3-20-13 Doc: There have been many dates thrown out...that suggest it has to happen by then. Many of these revolved around the publishing of the budget which should occur in a few days. The assumption is the RV rate is in the budget. We can find no evidence of this.

All published sources actually suggest the opposite.

Everyone is reporting an overall budget of 138 trillion dinar and not in the billions of dinar some have suggested. With the 138 trillion number the assumed exchange rate is the current program rate of 1166. We also know the budget is not a prerequisite for currency reform.

With this we are confident we will see this budget opened and it will have no impact on the RV. Simply put March will come and go with no new revelation.

We are much more interested in the late May time frame when the DFI funds become unprotected "free" game. We can only imagine the entities lining up to file suit against Iraq to get a share of the pot.

We simply can not imagine Iraq doing everything it can to get into a position to protect those funds. We would think this would include making amends with Kuwait ie chapter 7.

Unfortunately the wild card Maliki still is the wild card in this game. However, what we believe continues is the international community pressuring Iraq via chapter 7 (not done yet), Kurds pressuring Maliki via HCl (not done yet) and the people demonstrate against Maliki.

 All-in-all the vice is squeezing Maliki pretty hard. Our hope is the vice will prevail. One would think even Maliki would relent rather than risk losing 100s of billions of dollars. Hence as we stated earlier late May is potentially of great significances. We report, you decide.

It also includes research documents such as Executive Order 13303, The Coalition Provisional Authority dated April 29, 2004, Brigadier General Hugh Tant Executive Summary dated October 22, 2004, United States Department of State "The Future of Iraq Project" dated June 22, 2005, and the General Budget Law of the Federal Republic of Iraq for fiscal year 2013.

I also viewed positions and documents from the Paris Club, IMF, WTO, UNSC, UNAMI, UNSC Joint Analysis Policy Unit (JAPU), and news articles posted by Snowflakes, Dare to Dream and Recreational Vehicle and posts by other PD members and contributors.

Kuwaiti Prime Minister in Baghdad next month to discuss removing Iraq from Chapter VII

Kuwait's ambassador to the insured, Wednesday, Prime Minister of Kuwait Sheikh Jaber Al-Mubarak will visit Baghdad next month to discuss the talks to remove Iraq from Chapter VII.

He said the insurer's "obelisk", "The Prime Minister of Kuwait Jaber Al-Mubarak will visit Iraq during the next April to discuss cooperation between the two countries as well as the demarcation of the border and work of the Joint Commission," pointing out that "the visit will address progress in talks to remove Iraq from Chapter VII".

Stryker: It sure looks like to me that April is the month that will see Iraq finally emerge from the infamous Chapter VII, see the 2013 Fiscal Year Budget be released after it gets officially posted in the Gazette this month.

 With Executive Order 13303 expiring May 22, the tariff's and other laws about to be implemented and parliament coming back in session on the 26th the end of March is sure to bring some interesting results my friends.

Stay tuned I have more to add to this blog this morning but I need to get my boy to school right now. Can't wait to see what the news brings us today.

3-20-13 Mountainman: 2 days in a row, 2 separate articles saying next month Iraq may be out of Chapter VII. Now if that isn't progress, I don't know what is. If we believe that the United Nations doesn't want to lose this bargaining chip without first guaranteeing that Iraq moves forward with going international then I'd say even the most skeptical people would agree this is looking pretty darn good moving forward. Here's the one from today and yesterday:

3/19: Next April.Kuwait signs Iraq out of Chapter VII. The Government expects the Iraqi Prime Minister's visit during the month of April, the Iraqi official said that the visit signed out Iraq from Chapter VII. Said Fouad aldorki, a member of Parliament of the State of law coalition that Sheikh Jaber Kuwaiti Prime Minister is expected to visit the capital Baghdad during April next, to examine the output file from Chapter VII and Iraq sign an agreement to resolve.

He said the Government would discuss with Kuwait on visit, ending border problems and oil extraction, stipulated and Kuwaiti ports of Mubarak the great South, Basra Iraq, referring to attempts to economic agreements and investment projects could be exercised by Kuwait within Iraq   LINK

[Adam Montana] Good morning everyone! I hate to rush these chats, but I had an important event "spring" into my schedule (see what I did there? ) so I am going to keep this short and sweet and hopefully still get to a couple of the questions posted this week   

[Adam Montana] This week has brought some interesting news that should give us a hopeful outlook on our near future  The Kurds are not exactly happy with the decisions made regarding the budget, and it appears they have even tried boycotting some Parliament sessions...

but the meetings have went forward just the same, which is a sign that the Kurds cannot impede on the progress that the GOI intends to make. This is EXCELLENT for us.

[Adam Montana] And we actually have an intended date for Kuwait to officially support the release of Iraq from Chapter 7 - they are aiming for April. Of course, it is still up to the UN regardless of what Kuwait says or does, but the fact that we have a target date is a great thing. (Way better than "soon"!)

Central Bank Sales Of The Declining Dollar In Tuesday's Session

TLAR:  "The bulletin indicated that the 24 banks participating in the auction today did not make any offers to sell the dollar."

 The banks are still buying dollars and not selling any, meaning these same banks are not purchasing dinar.  There is no market in Iraq for dinars. The auctions are a one way revolving door.  Dollars go out and dinar comes in.  This is so cool for our investment. 

At least for the next 30 - 60 days, don't pay any attention to the street value.  Its a good thing to have a disparity between the street value and the program rate.  It is what has created this buying surge of USD on the street and it is what is allowing the CBI to repatriate the dinar. 

If only those uneducated, corrupted dirt bags running the government could envision where this is going, maybe they would quit trying to find fault with the CBI.  They continue to try to find fault, point fingers and place blame with little to no understanding of why this is happening, when in fact this is good for the dinar long term.

Delta's Report

Frank reports that the USA hasn't had a budget since 2009 but our government announces they will pass one around the end of this month. Funny how Iraq is saying and doing the same thing....amazing....isn't it? Kowinkydink? Think...not!

Frank says keep eye on USD value. It's growing. In Frank's opinion we should see the USD around 83.73 By the end of the month.

Frank and Team26 are watching the VND very closely and studying the possibility of the rumor that it could split its value.

Example of this might be like having a gallon of milk and you pour half into another container and you still have a gallon of milk; now you fill the containers the rest of the way with water. Now you have 2 gallons of milk, diluted; you still have milk but now it's 2% milk. Frank will tell us more if we see the VND split. Watching it closely.
