Arthur: So it looks like everybody now understands that GOI + HCL = RV. You cannot pull the horse before the cart and have a budget before there is a legitimate Hydrocarbon Law in Iraq.

It would be like trying to start a successful bread company without an official and legally binding contract with the companies that provide the dough that you make the bread with.

So despite the confusion with the tense structure of the translation in some articles, there has been no ratification of the budget in the official Gazette as of yet. But this is not a delay.

This is the world making sure this agreement is legal and binding and agreeable for the long term by all parties involved.

Ministries order petrol price stability over Tet

HA NOI (VNS) - The ministries of Industry and Trade, and Finance have asked fuel enterprises to keep retail petrol prices stable during the Tet (Lunar New Year) holidays.

The order was issued in view of the "complicated" global oil price fluctuations.

The Deputy Minister of Industry and Trade Do Thang Hai said he had sent express despatches to notify key dealers about the request. Any other changes can only be made, based on the directives of the authorities.

HA NOI (VNS) -Vietnamese consumers started 2015 with their confidence broadly unchanged after a tumultuous 2014, ANZ Bank Economist Glenn Maguire said in a recent report.

According to the chief economist of the bank, in South Asia, ASEAN and the Pacific, the ANZ-Roy Morgan Vietnam Consumer Confidence index fell slightly to 135.4 in January, down 0.2 points from the previous month, and slightly above the 2014 average of 133.3.

Hello Everyone,

Fasching is now over. Do you know what Fasching celebration is in Germany? Some call it the Mardi Gras (Karneval). Our town has its small fun version of this Mardi Gras too and we have had a nice time this past couple days.

Our Mardi Gras is really a lingering of an older pagan tradition from the middle ages but when the Christian church combined with the Roman pagan religion, and became the faith of Rome, (thus the Roman Catholic church), many of these pagan ceremonies were watered down and allowed to continue and to this day. Our past is always present if we just take the time to learn and pay attention.

So Fasching is really fun before the sacrifice. One last period before we start on our journey to remember our Christian roots and sacrifices of those who came before us to show us the way to better lives.

In the interest of analytical balance, we would do well to consider the possibility of war strategies when it comes to the global stockpiling of petroleum reserves.

In the years leading up to the German invasion of Poland, the world witnessed dramatic decreases in the price of oil as well as massive increases in petroleum inventories, especially as the Texas fields began to produce.

These shifts in the global oil markets ran parallel to the deflation which had begun in October, 1929, and as such, we can see the same pattern repeating today as oil prices collapse, inventories are growing, and world wide deflation is deepening.

The United States and China are both increasing their Global Strategic Petroleum Reserves, with stockpiling taking place in Cushing, Oklahoma, and in provinces throughout China.

JMO......I believe based on all I know and have been told, they must have a rate higher than the USD. It's aslo JMO that the budget is being hidden from most because they can't put it in the gazette without the RV.

Millionday: The implementation of a single window system enables international (cross-border) traders to submit regulatory documents at a single location and/or single entity.

Such documents are typically customs declarations, applications for import/export permits, and other supporting documents such as certificates of origin and trading invoices.

The main value proposition for having a single window for a country or economy is to increase the efficiency through time and cost savings for traders in their dealings with government authorities for obtaining the relevant clearance and permit(s) for moving cargoes across national or economic borders.

A number of experts and specialists in the financial and economic affairs central bank's move to buy gold as positive the fact that gold is a safe cover for the local currency and maintains its value against foreign currencies especially at a time when the global economy is witnessing a decline in the growth of global markets, gold prices declined.
