The Myanmar military and its supporters have been spreading religious hate speeches targeting ethnic minorities and religious minorities to create division and disunion among the revolutionary forces. The junta is disseminating its ideology by means of hate speech. Moreover, the 2021 coup accelerates persecution, marginalization and violence against persecuted communities. The junta is using hate speech as a tool to create fear and disunion among the communities. The military is trying to keep their power longer and to continue their persecution by creating hate speeches that target ethnic and religious groups.

The junta and its supporters are circulating hate speeches in various ways, via both online and printed media, to deviate public attention from revolution.



The objective of the BHRN monthly report is to monitor and analysis hate speeches circulated by the military and its supporters. BHRN documented a total of 120 hate speech cases in February 2024.

Research Methodology

As hate speech is a term that comes from emotion, there is a wide spectrum in defining it, not a specific one. BHRN, therefore, standardizes the definition of hate speech for this report as follows. Hate speech in this report means aggressiveness and hatred against protected characteristics of a person or a group, blaming, discriminative expression, writing, gesture, or art expression of excoriation, or dehumanization.



It means attacking someone’s faith, language, gender, sexual orientation, origin, ethnicity, skin colour, race, belief, citizenship and physical appearance. The monitored hate speeches were categorized as (1) Criminalizing Hate Speech, (2) Abusive Hate Speech, (3) Dehumanizing Hate Speech, (4) Violence Inciting Hate Speech, (5) Threatening Hate Speech, and (6) Hate Speech that supports prejudicial actions inspired by hate speech.

BHRN has daily documented hate speech terms and usages found in the contents –based on the current political crisis - disseminated by the military.

This report was written after monitoring both online and printed media which were used by Junta and its supporters to spread their hate speeches. Especially, BHRN has monitored 9 Facebook groups, 42 Facebook Accounts, 18 Tiktok Accounts, 28 Telegram Channels, and 4 Printed Media within February 2024.

Junta’s Propagative Methodology

The Myanmar junta is using hate speech to boost its propagative mechanism. The propagative mechanism includes repeating something again and again, dominating mentality, deception and manipulating data. By using those techniques, the Myanmar junta is creating narratives that promote their image as “the protector of the nation and the religion”.

The junta is using hate speech to stimulate serious emotions such as aggressiveness, fear and indignation. The junta is using those emotions to create hatred against its targeted area and organizations by means of fabricated cases and distortive information. This can lead to giving up and disunion among revolutionists.

This disunion will lead to a situation in which the people focus on raising questions and blaming each other among the community rather than focusing on fighting against persecuted policies of the military.

Context of misinformation as hate speech

In this report, BHRN has analysed hate speech in the context of the ongoing political tensions in Myanmar. Sometimes, when measured by international standards, what might look like misinformation takes on a different significance in the aftermath of the 2021 coup. This is because misinformation, particularly when aimed at individuals, groups with opposing political beliefs, or minority religious communities, can have severe consequences, even leading to loss of life and the intensification of religious and community conflicts.

Hate speech in Myanmar's current political climate is more than just false information; it can be a catalyst for very real and harmful outcomes, especially in the post-coup environment. Understanding this complex relationship between hate speech, misinformation, and their tangible impacts is crucial for grasping the region's broader social, political, and intergroup dynamics.

A total of 120 hate speech cases were found during BHRN’s monitoring process this month. When Facebook accounts were disabled, some created new accounts and some moved to Telegram channels. The military mainly used Telegram channels to spread hate speeches and the hate speeches were done through the cartoons more in this month.

Hate speech targets and expressions

In this month’s monitoring, the group targeted by hate speech the most was AA and the second was PDF and the third was Muslim community. Moreover, hate speeches targeting Rohingyas and ethnic groups were monitored as well.

In addition, the most used terms of hate speeches for this month are "kel war (a word that refers to dog in Rakhine State), dog, cow, terrorist, Kalar (a derogatory term referring to Muslim), the one who does not eat pork (referring to Muslim), beggar, Jihad (a term used by ultra-nationalists in Myanmar to portray Muslims as terrorists), gay, illegal Bengali (referring to Rohingya) and prostitute.”

Hate Speeches Targeting to Ethnic Armed Organizations

A pro-military Telegram Channel named as “Thazin Oo” posted that “In Rakhine, even the kids of 12-year-old and 13-year-old are with grenades and knives and dare to do anything. Everyone who has been to Rakhine know that fact. All Rakhine people are Jihad.” Jihad is a term used by ultra-nationalists in Myanmar to portray Muslims as terrorists. That post used Criminalizing Hate Speech describing Rakhine ethnic as Jihads and terrorists.

A pro-military Telegram Channel named as “Truth Media” posted that “While the revolutionary forces were attacking the Saingpyin camp, there were no more villagers in the villages. Thus, it is time to bomb the villages with aircrafts and make it a holocaust. Besides, PDFs and Ta'ang National Liberation Army (TNLA) are also encamp in the villages. Hence, they all need to be killed in airstrikes”. That post used Dehumanizing Hate Speech against TNLA groups and revolutionary forces by comparing them to monkeys and dogs.

Hate Speeches targeted to Muslim Community and Rohingya Community

The Facebook account named as Mi Pan Chittae Thakhin KoKo Latt posted in a military supporters’ Facebook group named MaPuTu (Mikhalma) that “Rohingya who are outlanders, pretended to be citizens and launched jihad movement against 30 camps in Rakhine. When the military did clearance operation against them, they created the drama that the military is committing genocide against its own citizens.

A pro-military Telegram Channel named as “Thadintaman” posted that “In Kawkareik township, PDFs encamp in peaceful areas now. They are in the areas where Non-Buddhists (Muslims) mostly live and those people gave cows and goats to PDFs and also cooked for them. They stored the weapons and ammunitions of PDFs in their religious buildings. Those Non-Buddhists (Muslims) are disguising and selling motorbikes stolen by PDF from all over the township.

Almost all the places of our religious buildings have been destroyed but nothing happened to their religious buildings.” Muslims in Kawkareik are mainly supporting the PDFs and the military should tear down the Muslims and their religious buildings in Kawkareik. That post used Criminalizing Hate Speech against PDFs. It also used Abusive Hate Speech against Muslims.

Hate speech comparing AA to Kelwar (referring to a dog or a wild dog)

A pro-military Telegram Channel named as DOROR WADDY Media posted that “In the sub-township of the Toungup Township, the ULA/AA Kel War (dog) group gathered the villagers and asked them to bring back their children working in Yangon. AA is forcing those children to join the AA group.

A pro-military Telegram Channel named as “Aungsitthal” posted that “The inhumane folks from the AA Kel War group arrested their subordinate saying he run away without fighting. They forced him to dig his own grave and brutally beat him to death. What an inhuman organization!” That post used Criminalizing Hate Speech against AA. It also used Dehumanizing Hate Speech against ULA/AA group by describing them as kelwar (wild dogs).

A pro-military Telegram Channel named as Sandi Myint Aung posted “Look at this to know how AA wild dogs killed our soldiers. Don’t hesitate when they fall into our hands. There are a lot to be revenge in Rakhine State now”. It was stimulating to revenge AA. That post used Dehumanizing Hate Speech against AA by comparing them to wild dogs.

Hate Speech in Cartoons

A Telegram Channel named as “Sitthway” posted a cartoon of a crowd surrounded by growling dogs and those dogs labelled as PDFs are about to bite the crowd. It has been over 3 years that the terrorists and their partners, who are working only for their profits under the title of revolution, have been killing innocent citizens with anger, accusing them of not standing on their side. That post used Dehumanizing Hate Speech against PDFs by comparing them to dogs.

Hate speech targeted to NUG, PDF

A Telegram Channel named as Naung Taw Lay posted a broadcasted live video of Pouk Ko Taw, an ultranationalist monk and a military lobbyist. The caption of that live video is "I will say what should be said about PDFs who have turned into cows from pure humans and to make them human again." That video used Dehumanizing Hate Speech against PDFs by comparing them to cows.

A Telegram Channel named as Ka Ka Han posted that “In fact, all the fugitives of the terrorist NUG/CRPH are just the beggars, in the name of the revolution.” That posted used Abusive Hate Speech against NUG by describing them as fugitives and beggars.

Hate speech targeted to Women

The Facebook account Mi Pan Chittae Thakhin KoKo Latt posted in a military supporters’ Facebook group named as MaPuTu (Mikhalma) that “A rebel is a rebel, they will do the things secretly, they will act like women who are guileful. So, don’t be negligent, dear soldiers.” That posted used Abusive Hate Speech against women using the phrase – “A woman’s actions, a woman’s cunning” meaning women are dishonest and guileful.

A Telegram Channel named as Min Chit Oo posted that “Before the Mrauk-U battle, AA had arrested and killed Burmese civil servants even if they hid in the villages. Since 2018, there have been many incidents of being killed and arrested than Kyauktaw incident.” That post labelled the Rakhine woman who urged not to come to Yangon in order to refuge from war as “Bibima”. Bibima is the term used to call prostitutes in Rakhine State. That posted used Abusive Hate Speech against women.

Conclusion

In this month, it was found that the military used religious and Burmese supremacy ideology to do their propaganda. Hate speech expressions such as "Jihad, non-pork eater" have been intentionally spread to create conflicts based on religious hatred. In addition, it is figured out that hate speech attacks targeted at ethnic groups are being accelerated. The ethnic groups are called by the names of animals in local terms and also called by the local term for prostitute. There are also writings to dehumanize the People's Defense Force and Ethnic Armed Groups leading revolutions.

They did not harm the Non-Buddhists because Kyaw Thet married to a non-pork eater girl whom was gifted by a Muslim group in Mae Sot city.
• “The photo of PDF leader in Shwebo Township, Zaw Gyi @ Htun Soe” Tebopin village in Shwebo Township is a Muslim, non-pork eaters' village where only Muslims live in. In addition, non-pork eaters Muslims also live in Myothit, Myohla, Kan Thar Kone villages in Shwebo Township. As long as you cannot yet separate between the people from our side, enemy, urban guerrillas, etc. or slow to revenge, it is not easy to control the PDFs in Sagaing Region.
• ULA/AA Kelwar (dog) group forcefully call back the youths working in Yangon for their new recruits

In the sub-township of the Toungup Township, the ULA/AA Kelwar (dog) group gathered the villagers in a monastery and asked them to bring back their children who are currently working in Yangon. A resident said, "The village administrator forced us to come and asked us to bring back our children who are working in Yangon and make them join AA group. We are scared of them in the village. Our children do not want to come back as they are doing well and getting a fixed salary in Yangon. But we are bringing their children back to the village as we have to be afraid of AA.” After suffering several losses on the battlefield in northern part of Rakhine state, AA kelwar group is forcefully recruiting youths.

The PDFs are lack of common sense and are threatening and killing monks and the people who are not on the same page with them as they are being manipulated by the KIA and instigated by the NUG.

Only 0.5 million dollars can be shown on the record and the rest of 8.5 million dollars are lost. NLD party members are complaining as they are dissatisfied upon it. Party members in the country are also irritated as they did not receive anything. Three representative persons from Ministry of Home Affairs and Ministry of Defense said that they would resign as a responsibility.

The post caption is "The NUG/CRPH is sending only the little portion of the money given by the dumb people. NUG then are using all of the money they received for themselves. These are not fake news. Here is an evidence. In fact, all the fugitives of the terrorist NUG/CRPH are just the beggars, in the name of the revolution."

Have we ever mistreated or tortured Rakhine people living in our Burma? It is not Burmese people who are creating ethnic conflict. lt is your leader dog Myat Naing. Before the Mrauk-U battle, AA had arrested and killed Burmese civil servants even if they hid in the villages. စစ်ကောင်စီသည် အမုန်းစကားများကို အသုံးချ၍ ဝါဒဖြန့်ခြင်းသည် ၎င်းတို့၏ ဝါဒဖြန့်မှုကို ထိထိရောက်ရောက် အသုံးပြုလျက်ရှိသည်။ ထိုဝါဒဖြန့်နည်းလမ်းများတွင် ထပ်ခါတလဲလဲပြောဆိုရေးသားခြင်း၊ စိတ်ပိုင်းဆိုင်ရာ ကြိုးကိုင်ခြယ်လှယ်ခြင်း၊ လှည့်စားခြင်းနှင့် အချက်အလက်များကို ကောက်နှုတ်ရွေးချယ်တင်ပြခြင်းတို့ ပါဝင်သည်။ ထိုနည်းလမ်းများကို ကျင့်သုံးခြင်းဖြင့် အာဏာရှင်စစ်တပ်သည် ၎င်းတို့၏ အတွေးအခေါ်ကို မြှင့်တင်ပေးသည့် ဇာတ်ကြောင်းများကို ဖန်တီးကာ “တိုင်းပြည်အား ကာကွယ်ပေးနေသူများအဖြစ်လည်းကောင်း၊ အမျိုးဘာသာ သာသနာအား စောင့်ရှောက်သူများအဖြစ်လည်းကောင်း ပုံဖော်ထားကြသည်။

အမုန်းစကားများကို အသုံးပြု၍ စိတ်အလိုမကျမှု၊ ဒေါသဖြစ်မှု၊ ကြောက်ရွံ့မှု သို့မဟုတ် နာကြည်းမှုကဲ့သို့သော ပြင်းထန်သော စိတ်ခံစားမှုများကို လှုံ့ဆော်ပေးသည့် ဝါဒဖြန့်ဖြန့်ကျက်မှုကို အသုံးပြုလျက်ရှိသည်။ စစ်အစိုးရသည် ပစ်မှတ်ထားသော နယ်မြေများ၊ အဖွဲ့အစည်းများနှင့် ပတ်သက်သည့် စွပ်စွဲထားသော ဖြစ်ရပ်များ သို့မဟုတ် ပူးပေါင်းဆောင်ရွက်မှုများကို ပုံဖျက်ထားသည့် ဖြစ်ရပ်များကို အဆိုပါ စိတ်ခံစားမှုများကို အသုံးချပြီး ပြည်သူများအကြားရောက်ရှိအောင် ဖြန့်ဝေသည့်နည်းကို အသုံးပြုသည်။ ထိုသို့ပြုလုပ်ခြင်းဖြင့် ပြည်သူများသည် တော်လှန်ရေးအပေါ် စိတ်လျော့ခြင်း၊ အချင်းချင်းစိတ်ဝမ်းကွဲမှုများကို ပိုမိုဖြစ်ပေါ်စေနိုင်သည်။

ထိုသို့ အချင်းချင်းအကြားစိတ်ဝမ်းကွဲမှုများဖြစ်ပေါ်သည့်အခါ လူ့အဖွဲ့အစည်းသည် စစ်တပ်၏ ဖိနှိပ်ချုပ်ချယ်သော မူဝါဒများကို အပြစ်တင်ခြင်း၊ မေးခွန်းထုတ်ခြင်းဘက်သို့ အာရုံမရတော့ပဲ လူ့အဖွဲ့အစည်းအကြား အချင်းချင်း မေးခွန်းထုတ်ခြင်း၊ စိတ်ပျက်မှုများဖြစ်ပေါ်ခြင်းနှင့် နာကြည်းမှုများဖြစ်ပေါ်ခြင်းတို့ကို ဖြစ်ပေါ်စေသည်။

BHRN ၏ ယခုလလေ့လာစောင့်ကြည့်မှုတွင် အမုန်းစကားအရေအတွက် ( ၁၂၀ ) ခုကိုတွေ့ရှိခဲ့ပါသည်။ Facebook Account များပျက်ပါက အကောင့်သစ်များဖွင့်ခြင်းနှင့် Telegram channel များကို ပြောင်းလဲအသုံးပြုလာကြသည်။ စစ်ကောင်စီသည် ၎င်းတို့၏ ဝါဒဖြန့်ဝေမှုအား Telegram channel များကို အဓိကထားအသုံးပြုပြီး အမုန်းစကားများကို ကာတွန်းများဖြင့် ဖော်ပြလာမှုကိုတွေ့ရှိလာရပါသည်။

အမုန်းစကားဦးတည်ပစ်မှတ်များနှင့် အသုံးအနှုန်းများ

ဖေဖော်ဝါရီလ လေ့လာစောင့်ကြည့်မှုတွင် တွေ့ရှိရသည့် အမုန်းစကားများ၏ ဦးတည်ပစ်မှတ်များမှ ယခုတွေ့ရှိမှုတွင် အမုန်းစကားဦးတည် တိုက်ခိုက်ခံရမှု အများဆုံးမှာ AA ဖြစ်ပြီး၊ ဒုတိယတိုက်ခိုက်မှုအများဆုံးမှာ PDF အဖွဲ့ဝင်များ တတိယအများဆုံးမှာ အစ္စလာမ်ဘာသာဝင်များတို့ဖြစ်သည်။ ထို့ပြင် ရိုဟင်ဂျာများနှင့် တိုင်းရင်းသားမျိုးနွယ်စုများကို ဦးတည်တိုက်ခိုက်သည့် အမုန်းစကားများကိုလည်း တွေ့ရှိရသည်။

      ထို့ပြင် ယခုလတွင် အမုန်းစကားများတွင် အသုံးအများဆုံးအသုံးအနှုန်းများမှာ ခဲဝါ (ရခိုင်ဒေသတွင် ခွေးအ,ကို ခေါ်ဝေါ်သည့်စကား) ၊ ခွေး ၊ နွား ၊ အကြမ်းဖက်၊ ကုလား ၊ ဝက်မစား ၊ ခွက်ခေါက်သူတောင်းစား ၊ ဂျီဟက် ၊ အခြောက်မ ၊ ခိုးဝင်ဘင်္ဂါလီ၊ ဖာ စသည်တို့ ဖြစ်သည်။

တိုင်းရင်းသားမျိုးနွယ်စုများအပေါ် ဦးတည်တိုက်ခိုက်သည့်အမုန်းစကားများ

ရိုဟင်ဂျာများသည် လူမျိုးခြားများဖြစ်ပြီး နိုင်ငံသားများအယောင်ဆောင်ကာ ရခိုင်တွင် စခန်း ၃၀ လောက်ကို ဂျီဟတ်လုပ် တိုက်ခိုက်ခဲ့ကြသည်။ စစ်တပ်အနေဖြင့် နှိမ်နင်းသည့်အခါ နိုင်ငံသားများကို လူမျိုးတုံးသတ်ဖြတ်သည်ဟု ဇာတ်လမ်းထွင်ခဲ့ကြသည်။

မြောက်ဦးတိုက်ပွဲမဖြစ်ခင်တုန်းက ဗမာဝန်ထမ်းတွေကို ဖမ်းဆီးသွားတာရွာတွေထဲပုန်းရင် လိုက်ရှာ သတ်ဖြတ်တာတွေကို AA မှဆောင်ရွက်ခဲ့သည်။ ၂၀၁၈ တည်းက ဖမ်းခံရသတ်ခံရတာ ကျောက်တော်ဖြစ်စဉ်ထပ်အများကြီးရှိခဲ့ကြောင်းနှင့် ရန်ကုန်မြို့သို့ စစ်ဘေးရှောင်မလာကြရန် တိုက်တွန်းထားသည့် ရခိုင်အမျိုးသမီးအား ဘိဘီမ ဟု ခိုင်းနှိုင်းရေးသားထားပါသည်။ ဘိဘီမ သည် ရခိုင်ပြည်နယ်တွင် ပြည့်တန်ဆာ(ဖာ) များကို ခေါ်ဝေါ်သော အသုံးအနှုန်းဖြစ်သည်။ အမျိုးသမီးများအား  နိုင့်ထက်စီးနင်း စော်ကားရေးသားသည့် အမုန်းစကားကို Min Chit Oo တယ်လီဂရမ် ချန်နယ်မှ ဖော်ပြ ထားပါသည်။ မူရင်းပို့စ် Min Chit Oo
