The international container business is booming. The number of shipping containers moving through U.S. ports has increased significantly over the last ten years, but Louisiana doesn't have a port that can handle newer, larger ships. Louisiana's future depends on investments in a trade-based economy.

 

The Louisiana International Terminal in St. Bernard Parish will serve vessels of all sizes. By keeping Louisiana connected to global markets, the terminal will be an economic engine for generations to come.


We anticipate phased construction to begin around 2025 (pending permits) with one berth opening in 2028. Full build-out is expected around 2050.

Economic Impact

The state, southeastern Louisiana, and St. Bernard Parish will benefit from the economic opportunities provided by the Louisiana International Terminal. The project will be a major economic driver, according to an economic study prepared by Dr. Dek Terrell with Lewis Terrell and Associates at LSU.


Meanwhile, if the proposed container terminal is not built, Louisiana's economy will lose international trade, thousands of jobs, and millions in tax revenue that exist today.

Terminal Layout


Port NOLA is delighted to share a revised layout proposal for the Louisiana International Terminal. Guided by community feedback, this layout keeps St. Bernard Highway along the river without compromising terminal operations.

St. Bernard Transportation Corridor

The Louisiana International Terminal will serve as a catalyst to align federal and state partners to make a long-imagined public roadway in Lower St. Bernard a reality. Port NOLA is working with various transportation partners to facilitate the design and construction of a new roadway connecting Lower St. Bernard to the interstate system. The corridor has received a $50M commitment in State funding and has been added to the Metropolitan Transportation Plan. The Regional Planning Commission is preparing to conduct a feasibility study on the corridor.

Sustainability 

Environmental sustainability is a priority for Port NOLA. To minimize ship emissions, the Louisiana International Terminal includes investments in shore power for ships that have the capability.


Shore power allows marine vessels to plug into greener electric power at the dock, eliminating the need to run diesel engines while at berth. Shore power is capable of reducing emissions from ships at berth by up to 98%. 


On the terminal itself, electric equipment and vehicles will minimize emissions from operations.

The Federal Permitting Process

Under the National Environmental Policy Act (NEPA), the proposed terminal must go through a detailed impact study to determine if the permits for construction should be issued.

 

The U.S. Army Corps of Engineers has asked Port NOLA to move forward with the environmental review process for the terminal. We are hiring an outside consultant that will conduct a range of additional environmental studies.

 

Port NOLA will continue going above and beyond the federal requirements for public involvement with early and meaningful engagement throughout the permitting process.
