I don't normally make lengthy statements regarding the economy in Iraq, but after reading a few posts within the Dinar Community, felt the urge to do so. Everyone is in shock, we have been told and its not hard to believe that Shabibi was the protector of the funds for the Iraqi people. That he had effectively drawn down the core inflation, and maintained a stable rate of the nations currency. Its not just the guru's that have helped us believe that this is a man of character, the back bone of Iraq's economy. After all he is internationally recognized, has received top awards... and also been commended by members within the Iraq Government on more than one occasion.

This will not be the first time, a grand member of society has fallen from grace. For whatever reason, Dr. Shabibi lost interest for maintaining the integrity of the people and the economy. Who knows why one would risk even the position that he had worked so hard for, let alone walk away from the people that put so much faith in him. Possibly because being elevated into freedom without constraints, controls, rise to popularity, and protection of constitutions, they sometimes begin to think they are untouchable.

None of that matters now... it has happened. Warrants have been issued and evidence suggests that Shabibi may have turned his back on the Iraqi people possibly as much as three years ago. He wanted to re-denominate the currency, which is a LOP, something so many have, convincingly tried to explain away, because it goes against everything that we have come to believe is actually supposed to happen. I personally am guilty of believing the NO LOP theory too, WHY WOULD HE DO THAT? Yep, turns out, LOP "WAS" in Shabibi's plans... and for what? To cover up his own corruption. Why do you think he didn't want to talk about the dinar at the Financial Conference in London? Why did he dodge the integrity committee with just answering questions? Why did he keep the rate of exchange so low on the dinar? and Why did he ignore the government when they told him to stop the sell of the dollar?

This thing reminds me of the choices we have in life. I think of raising my boys... when a crisis would happen... and those around me were freaking out... crying, complaining, blaming, finding fault, turning on each other...

I would take a deep breath.. stand up a little bit taller.. and do whatever it took to get through the crisis... Head held high... helpful... creative... and straightforward...

Although I have not yet completed my "due diligence" on the issue of the attempted removal of Shabibi from his position as Governorof the CBI, I would like to offer the following as food for thought: (More comments at bottom of page)

From the Iraqi Constitution: Article 100:

First: The Central Bank of Iraq, Board of Supreme Audit, Communication and Media Commission, and the Endowment Commissions are financially and administratively independent institutions. A law shall regulate the work of each of these institutions.

Second: The Central Bank of Iraq is responsible before the Council of Representatives. The Board of Supreme Audit and the Communication and Media Commission shall be attached to the Council of Representatives.

Third: The Endowment Commissions shall be attached to the Council of Ministers.

1. Learn the 50/20/30 rule.

The first thing you need to know when you set your budget is that your goal is to live on your net paycheck, the money that hits your bank account after all your deductions. That means your budget excludes any pre-tax retirement contributions such as those to an employer-sponsored 401(k) or 403(b).

You'll divide that amount into three buckets according to what we call the 50/20/30 rule:

50% goes toward Essential Expenses, which are housing, utilities, daily transportation and groceries.

20% goes toward Financial Priorities, which are after-tax retirement contributions, emergency fund, debt repayment and other big savings goals, such as travel, wedding, a down payment, etc.

Alsumaria News / Baghdad : considered leader of the coalition of state law, led by Prime Minister Nuri al-Maliki, Wednesday, that the advocates of the central bank are politicians Mentfon of Mzhadath and financiers of "terrorism", accusing some politicians affected by the suspension of corruption in the bank to stand behind, as he emphasized that Committee set up by Parliament Speaker to investigate the bank's policy includes the majority of the political blocs.

According to a member of the Oil and Energy Committee MP for mass change Bayazid Hassan, Iraq produces daily limits (1.5) billion cubic feet of natural gas it up (800) million user feet locally and (700) million burn flown feet, calling for the exploitation of gas emitted with oil to enhance the fiscal revenue of the state. CONTROL RISKS: The government on 16 October suspended Sinan al-Shibibi, the governor of the Central Bank of Iraq (CBI), ostensibly in relation to an official investigation into sales of foreign currency. The government said that the Integrity Commission, which investigates corruption allegations, had recommended the suspension. The head of the Supreme Audit Board, Abdul-Basit Turki, has replaced Shibibi on a temporary basis.

The move is likely to be politically motivated and reflect Prime Minister Nuri al-Maliki's increasing attempts to wrest control over key institutions. The CBI is regarded at home and abroad as one of Iraq's few remaining impartial institutions, and Shibibi was widely respected for his independence.

Maliki may be seeking greater control of the country's growing foreign currency reserves.

Maliki is likely to come under increasing domestic criticism for seeking to centralise power further and dominate the country politically. Such allegations are unlikely to faze the prime minister, who will point to the apparently legitimate use of the anti-corruption body in suspending Shibibi.

BAGHDAD (UPI) : Iraqi Prime Minister Nouri al-Maliki is reportedly thinking of throwing out U.S. oil giant Exxon Mobil from the giant West Qurna-1 oilfield for signing an "illegal" production deal with semiautonomous Kurdistan and bringing in Russian companies instead.

This appears to be part of an effort by Maliki, who has moved closer to eastern neighbor Iran since U.S. forces withdrew from Iraq in December 2011, to back off the relationship with the United States in favor of Russia.

Under Vladimir Putin, restored as president, Russia's been driving to restore its Cold War influence in the Arab world.

Maliki signed a $4.2 billion arms deal with Russia Oct. 9 during a high-profile three-day visit. That makes Iraq Russia's second largest defense client after India.

Maliki, accompanied by a posse of Cabinet ministers, also discussed energy cooperation and possible oil contracts with Putin and his advisers. 

Khalil: Nominating Turki as CBI's Governor against Iraq's interest

MP, Mahma Khalil, of the Kurdistani Alliance, stated "Nominating head of the Financial Supervision Department, Abdul Basit Turki, to run the Central Bank of Iraq, against the interest of Iraq and intended decision due to the holiday of the parliament."

He stated to All Iraq News Agency (AIN) "Such decision will send a negative message inside Iraq and in the international level," noting that "Nominating Turki is not in the interest of Iraq."

"Only the parliament is responsible for the CBI," he pointed out, assuring that "This decision was taken due to the holiday of the parliament where the government had to wait for the parliament to resume its sessions."

Earlier, the Council of Ministers tasked the head of the Financial Supervision Department, Abdul Basit Turki, to run the CBI as a substitute for the current Governor of the CBI, Sinan al-Shibibi.

Ali Aldhargam : Denied deputy governor of the central bank Wednesday issued a formal arrest warrant against him as governor Sinan al-Shabibi, pointing at the same time receiving "signals" from government agencies for receipt of the Central Bank in the next term.

The appearance of Mohammed Saleh said, "that" anything official about the diary revelation did not reach so far. "

Saleh said he is currently in Iraq and exercise his duties as "a normal".

The head of the Parliamentary Integrity Committee Bahaa al-Araji, revealed earlier in the day for "Twilight News", the presence of about 30 issued arrest warrant article's central bank governor and his deputy.

BAGHDAD : Network News Iraq: Deputy Governor of the Central Bank of Iraq the appearance of Mohammed Saleh had not been received any arrest warrant formal right, but heard about in the media, stressing at the same time that the report of financial control hands simple observations on the Bank's work and there was no accusation of corruption.

Shabs is the GOVERNOR of the central bank of Iraq... which is an appointed position and not directly under the guidelines or supervision of the GOI... the GOI CAN delegate legislation in regards to the currency (as this directly related to the overall economic picture)

BWM: ok consider this.. everyone is sitting at the table ready to play nice and all we need is M's sig to roll graciously into a "new" era of financial growth and development for Iraq... and he walks in and sits down (I'm not sure he actually sat down, forgive me for some creative latitude) and says... NO and gets up and walks out... now why do we keep getting these stories... is it really up to Iraq to decide this.. IMO NO.. so what you have is a guy who is already "labeled" the bad guy so what's one more day of creating "drama" for everyone until he is told, "ok, everything is good, go ahead and sign off your power and collect your check"...

10-16-12 LoriC: Shabibi has not been officially charged with any crimes or permanently removed from anywhere yet, only false allegations and an interim guy to keep his seat warm while Shabibi exposes his secret file on Maliki's corruption.

There is an ongoing investigation promoted by those who are trying to take over the Central Bank. Mark my words, he is innocent and one of the few people who has the country's best interests at heart.

If anything this will be the excuse Maliki's opposition needs to have him removed. Shabibi will come out on top and our investment will be realized.

This could get interesting though when Shabibi is asked to provide specific details of a covert plan only he and the IMF are privy to.

10-16-12 Uncirculd: Well we sort of put him (Maliki) there. He did not win, we wanted Allawi.

Allawi won but, and big but, Saddam has that clause in the Constitution that put Maliki in there.

We couldn't tell them we are going to go against the Constitution. That would have been so hypocritical. At the time it was very sensitive to follow the Constitution. We had to, and that is why the US came up with Erbil to have a power sharing government. We didn't take and just put maliki in there.

He was NOT the choice. The Shiite leader of choice was Allawi.

DocDinar: The recent reports flooding in from Iraq and also just in from Fox News confirm that Shabibi may have been procrastinating on moving forward with the economic reforms and responsible for the low exchange rate of the dinar against the dollar.

Whoever is to blame in the GOI/CBI for this delay or whoever they make the scapegoat out to be, is inconsequential in my opinion.

All that matters is that they seem to be eager now to move forward on this project. That is great news and this just may be the push we needed.

A senior Iraqi official ponders if his government is a client of Iran's Why not? Everyone else is doing it

Foreign Policy ran a piece a few days ago examining the question "Is Iraq an Iranian proxy?" that was most interesting for one of its co-authors: Safa al-Sheikh, the acting national security adviser to Prime Minister Nouri al-Maliki.

While Mr. Sheikh is frequently described as a technocrat, he has nevertheless advised Mr. Maliki on security policy for years now, at precisely the time that Iraq has strengthened its ties with Iran and distanced itself from the US (you may remember that Maliki kicked the US military out of Iraq last year). Iraq has uneasily supported Syria's Bashar al-Assad against the Sunni-dominated uprising against his regime. After all, a substantial chunk of the uprising is composed of Sunni jihadis hostile to Maliki's Shiite-dominated government.

So an opinion piece under his name about Iraq's relationship with Iran (co-authored with Emma Sky, a British national who worked in the occupation administration of Iraq and later as an adviser to the US military), is worth noting.

 

Iraq removes central bank head in corruption probe

BAGHDAD (AP) : Iraq abruptly removed the longtime governor of the country's central bank Tuesday after he and other bank officials were targeted in an investigation into alleged financial wrongdoing.

The governor, Sinan al-Shabibi, is seen as a politically independent economist who has led the bank since shortly after the U.S.-led invasion. He has not been charged with any crime, and his lawyer insists he is innocent.

The allegations, drawn up by a special parliamentary committee established to investigate the bank, could give new ammunition to critics of Prime Minister Nouri al-Maliki that the Iraqi leader is trying to consolidate control over the country's institutions.

Iraq's Cabinet voted Tuesday to temporarily replace al-Shabibi with Abdul-Basit Turki, the head of the Board of Supreme Audit, until the investigation is complete, according to Ali al-Moussawi, a spokesman for the prime minister.

 

Barzani directs calls for Kurdish forces to attend a meeting Wednesday

Twilight News : presidency said the Kurdistan region of Iraq, Tuesday, regional leader Massoud Barzani face formal invitations to all the Kurdish forces to attend a meeting tomorrow.

The spokesman said the Office of the Presidency of the Kurdistan Region-Umid morning told Lord for "Twilight News" that "sent invitations to all parties and the Kurdish parties to attend the meeting tomorrow."

"We hope that the presence of all the parties because the public interest require the preservation of the unity of the Kurdish House".

Sabah said that Barzani "will discuss with the parties and the Kurdish political parties of the political situation in Kurdistan and Iraq and the region."

Saadi describes current governmental policy as "Foolish"

Baghdad (AIN): The Independent MP, Sabah al-Saadi, described the current governmental policy as "Foolish."

In a press conference held at the parliament building on Tuesday, he said "The foolish of the former regime was by wasting the public fund in order to establish the dictatorship and the budgets did not exceed 12 USD Billions, but the budgets after 2003 are not less than 18 USD Billions and they are set to serve the one party."

"The Planning Minister announced that 2013 budget will be 113 USD Billions in addition to the 2012 budget which makes it a total of 215 USD Billions, but nothing new happened and this is a dangerous issue that might repeat the foolish policy of the former dictator regime," he added.

"The budgets from 2006 till 2012 are about 614 which can establish a new Iraq between Tigris and Euphrates rivers," he concluded.

Araji describes arrest warrant against CBI's Governor as "Immature"

Baghdad (AIN) : The head of the Parliamentary Integrity Committee, Baha al-Araji, described the arrest warrant against the Governor of the Central Bank of Iraq, Sinan al-Shibibi, as "Immature", expecting that it was issued for "political purposes similar to the case with the former independent committees."

Speaking to All Iraq News Agency (AIN) on Tuesday, he said "The arrest warrant against Shibibi is real and exists, but we think that the procedures against the CBI are immature because Iraq witnesses a hard situation."

"The CBI is not less important than the Interior and Defense Ministries where it might affect the security situation in Iraq and result in the reduction of the Iraqi currency towards the foreign currencies," he added.
