RVAlready: I don't know if I can read between the lines on the budget, but the IMF report looks pretty positive.... It just doesn't say, "and all you guys in the US are going to the bank real soon now." But it says just about everything else.

Don961: IMO .... We know the 3 Letters have been guiding Iraq .... and inputting their requirements in the writing of the Budgets ....and other laws ....
With all the things Abadi and the GOI/CBI have done so far .... to facilitate those requirements to get the loans .... could it be the really important things that were needed from the 2017 Budget are agreed to ?.... and all these articles that are being disputed are things that could be amended or tweaked at a later time ...
.
Because of absentee MPs .... disagreements may seem magnified because of the few that are present ... and the need for a quorum ..... so they may be taking advantage of that fact to threaten the process ... whereas if all MPs were there , the budget could pass easier ....
The IMF is fully aware of the intention and probability of what needs to be done with the 2017 Budget .... we'll see what is said today ... and hear on the CC what's up .... but the Budget being passed may not even be an issue at this point ... for the continuation of the New Monetary Policy of Iraq ...

So today is Monday and what does this current news bring us? Is the budget then settled? What was the end result over the weekend?
Update from Saturday Dec 3, 2016- Vice Chairman of the Finance Committee Faleh applicable: - The delay in the vote on the budget for 2017, the differences on the ratio of the population and export of oil and the benefits of Basra province. (I want everyone to note that this is why they need to do a complete and accurate "official" and "nonpartial" census of the population. So this tells us this is not yet completed and this created issues. Basra was asking for an additional $5 per barrel of oil besides their share of the 17%)
The House of Representatives has said they postponed a vote on the budget in 2017 until Sunday 12/4. So did they vote?

OkRocks: Urgent Parliament postpones its meeting until next Wednesday -Why? Because Kurdish lawmaker reveals a new proposal for the allocation of the Peshmerga .... Does this effect the IMF meeting or the rv? I dont think so because their finances are in order...... Perhaps its just a "roadmap" for timing? ;)
Blessed2: I believe that the Iraqi RV process will be very similar to the Iranian process and that is no major public announcement will be made. We have seen budgets being passed over the years without the RV being attached to it. I believe the activation of the Iraqi RV is not incumbent upon the budget being passed..... ...the evidence of things not seen. That's why I believe the RV will not be a public announcement.
Lilypad : The budget had to be passed as one of the criteria set by the IMF for the needed loans that the budget is built on for 2017.

Dr. Clarke: Now I know you have been posting on the DC for quite a while now but I am really curious about why you never spoke out about the Zim currency being worthless before.
Surely you noticed all the other Gurus posting about the Zim being a good buy but now you step forward and call it worthless as a Bond or a currency.
Also I would like to know your position on the Wells Fargo verses HSBC being the lead bank in the RV process... If you can find some time, please respond. Inquiring minds would like to know.

Lilypad: It appears that they actually completed voting but are coming back Monday 1pm to tie up loose ends.... since they got to article 50 for voting and were taking the sequentially, it is my assumption they did vote on the articles--breaking for the night--will meet in the back room tomorrow to finalize discrepancies and convene full parliament at 1pm.
This is all in my opinion as I cannot find that in print. I am sure they are tired at midnight.
RVAlready: Looks like one short meeting tomorrow to sign budget, then RV the currency, then IMF meeting! Then we go to the bank before the end of the month (or maybe the end of the week).
Rojo: The UN still has to grant Iraq authorirty to trade international before we see RV
RVAlready: I think the UN is ready to do that.... The UN has been pushing this for months.
