Iraqi central bank chief suspended
October 17 2012

Michael Peel in Abu Dhabi: The suspension of Iraq's central bank governor has triggered fears that economic stability could be undermined by what some see as a fresh power grab by Nouri al-Maliki, prime minister.

Sinan al-Shibibi, the ousted bank chief, played a critical role in giving Iraq a measure of exchange rate and monetary solidity while US troops withdrew, terrorist attacks increased and sanctions enveloped neighbouring Iran and Syria, business people and other observers of Iraq said.

The removal on Tuesday of Mr Shibibi, after almost 10 years in post, comes as Iraq's political opposition and many independent analysts allege Mr Maliki is widening his control of crucial security and financial institutions .

"Maliki for a long time has wanted access to [dollar] reserves that Sinan was holding back to stabilise the [Iraqi] dinar," said Toby Dodge, an Iraq specialist at the London School of Economics. "The authoritarian centralisation of power in Baghdad continues at a pace."

Held this evening tripartite meeting included Prime Minister Nuri al-Maliki and President Jalal Talabani and President of the National Alliance Ibrahim al-Jaafari at the headquarters of the Presidency of the Republic.

A source familiar with the Agency for News News (brother): "The meeting was held to discuss developments in the political process and the efforts of President Talabani to bring the views of the national meeting was held."

Received Mr. Ammar al-Hakim, head of the Islamic Supreme Council of Iraq Prime Minister Nuri al-Maliki in his office in Baghdad Wednesday, 17/10/2012, indicating Eminence that his meeting with Mr. al-Maliki was a meeting in-depth discussed the core files on the Iraqi arena and the regional, pointing out that the meeting, they discussed bilateral relations and ways to strengthening of the National Alliance and the mechanics go to projects that serve the homeland and the citizen, stressing Eminence The Supreme Council was and will remain supportive of each positive steps that are in the interest of the homeland and the citizen.

For his part, praised the Council of Ministers, Mr. Nuri al-Maliki positions Mr. Hakim and initiatives put forward by resolving the political crisis, indicating that the trend towards vast political aims not to exclude any of the components of Iraq as far as trying to create a team consistent with the government and put an end to the recession plaguing the political process , pointing out that the political majority can move stagnant water in the political process, describing the national partnership Palmatlh of the political process as there is a chance another could be going to the political process does not exclude any component of the ingredients.

It is worth noting that Mr. Ammar al-Hakim in the Cultural Forum on Wednesday before last day on 10/10/2012 confirmed the support form a political majority government provided that includes the basic components of the Iraqi society.

Kobler looking with Shahristani remove Iraq from Chapter VII
17/10/2012

BAGHDAD / JD : Deputy Prime Minister for Energy Affairs Hussain al-Shahristani, this afternoon, with the representative of the Secretary General of the United Nations, Martin Kobler number of issues, including removing Iraq from Chapter VII.

A statement, issued today by the Office of Shahristani received / JD / copy of it: The meeting reviewed a number of issues concerning the political process in the country, and the role of the United Nations in conducting the Kirkuk Provincial Council elections.

The statement added that "the talks between al-Shahristani, and Kobler touched to remove Iraq from Chapter VII".

Khalil: Nominating Turki as CBI's Governor against Iraq's interest
Wednesday, 17 October 2012 16:20

Baghdad (AIN) : MP, Mahma Khalil, of the Kurdistani Alliance, stated "Nominating head of the Financial Supervision Department, Abdul Basit Turki, to run the Central Bank of Iraq, against the interest of Iraq and intended decision due to the holiday of the parliament."

He stated to All Iraq News Agency (AIN) "Such decision will send a negative message inside Iraq and in the international level," noting that "Nominating Turki is not in the interest of Iraq."

"Only the parliament is responsible for the CBI," he pointed out, assuring that "This decision was taken due to the holiday of the parliament where the government had to wait for the parliament to resume its sessions."

Earlier, the Council of Ministers tasked the head of the Financial Supervision Department, Abdul Basit Turki, to run the CBI as a substitute for the current Governor of the CBI, Sinan al-Shibibi.

Khandan : lawyer accused Governor of the Central Bank of Iraq, the government of seeking to replace conservative person receives orders from the government, according to The Associated Press.

The agency said the Iraqi authorities deliberately suddenly to isolate the central bank governor temporarily on the back of targeted and other officials in the bank investigation into allegations of financial wrongdoing.

The agency said that Shabibi, Governor of the Central Bank, is a politically independent economist, has not been charged with any offense, and confirms his lawyer that he is innocent.

 

Israel and the United States are preparing to hold a "largest joint military exercises"

Said a senior official at the U.S. air defense Wednesday that American troops and equipment began to arrive to Israel in preparation for what he described as "the biggest maneuvers in the long history of military relations between the United States and Israel."

Colonel Craig did not disclose Franklin for specific dates, saying only that the exercises will begin at the end of October and early November and will continue, "about three weeks."

Colonel Franklin told reporters by telephone that the exercises that will take place under the name of "harsh challenge 2012" are defensive and have nothing to do with the nuclear crisis with Iran or any developments in the Middle East or the elections in the United States and Israel.

"Although the scenario behind the overall situation in the Middle East, these maneuvers are not related to any particular event bet," he said, adding that "exercises have nothing to do with national elections or through any tensions in the Middle East."

 

The issuance of arrest warrants for all managers of private banks

BAGHDAD (Iba) : Informed sources revealed for the issuance of arrest warrants for all managers of private banks in Baghdad and the provinces on the back of orders issued arrest Shabibi and 13 of the directors of departments and people of the Central Bank of Iraq.

The sources added that the issuance of arrest warrants against these comes because Misconceptions about major operations to money laundering and smuggling of foreign currency abroad through the direct participation of more than 10 banks civil and indirect in the sale Ataran through auctions the central bank's controversial within political circles and economic development.

The source pointed out that a state of anticipation and fear prevail atmosphere of the work of those banks, which led to Shell dealings and stagger in their work and the likelihood of dislocation in the exchange rate of the U.S. dollar over the Iraqi dinar.

Meanwhile banking source said relevant, preferred anonymity, that this action is nothing but proactive process undertaken by the Maliki government to cover up the size of the rampant corruption in the functioning of financial institutions in Iraq.

I don't normally make lengthy statements regarding the economy in Iraq, but after reading a few posts within the Dinar Community, felt the urge to do so. Everyone is in shock, we have been told and its not hard to believe that Shabibi was the protector of the funds for the Iraqi people. That he had effectively drawn down the core inflation, and maintained a stable rate of the nations currency. Its not just the guru's that have helped us believe that this is a man of character, the back bone of Iraq's economy. After all he is internationally recognized, has received top awards... and also been commended by members within the Iraq Government on more than one occasion.

This will not be the first time, a grand member of society has fallen from grace. For whatever reason, Dr. Shabibi lost interest for maintaining the integrity of the people and the economy. Who knows why one would risk even the position that he had worked so hard for, let alone walk away from the people that put so much faith in him. Possibly because being elevated into freedom without constraints, controls, rise to popularity, and protection of constitutions, they sometimes begin to think they are untouchable.

None of that matters now... it has happened. Warrants have been issued and evidence suggests that Shabibi may have turned his back on the Iraqi people possibly as much as three years ago. He wanted to re-denominate the currency, which is a LOP, something so many have, convincingly tried to explain away, because it goes against everything that we have come to believe is actually supposed to happen. I personally am guilty of believing the NO LOP theory too, WHY WOULD HE DO THAT? Yep, turns out, LOP "WAS" in Shabibi's plans... and for what? To cover up his own corruption. Why do you think he didn't want to talk about the dinar at the Financial Conference in London? Why did he dodge the integrity committee with just answering questions? Why did he keep the rate of exchange so low on the dinar? and Why did he ignore the government when they told him to stop the sell of the dollar?

Although I have not yet completed my "due diligence" on the issue of the attempted removal of Shabibi from his position as Governorof the CBI, I would like to offer the following as food for thought: (More comments at bottom of page)

From the Iraqi Constitution: Article 100:

First: The Central Bank of Iraq, Board of Supreme Audit, Communication and Media Commission, and the Endowment Commissions are financially and administratively independent institutions. A law shall regulate the work of each of these institutions.

Second: The Central Bank of Iraq is responsible before the Council of Representatives. The Board of Supreme Audit and the Communication and Media Commission shall be attached to the Council of Representatives.

Third: The Endowment Commissions shall be attached to the Council of Ministers.

1. Learn the 50/20/30 rule.

The first thing you need to know when you set your budget is that your goal is to live on your net paycheck, the money that hits your bank account after all your deductions. CONTROL RISKS: The government on 16 October suspended Sinan al-Shibibi, the governor of the Central Bank of Iraq (CBI), ostensibly in relation to an official investigation into sales of foreign currency. The government said that the Integrity Commission, which investigates corruption allegations, had recommended the suspension. The head of the Supreme Audit Board, Abdul-Basit Turki, has replaced Shibibi on a temporary basis.

The move is likely to be politically motivated and reflect Prime Minister Nuri al-Maliki's increasing attempts to wrest control over key institutions. The CBI is regarded at home and abroad as one of Iraq's few remaining impartial institutions, and Shibibi was widely respected for his independence.

Maliki may be seeking greater control of the country's growing foreign currency reserves.

Maliki is likely to come under increasing domestic criticism for seeking to centralise power further and dominate the country politically. Such allegations are unlikely to faze the prime minister, who will point to the apparently legitimate use of the anti-corruption body in suspending Shibibi.

BAGHDAD (UPI) : Iraqi Prime Minister Nouri al-Maliki is reportedly thinking of throwing out U.S. oil giant Exxon Mobil from the giant West Qurna-1 oilfield for signing an "illegal" production deal with semiautonomous Kurdistan and bringing in Russian companies instead.

This appears to be part of an effort by Maliki, who has moved closer to eastern neighbor Iran since U.S. forces withdrew from Iraq in December 2011, to back off the relationship with the United States in favor of Russia.

Under Vladimir Putin, restored as president, Russia's been driving to restore its Cold War influence in the Arab world.

Maliki signed a $4.2 billion arms deal with Russia Oct. 9 during a high-profile three-day visit. That makes Iraq Russia's second largest defense client after India.

Maliki, accompanied by a posse of Cabinet ministers, also discussed energy cooperation and possible oil contracts with Putin and his advisers.

MP, Mahma Khalil, of the Kurdistani Alliance, stated "Nominating head of the Financial Supervision Department, Abdul Basit Turki, to run the Central Bank of Iraq, against the interest of Iraq and intended decision due to the holiday of the parliament."

He stated to All Iraq News Agency (AIN) "Such decision will send a negative message inside Iraq and in the international level," noting that "Nominating Turki is not in the interest of Iraq."

"Only the parliament is responsible for the CBI," he pointed out, assuring that "This decision was taken due to the holiday of the parliament where the government had to wait for the parliament to resume its sessions."

Earlier, the Council of Ministers tasked the head of the Financial Supervision Department, Abdul Basit Turki, to run the CBI as a substitute for the current Governor of the CBI, Sinan al-Shibibi.

The appearance of Mohammed Saleh said, "that" anything official about the diary revelation did not reach so far. "

Saleh said he is currently in Iraq and exercise his duties as "a normal".

The head of the Parliamentary Integrity Committee Bahaa al-Araji, revealed earlier in the day for "Twilight News", the presence of about 30 issued arrest warrant article's central bank governor and his deputy.

IMO NO.. so what you have is a guy who is already "labeled" the bad guy so what's one more day of creating "drama" for everyone until he is told, "ok, everything is good, go ahead and sign off your power and collect your check"...

10-16-12 LoriC: Shabibi has not been officially charged with any crimes or permanently removed from anywhere yet, only false allegations and an interim guy to keep his seat warm while Shabibi exposes his secret file on Maliki's corruption.

There is an ongoing investigation promoted by those who are trying to take over the Central Bank. Mark my words, he is innocent and one of the few people who has the country's best interests at heart.

If anything this will be the excuse Maliki's opposition needs to have him removed. Shabibi will come out on top and our investment will be realized.

This could get interesting though when Shabibi is asked to provide specific details of a covert plan only he and the IMF are privy to.

10-16-12 Uncirculd: Well we sort of put him (Maliki) there. He did not win, we wanted Allawi.

Allawi won but, and big but, Saddam has that clause in the Constitution that put Maliki in there.

We couldn't tell them we are going to go against the Constitution. That would have been so hypocritical. At the time it was very sensitive to follow the Constitution. We had to, and that is why the US came up with Erbil to have a power sharing government. We didn't take and just put maliki in there.

He was NOT the choice. The Shiite leader of choice was Allawi.

DocDinar: The recent reports flooding in from Iraq and also just in from Fox News confirm that Shabibi may have been procrastinating on moving forward with the economic reforms and responsible for the low exchange rate of the dinar against the dollar.

Whoever is to blame in the GOI/CBI for this delay or whoever they make the scapegoat out to be, is inconsequential in my opinion.

All that matters is that they seem to be eager now to move forward on this project. That is great news and this just may be the push we needed.
