[TD]..... The only CERTAINTY with Iraq is that there is no such thing. Information just received this morning indicates the the fighting with insurgents is more widespread & vicious than being reported by the media.
The world is watching how the Maliki administration will handle (or not) this severe test. They are on their own.
While you can argue effectively that "Stability" is also an oxymoron statement for motivation to proceed with many programs, this is a saga they must deal with before all else.
However, will be the year that Iraq will enter the International arena in finance, banking, investments, etc. They are making baby steps toward most of those goals. M [Maliki] still would like to do currency reform before the elections.
The quicker he regains some sense of internal security, the quicker he can proceed with financial agenda items. I will caution you however on two key points : A) movement in rates will be modest & gradual, Iraq cannot afford the huge risk of shock & awe. B) No one will be able to give a definite date or rate until it suddenly occurs.

Keeping It Real Through Facts!
I want this investment to pay off as soon as possible but wanting it to happen because someone says it is without the facts, to me is a waste of yours and my time.
The fact is, the Iraqi Parliament and the Council of Ministers amended the Custom Tariff Laws so they could be implemented in three stages for several reasons and here are just a few:
World Trade Organization Full Accession - Iraq needed to implement tariffs as soon as possible because it is a major part of the process of full accession, but they were not ready yet to implement them all, so what better way but to implement them in stages.

Frank stated that those who believe that the RV/RI is dependant on the Iraqi elections are wrong...He says the only ones who care about the elections are the politicians...He says the only ones to watch are the ones that are in charge. The BIS and the IMF. Those are the ones to pay attention to. Frank said to remember that the 1166 rate is a program rate, and this program rate is not article 8 complient. At 1166 the IQD is of no use to the BIS or IMF.
