Update: Progress of Reform Laws
1)Islamic Banking Act, passed by the House of Representatives at its meeting on Thursday 10/1.
This banking act ensures that banking transactions are not inconsistent with the provisions of Islamic Sharia law, whether in the field of accepting deposits and providing other banking or in the field of finance and investment. Also the usefulness of banking services and practicing financing and investment are based on non-basis interest in all its forms.
2) second reading of the Law of the Three Presidencies
Two term (8 year) limit for each of the three president positions in Iraq meaning the speaker of the house, the formal president and the prime minister. I believe this law is not needed for RV but surely puts more nails in the political future of Maliki in Iraq. It does add to the political stability of Iraq.

Hello Everyone,
Lots of news to bring today in this RV saga. It has been a good week but somewhat quite in comparison to the waves of news in recent past weeks. Could this be the calm before the storm?
I believe it was the result of the Eid holiday and the fact that there was a delegation from Iraq in USA NYC attending the UN summit meetings all week. They are now back in country and so we should expect to see the spigot of news break soon once again.
I also want to say that I have been presenting this news letter to you for many years now. I plan to continue only until we see a significant value increase in the Iraq dinar. I believe this is coming soon and you should be able to see evidence of this is what I have been presenting to you. But Iraq is not there yet. I am beginning to get excited since I do see the end to this saga coming up soon.

BGG This is the whole ball game right here...
supposedly they did the 2nd reading of the Law of the 3 Presidensies. As I understand it, that will take care of Maliki.
So, they are within a 3rd reading and a vote and once they do Maliki has no immunity, if I understand correctly the way that is laid out.
By the way, the only October 1st deadline was the Anti Money Laundering Law set forth by the World Bank and the IMF and they met that deadline early.
Some say it was published in the gazette...not sure if that is true. There is no other deadline...they did what they were to do.
Stop and think, they have never met a deadline before...so for what ever reason that meant something to them.
Also, as soon as Abadi got back from New York he issued new orders and directives. He is walking like he is a man on a mission.
That in concert with everything else going on this is very good news.

Now hear this...now hear this.....the Ayatollah Sistani wants reform, none of that jazzy fake stuff, but the real deal and he expects to see it like NOW.....without any hesitation and without any time for relaxation....that will come later once the work is all done.....hop to for now and get 'er done boys and girls. It's all about timing.....the quicker we get this done....the quicker we can show the world we truly do know what we are doing and that we are fully capable of being world class with the big dogs

VND regains sheen as dollar rates cut
Huynh Anh Nhan of HCM City's Tan Binh District has decided to convert the US$40,000 he had in a bank into dong because of the very low interest rate on dollar deposits.
"We have this money for my daughter's education in the US in the next two years," he said.
"But now we want to deposit the money in dong since the interest rate on dollar deposits by individuals has been cut to just 0.25 per cent.

NEW YORK - Iraqi Prime Minister Haider al-Abadi said Thursday he is open to Russian airstrikes on the Islamic State group (ISIS) in Iraq. In an interview with France 24 television on the sidelines of the United Nations General Assembly in New York,
Abadi was asked whether Moscow had offered to intervene military in Iraq against ISIS. "Not yet.
It is a possibility," he told the channel. "If we get the offer, we will consider it," he said.
"It is in our interest to share information with Russia," Abadi added. "Russia has a lot of information.
The more information we gather the more I can protect the Iraqi people." Russian warplanes began airstrikes in neighboring Syria on Wednesday, with Moscow saying it had hit anti-regime opposition forces as well as ISIS, or Daesh as the group is known in Arabic.
