that hate speech spreaders were using Facebook accounts more as compared to Facebook Pages because Facebook’s user policy has been strict to Pages. When accounts were disabled, some created new accounts and some moved to Telegram channels.

(3.1) Targets of Hate Speech

      In this month’s monitoring, hate speech targets were the Islam community, Rohingya, ethnic armed organizations involved in the spring revolution, NUG, PDF, LGBTQ, and ethnic groups. In these findings, the most targeted groups were Islam Community and the Rohingya community. 

(3.2) The hate speech targeted to the Islamic community

1.  The hate speeches targeted to Islam community based on an awareness-raising video clip produced by Phaungtawoo Monastery school.

An awareness-raising video clip named as “Do not expect anything”, directed by a foreigner and produced by Phaungtawoo Monastery school, was viral on social media. The religious affairs ministry suited and arrested all the video coordinators and participants under the religious blasphemy law. Regarding that case, a Facebook account named as “Taginaung” posted that “the director of the video is a Muslim, if Quran is defamed, the punishment will be the death penalty. Islamization is knocking the monastery schools”. He also accused the director was pretending as a monk and implementing Islamization.

He wrote “that director had committed child sexual affairs. He opened an acting training and had showed inappropriate manners. The girls were coming and going to that Muslim director's room. That foreigner was a monk and had to change to a robe because of having affairs with women. Then, he changed again into a hermit because he lived with girls in the same room”. That account added, “that monk received financial support from OIC through an NGO and implementing activities against Buddhism, that monastery had a network with terrorist organizations”.   

Before the coup, Phaungtawoo Monastery used to collaborate with Civil Society Organizations (CSOs) for local development projects. Based on that, it was propagated that “the monastery was receiving financial support from OIC through NGOs. Moreover, Phaungtawoo Monastery had been prioritizing English literature rather than Burmese literature to destroy Monastery Education at all.”

Khin Maung Hnin (Kyaukpadaung) wrote that Mahawthada Monastery School, founded by ultra-nationalist groups, was very good at both education and moral teaching as compared to Phaungtawoo Monastery School. Link1 Link2 Link 3

2. It was found that a pro-nationalist account named as “Nhalonehla Kyaltapwint” using U Wirathu’s photo as background wrote, “Don’t feed tigers and don’t give a place to Kalar (Muslims). If you feed tigers, you will be eaten and if you give a place to Kalar (Muslim), you will be swallowed”.  Link
3. A nationalist activist “Ngar Min Swe” wrote that “Generation is the most important thing to preserve race and religion which are more important than love. It is quite important not to marry non-Buddhist” by tagging a photo of a brown boy and a white girl. That post was taken down on the same day he posted. Link

(3.3) Hate Speeches Targeted to Rohingya Community

1. Ma Putu, one of the strong nationalist individuals who often takes part in military support events, posted a video on her Facebook (Mahar Thway Facebook account) stating that the Sittwe Police Station arrested the Bengalis who migrated illegally from Bangladesh and sentenced them to 5 years in prison. Besides, she also mentioned the media protecting illegal migrants as the "prostitute media". She also said that the Western groups are ready to use their weapons if Kalars (Muslims) are attacked. Video

Based on a book by Professor Dr. Aye Chan titled as "The Drama of Rohingya and Real Historical Facts", it was propagated that the "Thet" ethnic group in Maungdaw faced dangers due to the terrorist activities of Mujahid, so “Thet” ethnic group had to move from Maungdaw to the inner part of Sittwe District and are now facing the danger of ethnic disappearance. It was also written that those Mujahid had transformed into the Arakan Rohingya Salvation Army (ARSA) and carried out terrorist activities, and thus “Thet” ethnic had to leave Buthidaung and Maungdaw Townships.      Link

3. The border guard police arrested 28 Rohingya accused as illegal migrants between Gorduthara Creek and Mogwin Creek in Maungdaw Township. Those included 26 men and 2 women. That news was spread by Rakhine Daily, a social network page. Link
4. Propaganda related to the sixth anniversary of genocide against Rohingya. The Daewa Nadi, a military lobby telegram channel, stated that on 25th August 2023, it had been six years since Bengalis attacked the Maungdaw border in a large scale led by the Arakan Rohingya Salvation Army (ARSA). On that day, ARSA killed all the residents and they fled away due to the crimes they committed. However, they were falsely mentioning that day as the Rohingya Genocide Anniversary.

(3.4) Hate speeches targeted to Kachin Independence Army (KIA)

1. A pro-military Telegram Channel named as “Mhine Wai” posted that “the terrorist KIA had huge casualties in battles on the Myitkyina-Mandalay highway road near Nam Sam Yang Village and they are abducting doctors from refugee camp as they had not enough doctors to heal them. They were killing and eating pet dogs due to food shortages.” That post had 55.2K viewers. Link
2. Myanmar military lobbyist “Mhine Wai” wrote that KIA, MNDAA, and KNU (ethnic armed organizations) are carrying out terrorist activities and oppressing PDF forces in their areas. Those ethnic armed organizations (EAOs) are only working for their own state and PDFs are being forced to stay and attack on front lines in battles. He also mentioned that stupid Bamar PDF are to be killed on the front lines. Link
3. Yan Naing Magway's account wrote that “KIA officers are the ones who ordered PDFs to brutally kill the monks in Sagaing and Magwe regions, and those KIA officers are Christians. The attitude of KIA Christians upon Burmese people and monks are visible based on this case”. He also posted a post titled as "Is it time to fence with our bone?", in which he mentioned, “How shall we protect ourselves from the danger of other religions and from the tragedy where Buddhism would be the least in Myanmar as Christians are taking the advantage of the conditions in which Buddhists are struggling to meet their basic needs of living, and convince them to convert into Christianity by offering money.” Link

(3.5) Hate speech cartoons and comics

1. A pro-military telegram channel named as Ka Ka Han, handled by Han Nyein Oo, posted a cartoon saying that “Although NUG/PDF says that only democracy matters in their brains but their brain map is!”. That cartoon was claiming that their real brain was full of violence, Dalan (military informer), rape, robbery, asking for donations, and burning down.
2. Military lobby Telegram Channel Ka Ka Han, handled by Han Nyein Oo, posted a cartoon saying that fugitive NUG ministers were enjoying their luxury lives by shopping and traveling abroad while PDFs were dying on the ground. Link
3. Military lobby Telegram Channel Ka Ka Han, handled by Han Nyein Oo, posted a cartoon saying that NUG is under the control of Western countries so Western countries are turning a blind eye to the fact that the NUG is killing its own people.  Link
4. A pro-military Telegram Channel named as Western 24 News shared a news with titled "ULA/AA members are fleeing across the border to abroad". He also added a cartoon featuring a character with a beard committing sexual assault to ULA/AA (which means ULA/AA is up to beard men (Muslim)). Link

(3.6) Hate speeches targeted to PDFs

1. Bamu account, a military supporter, posted that PDF women are to fight during the day and to have sexual affairs at night. Link
2. The military lobby telegram channel, Mhinewai, posted that PDF groups were given a new name as "Bank Dain" (which means Bank robber + Rapist) as they are often robbing banks and raping each other. Link
3. A military lobby telegram channel, Ko Thet, posted a status saying that “Non-Buddhist PDF/KNU and atheists are stealing the properties of Pagodas after the Lakhat Mountain Battle. Some Buddhist KNU/PDFs reported that news”. Link

(3.7) Hate speeches targeted to AA (Arakan Army)

1. A military lobby telegram channel, Min Chit Oo, posted that “AA providing sniper training to BPLA (Bamar People's Liberation Army) is not their true attitude and they are intending the Burmese people to fight against each other”. Link

Hate speeches reported in printed media have been restated according to the terms that were originally used.

4.1 Hate speeches related to Rohingyas and Muslims



“Among the ten ASEAN countries, some countries are dealing with Myanmar not in positive intention but with destructive behaviors, and are jointly implementing the US strategy of blocking China. The OIC is also considering the construction of Muslim belt along Myanmar's coastal region, together with the issue of Bengali Kalars (Muslims) in northern Rakhine. In 2023, the ASEAN rotating Chairmanship is Indonesia, which is a member of OIC and they are trying to create a government influenced by the Western groups and OIC in Myanmar”.

“The Bengalis, recognized by the NUG as Rohingya, have a very high population growth rate. They have at least four wives, and if they can feed them, they can take up to 7 wives. There are between 40 and 70 people living together in same house. When I visited a Kalar (Muslim) village, I asked a 10-year-old girl if she was his daughter, but she replied that she was his wife. Those women are not allowed to leave the house. The Prime Minister of Bangladesh wants the Bengalis to go back and those who do not want them to return are the UN and NGOs. The group that does not want them to return the most is the NUG, who has promised to give them Rohingya name and ethnicity in return of taking the OIC supports”.

4.2 False accusations upon revolutionary armed groups based on religion

“The construction of Marawizaya (Buddha Statue) started in 2018, and the NLD government did not support this construction. Although they did not support it, Myanmar military implemented the construction step by step. This time (period) might be considered as the time to recover the loss of Buddhism from the time of Daw Suu Kyi’s administration. NLD administration allowed the Muslim religious leaders to sit on the monks’ thrones, then, Buddhist monks were asked to worship them. Because of Suu Kyi had the opinion that Buddha was just an ordinary man of the Indian subcontinent, PDFs began to carry out killing monks, raping and robberies nowadays”.

“If you look at the history of insurgencies in Myanmar, there were only insurgencies that killed the citizens. The groups that destroyed the temples and attacked the monks the most were only KIA, CRPH, NUG, PDF. They were the cruelest. If you look at the political strategy of the NLD party, it is only the strategy that the laymen like. In this month's findings, the KIA are placing the PDFs in the frontline and forcing them to die in the upper part of Myanmar where the revolution has been accelerated. They are mainly attacking monks and temples to make Buddhism disappear as they are Christians. And NUG took the support from OIC to eliminate race and religion, and they are working on the promise of giving ethnic identity to the Rohingyas. Along these lines, it has been found that hate speeches have been written both online and in the printed media connectively, linking the armed revolution to religion.

ယခုအစီရင်ခံစာသည် သတ်မှတ်ရွေးချယ်ထားသည့် facebook လူမှုကွန်ယက်မှ page များ၊ group များ၊ telegram channel များကို လေ့လာစောင့်ကြည့်ပြီး စနစ်တကျဖြန့်ဝေထားသည့် အမုန်းစကားများကို လေ့လာမှတ်တမ်းတင်ပြီး ဖော်ပြထားပါသည်။ ယခုအစီရင်ခံစာတစ်ခုလုံးတွင် အမုန်းစကားများကို ကျယ်ကျယ်ပြန့်ပြန့်တွေ့နိုင်ပြီး ကိန်းဂဏန်းများဖြင့်လည်းကောင်း၊ အချက်အလက် သာဓကများဖြင့်လည်းကောင်း၊ ဖြစ်ရပ်များအားလည်းကောင်း၊ အသုံးအနှုန်းများ ကိုလည်းကောင်း တွေ့ရှိလေ့လာနိုင်ပါသည်။

BHRN ၏ အမုန်းစကားများလေ့လာမှု လစဉ်အစီရင်ခံစာများတွင် စံသတ်မှတ်ထားသည့် facebook page (၃)ခု၊ facebook group (၁၆) ခု၊ facebook account (၅၉) ခု၊ telegram channel (၁၆)ခုနှင့် ပုံနှိပ်မီဒီယာ(၄) ခုတို့ကို နေ့စဉ် လေ့လာစောင့်ကြည့်မှုပြုလုပ်ပါသည်။ ဆိုရှယ်မီဒီယာများနှင့် ပုံနှိပ် မီဒီယာများတွင် တွေ့ရှိရသည့် အမုန်းစကားများကို လေ့လာစောင့်ကြည့်မှတ်တမ်းတင်ပြီး နိုင်ငံတကာ အမုန်းစကားအဓိပ္ပာယ်သတ်မှတ်ချက်များနှင့်အညီ ခွဲခြမ်း စိတ်ဖြာ မှတ်တမ်းသွင်းပါသည်။ အမုန်းစကားများကို ပိုမိုနားလည် သဘောပေါက်စေရန် အမုန်းစကား အမျိိုးအစားများကို ခွဲခြမ်းစိတ်ဖြာမှုများပြုလုပ်ပြီး အမုန်းစကား ဦးတည်ပစ်မှတ်များကိုလည်း မှတ်တမ်းသွင်းမှုကို ပြုလုပ်ပါသည်။ လေ့လာစောင့်ကြည့်မှတ်တမ်းသွင်းထားသည့် အချက်အလက်များကို သုတေသနနည်းနာများဖြင့် သုံးသပ်ဖော်ပြထားပါသည်။ 

ကျွန်ုပ်တို့ယခုလလေ့လာစောင့်ကြည့်မှုတွင် အမုန်းစကားအရေအတွက် (၆၅) ခုကိုတွေ့ရှိခဲ့ပါ သည်။ ယခုလတွေ့ရှိချက်များတွင် facebook Page များကို အမုန်းစကားဖြန့်ဝေသူများသည် facebook ၏ သုံးစွဲသူမူဝါဒများကို တင်းကြပ်စွာဆောင်ရွက်လာသဖြင့် သုံးစွဲမှု လျော့ကျလာပြီး acc များကို ပိုမိုအသုံးပြုလာကြသည်။ Account များပျက်ပါက အကောင့်သစ်များဖွင့်ခြင်းနှင့် Telegram channel များကို ပြောင်းလဲအသုံးပြုလာကြသည်။ 

(3.1) အမုန်းစကားဦးတည်ပစ်မှတ်များ

ယခုလ လေ့လာစောင့်ကြည့်မှုတွင် တွေ့ရှိရသည့် အမုန်းစကားများ၏ ဦးတည်ပစ် မှတ်များမှာ အစ္စလာမ်ဘာသာဝင်များ၊ ရိုဟင်ဂျာများ၊ နွေဦးတော်လှန်ရေးတွင် ပါဝင်နေသည့် တိုင်းရင်းသားလက်နက်ကိုင်အဖွဲ့အစည်းများ၊ NUG၊ PDF၊ LGBTQ၊ တိုင်းရင်းသားလူမျိုးစုများနှင့် ပတ်သက်သည့် အမုန်းစကားများကို တွေ့ရှိရပါသည်။ ယခုတွေ့ရှိမှုတွင် အမုန်းစကားဦးတည် တိုက်ခိုက်ခံရမှု အများဆုံးမှာ အစ္စလာမ်ဘာသာဝင်များနှင့် ရိုဟင်ဂျာများဖြစ်ပါသည်။

(3.2) အစ္စလာမ်ဘာသာဝင်များအပေါ် ဦးတည်သည့် အမုန်းစကား

1.  ဖောင်တော်ဦးဘုန်းတော်ကြီးသင်ပညာရေးကျောင်းမှ ပညာပေးရုပ်သံလူမှု ကွန်ယက်တွင် ပျံ့နှံ့လာမှုနှင့် စပ်လျဉ်း၍ အစ္စလာမ်ဘာသာဝင်များနှင့် ပတ်သက်သည့်အမုန်းစကားများ

        မန္တလေးဖောင်တော်ဦးဘုန်တော်ကြီးသင်ပညာရေးကျောင်းတွင် “ဘာမှ မမျှော်လင့်ပါနဲ့” ဓမ္မပညာပေးဇာတ်လမ်းအား နိုင်ငံခြားသား ဒါရိုက်တာတဦးမှ ရိုက်ကူးခဲ့ပြီး လူမှုကွန်ယက် တွင်ပျံ့နှံ့ခဲ့သည်။ ထိုသို့ပျံ့နှံ့ပြီးနောက်တွင် သာသနာရေးဝန်ကြီးဌာနမှ သာသနာညှိုးနွမ်းစေမှုဖြင့် တရားစွဲကာ ပါဝင်သူဦးဆောင်သူအားလုံးကိုဖမ်းဆီးခဲ့သည်။ ထိုဖြစ်စဉ်နှင့်ပတ်သက်ပြီး သာဂီကနောင် အကောင့်မှ ဒါရိုက်တာသည် အစ္စလာမ်ဘာသာဝင်ဖြစ်ကြောင်း စွပ်စွဲရေးသားပြီး ကိုရမ်ကျမ်း စာအုပ်ကို စော်ကားကြည့်ပါက သေဒဏ်ဖြစ်ပြီး ဘကကျောင်းများကို အစ္စလာမ်မိုက်ဇေးရှင်း ခေါက်နေပြီဟု ရေးသားဖော်ပြခဲ့သည်။ ထိုဒါရိုက်တာမှာ သင်္ကန်းပတ် အသွင်ယူပြီး အစ္စလာမ်မိုက်ဇေးရှင်းကို ဆောင်ရွက်နေသူဟု စွပ်စွဲပြောဆို ရေးသားခဲ့သည်။

         ထိုဒါရိုက်တာသည် ဘကကျောင်းရှိ ကလေးငယ်များအား သက်ငယ်လိင်မှု ဆိုင်ရာများ ကျူးလွန်ထားမှုကို တွေ့ရှိထားကြောင်း၊ သရုပ်ဆောင်သင်တန်းဖွင့်ပြီး မဖွယ်မရာပြုကျင့်ခဲ့ကြောင်း နှင့်ကလေးမများသည်ထိုအစ္စလာမ်ဘာသာဝင်ဒါရိုက်တာ အိပ်ခန်းထဲသို့ အဝင်အထွက်ရှိကြောင်း စွပ်စွဲရေးသားထားသည်။ ထိုနိုင်ငံခြားသားမှာ ယခင်က ရဟန်းအနေဖြင့် နေခဲ့ရာ မိန်းမကိစ္စကြောင့် ကိုရင်ဝတ်အဖြစ် ပြောင်းခဲ့ရပြီး ကိုရင်ဝတ်စဉ်ကလဲ မိန်းကလေးများနှင့် တခန်းထဲနေသည့် အတွက်ကြောင့် ရသေ့ဝတ်ထားရကြောင်းလဲ ဝါဒဖြန့်ရေးသားခဲ့သည်။ ထိုဆရာတ်ောမှာ NGO တခုမှ တဆင့် OIC အထောက်အပံ့များဖြင့် ထေရဝါဒဗုဒ္ဓဘာသာအား သွေဖယ်သည့် အလုပ်များကိုလုပ်ပြီး NLD မဲဆွယ်ပွဲများတွင် ကလေးတွေကိုအသုံးချသည့် NLD အစွန်းရောက်ဆရာတော်များဖြစ်ကြောင်းနှင့် ထိုကျောင်းသည် အကြမ်းဖက်အဖွဲ့ အစည်းများနှင့် အဆက်သွယ်ရှိိနိုင်ကြောင်းလဲ ဝါဒဖြန့်ရေးသား ထားသည်။ ဖောင်တော်ဦး ဘကကျောင်းသည် ယခင် အာဏာမသိမ်းမီ 2021 မတိုင်ခင်ကာလများတွင် အရပ်ဖက်အဖွဲ့အစည်းများဖြင့် ဒေသန္တရ ဖွံ့ဖြိုးတိုးတက်ရေးလုပ်ငန်းများကို ဆောင်ရွက်ခဲ့သည့် ကျောင်းတစ်ခုလဲဖြစ်သည်။ ထိုအချက်ကို အခြေခံပြီး ဖောင်တော်ဦးကျောင်းသည် NGO များမှတဆင့် OIC မှ အထောက်အပံ့ယူပြီး သာသနာပျက်အောင် နိုင်ငံခြားသားရသေ့က ပူးသတ်နေကြောင်း ဝါဒဖြန့်ဖော်ပြခဲ့ ကြသည်။ ထို့ပြင် ဖော်တော်ဦးကျောင်းသည် မြန်မာစာထက် အင်္ဂလိပ်စာတတ်ရေးကို ပိုအားပေးပြီး ဘုန်းကြီးကျောင်းသင်ပညာရေးကို အလုံးစုံပျက်အောင် လုပ်နေသည့်ကျောင်း ဟုလည်းဖော်ပြလာကြသည်။

1.            ထို့ပြင် အမျိုးသားရေးအစွန်းရောက်အဖွဲ့များမှ တည်ထောင်ထားသော မဟော်သဓာကျောင်းနှင့် နှိုင်းယှဉ်၍ မဟော်သဓာကျောင်းသည် ပညာရေးလည်းကောင်းသလို စာရိတ္တကောင်းအောင် သင်ပေးသည့် အတွက် အတုယူစရာကောင်းကြောင်း ခင်မောင်နှင်း (ကျောက်ပန်းတောင်း) မှရေးသားခဲ့သည်။ Link1 Link2 Link 3

ယခုလတွေ့ရှိမှုများတွင် လူမှုကွန်ယက်နှင့် ပုံနှိပ်မီဒီယာများတွင် တော်လှန်ရေးအရှိန်ကောင်းနေသည့် မြန်မာပြည်အထက်ပိုင်းတွင် KIA သည် ခရစ်ယာန်ဘာသာဝင်များဖြစ်သည့်အတွက် PDF များကိုရှေ့တန်းတင်ကာ အသေခံခိုင်းပြီး ဗုဒ္ဓဘာသာအား ကွယ်ပျောက်အောင် သံဃာများနှင့် ဘုရားကျောင်းကန်များကို အဓိက ဦးတည်တိုက်ခိုက်နေကြောင်းနှင့် NUG သည် အမျိုးဘာသာသာသနာပျောက်ကွယ်ရေးအတွက် OIC၏ အထောက်အပံ့များကိုယူကာ ရိုဟင်ဂျာများကို တိုင်းရင်းသားပေးမည်ဟု ကတိပေးလုပ်ဆောင်နေကြသည်ဟူသော လက်နက်ကိုင်တော်လှန်ရေးနှင့် ဘာသာရေးကို ချိတ်ဆက်ကာ အမုန်းစကားများအား အွန်လိုင်းနှင့် ပုံနှိပ်မီဒီယာတို့တွင် ဟန်ချက်ညီညီရေးသားလာကြသည်ကို တွေ့ရှိရသည်။
